RESEARCH AND EVALUATION ADVISOR
ROLE PURPOSE:

The Research & Evaluation Manager will be the country office (CO) lead in evidence generation, learning and knowledge management, as enablers for increasing our impact for children. Evidence includes, but it not limited to, internal and external studies, i.e. research, evaluations, and assessments (REA). The position holder will provide technical leadership and strategic direction for evidence and learning initiatives and ensure that the CO consistently generates and applies evidence to improve programme design and quality to support the delivery of the CO strategic objectives and demonstrate the impact of SCI’s interventions in DR Congo.

KEY AREAS OF ACCOUNTABILITY:

Strategy

Lead the development and implementation of a proactive and effective REA Strategy aimed at demonstrating impact, improving quality programme and policy outcomes for children.
Provide guidance on the development, maintenance and use of an institutionalised knowledge management system.
Support innovative evidence generation through strategic partnerships with key research institutions.
Promote the use of evidence and integration of learning across the CO continuous quality improvement.
In collaboration with the Head of MEAL lead the development and implementation of CO-level learning agenda that is aligned with the Country Strategic Plan, SCHP and global priorities.
In collaboration with the Planning & Monitoring Specialist, support the uptake and implementation of SCI’s programme quality standards across the CO.
Research, Evaluation, and Assessments (REA)

Plan, conduct, commission, and manage high quality and user-focused REA in collaboration with Technical Advisors, programme and MEAL staff to deliver evidence of impact and learning to inform design, development, implementation and adaptation of our programmes and advocacy.
Provide technical support in the uptake and delivery of innovative research include child-led research.
Collaborate with Technical Advisers and MEAL team to develop academic papers based on the CO’s programming for publication in peer-reviewed journals.
Lead CO self-assessment on the use and application of evidence.
Knowledge Management

Provide overall direction on Knowledge Management systems and platforms, including ensuring CO-wide use of global KM platforms, e.g., Learning Log, Organisational Learning Hub, Save the Children Resource Centre, etc.
Develop proportionate mechanisms for consulting and receiving feedback from internal clients on the relevance and usefulness of KM and organisational learning initiatives and platforms and use results to drive continuous improvement and CO-wide uptake.
Support Technical Advisers, programme and MEAL teams to identify and deliver effective products and services for sharing and encouraging uptake of knowledge and organisational learning.
Coordinate and support the dissemination of evidence and learning, internally and externally.
Learning

Support and strengthen roll-out and implementation of critical learning processes, including After-Action Reviews, Learning Country Assessment & Action Plan, Country Learning Agenda, etc.
Ensure all projects include learning milestones and activities in their MEAL budgets, MEAL Plans and Detailed Implementation Plans.
Ensure the quality, consistency and appropriateness of evidence-based knowledge products and communication materials that are developed, produced, and disseminated to beneficiaries, government officials, implementing partners, other partners, and the media.
Coordinate withTechnical Advisors and programme staff to ensure that lessons learned are properly documented and are incorporated into programme implementation and design.
In collaboration with Technical Advisors, programme and MEAL staff coordinate the design and implementation of all CO studies (assessments, evaluations and research).
Work with technical and field teams to identify key methodologies to enable advocacy and campaigning measurement, take steps to document lessons learnt and disseminate findings.
Proactively seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote inter-institutional learning at local and national level.
Programme Design & Development

Collaborate with Technical Advisors to ensure the use and integration of evidence and learning in proposals.
Provide technical guidance and lead the design and budgeting of REA in proposal development.
Technical Support & Capacity Strengthening

Identify capacity needs of staff in REA and lead the development and roll-out of capacity strengthening activities to address the capacity gaps, in collaboration with the Planning and Monitoring Specialist and the Head of MEAL.
Participate in and contribute actively to relevant team, departmental and cross-functional meetings and initiatives.
Support strategic and annual planning and review work, with a particular emphasis on supporting use of knowledge and organisational learning.
Provide technical backstopping to field-based MEAL staff through regular contact, field visits and meetings.
Other

Comply with all relevant Save the Children policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies.
Contribute to ensuring that programme’s delivery happens in strict adherence to security policy and procedures.
Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.
QUALIFICATIONS AND EXPERIENCE

Essential:

Relevant educational background linked to the post.
A minimum of three years conducting assessments, evaluation and research in humanitarian and development contexts, preferably in more than one of the Save the Children priority sectors: education, protection, rights governance, health and nutrition, and emergencies.
Knowledge and experience of scientific research principles, methods, practices and protocols in research projects and of relevant data analysis software (Excel, Epi Info, Kobo, SPSS, STATA, NVIVO, etc.).
Proven experience in undertaking and leading the production of policy and research outputs for practical uptake in programmes and/ or policy.
Experience in knowledge management and knowledge management systems.
Excellent written and oral communication skills and ability to present ideas and concepts effectively and persuasively to diverse audiences.
Good organisational skills, ability to analyse information, evaluate options and to think and plan strategically.
Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication.
Politically and culturally sensitive and willingness to be flexible and accommodating in difficult working circumstances and contexts and willingness to travel frequently to support field teams.
Strong partnership skills and capacity to collaborate with a diverse range of actors, NGOs, research institutions, donors, consulting firms, etc.
Commitment to and understanding of Save the Children's aims, values and principles.
Proven capacity to supervise, train and coach staff.
Fluency in English and French, both verbal and written.
Desirable:

Technical expertise in one of Save the Children’s main sectors in DRC (health, nutrition, education, child protection, livelihoods).
Knowledge of DRC and/or central and/or west Africa region.
Experience of working with Save the Children.
