Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines
The Resilience Coordination Specialist will be under the overall supervision of the FAO Representative in Somalia, and the direct supervision of the Senior Programme Officer/Head of Programme.

Technical Focus
The Resilience Coordination Specialist will be responsible for supporting the implementation of FAO’s priorities of the Country Programme Framework (CPF) and time-critical interventions.

Tasks and Responsibilities
• Coordinate FAO Somalia’s resilience Programme under the Country Programme Framework (CPF) 2022 -2025.
• Coordinate and support the conceptual development and operationalization of the FAO Somalia Resilience Programming and the policy dialogue in close collaboration with partners and donors.
• Lead project/programme development and fund-raising efforts on Resilience programming, in liaison with UN agencies, donors, partners and other stakeholders.
• Lead the collaboration with UN partners for the successful fundraising and implementation of the Joint Resilience Programme and ensure close coordination of agencies’ field activities.
• Coordinate the technical support and contribution of FAOSO resilience programming under the social development result group of UNCFS.
• Design resilience related interventions and concepts, documents, briefs, official correspondence and reports to stakeholders.
• Oversee the technical, administrative, procurement and operational aspects of FAOSO resilience interventions for Somalia.
• Represent FAO in coordination forums and mechanisms on Resilience led by government and stakeholders.
• Ensure FAOSO Resilience Programme and project profiles are updated regularly in coordination with Program teams.
• Participate in the preparation and clearance of resilience project documents; ensure their quality and consistency.
• Support policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies in coordination with relevant FOASO units.
• Support the provision of direct technical support and policy advice to Government line ministries on resilience programming as appropriate.
• Support FAOSO engagement with key technical representatives of Federal and State level government line ministries on resilience programming with relevant units.
• Contribute to the strategic advocacy of FAOSO humanitarian, resilience and development priorities and nexus approaches.
• Contribute to the FAOSO knowledge management activities on resilience programming.
• Monitor and evaluate on-going resilience interventions and activities in close collaboration with the M&E Unit.
• Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• University degree in agriculture, agricultural development, agricultural economics, rural development, development studies, food security and natural resources management or a related field.
• Twelve years (for COF) / fifteen years (for PSA.SBS) in programme management related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes related resilience building, development, and emergency interventions of which five years should be in the African context especially in countries that are vulnerable to disaster or other emergency risks.
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for COF.REG. Working knowledge of English (level C) for PSA.SBS.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is essential.
• Extent and relevance of knowledge or experience in FAO global, regional, and country strategy development and implementation of related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.
• Extent and relevance of experience in planning and implementation of programmes related to FAO technical fields and mandate.
• Proven track record in resource mobilization.
• Extent and relevance of experience in and ability to negotiate with senior officials in national governments, inter-governmental organizations, and other institutions and in designing collaborative networks and joint programmes.
• Familiarity with the UN system wide policies and processes applying to decentralized locations and knowledge of the context as well as partners and institutions of the specific sub region is desirable.
