Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Under the overall supervision of the Regional Director (RD) and the direct supervision of the Senior Regional Resources Management Officer (SRRMO), and in close coordination with the Programme Coordinators at the Regional Office (RO) in Cairo, the successful candidate will be responsible for coordinating the resources management functions, including HR, Procurement, accounting, budgeting and reporting of regional programmes, and supporting the Country Offices in the Region.

Core Functions / Responsibilities:
1. Assist in monitoring and overseeing the financial management activities of the Regional Office including the oversight of financial expenditure, accountability and projectization of staff; and participate in the financial analysis of projects implemented by the Office as required.
2. Assist Country Offices in the region on matters related to IOM administrative issues and regulations with the view to increase their effectiveness and compliance; prepare for verifications, monitoring visits, audits and draft responses to auditors and donors.
3. In coordination with the SRRMO, monitor the administrative and financial management for all activities of the regional programmes managed from RO Cairo.
4. Monitor budget control processes and the financial status of regional programmes’ activities and inform and update the SRRMO and the Programme Coordinators accordingly. Review regular financial reports, identify bottlenecks and recommend action to resolve problems or correct errors, and highlight any unusual trends.
5. Participate in the development of effective monitoring mechanisms and tools to facilitate analysis, oversight, accountability and senior management decision making.
6. Draft forecasts, interim and final financial reporting to donors and support the preparation of supporting documents in coordination with Country Offices.
7. Provide support to the SRRMO and Programme Coordinators throughout the programmes’ cycle to facilitate compliance with IOM's policies and procedures, IOM financial and procurement regulations, accounting procedures, and donor regulations.
8. Facilitate and support the recruitment and drafting of terms of references for support staff under the regional programmes, in coordination with the supervisors, SRRMO and Regional Human Resources Officer.
9. Closely coordinate with the relevant administrative, human resources, finance, and procurement logistics assistants of each Country Office involved in the regional programmes to facilitate adequate oversight, compliance and harmonized reporting.
10. Oversee the logistical and administrative support related to meetings and eventsorganization. Coordinate the meeting venue and related service provider(s), including preparation of participants’ list, follow up of attendance, transcription and drafting the reports of proceedings relevant to the regional programmes.
11. Enhance knowledge management and sharing of documents, reports, and guidelines that have bearing on matters related to regional programmes; ensuring they are in compliance with IOM and Donor policies and procedures.
12. Attend coordination and governance meetings, provide updates and guidance on financial and administrative matters relating to the regional programmes.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Business Administration, Finance, Accounting, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience
• Experience in financial management, accounting and budgeting;
• Experience in finance, accounting and other resources management services;
• Knowledge of IOM/United Nations (UN) regulations, policies and procedures;
• Knowledge of International Public-Sector Accounting Standards (IPSAS);
• Good knowledge of and experience in ERP system (especially PRISM/SAP);
• Experience in preparing clear and concise reports and analyzing data;
• Good communication and writing skills;
• Audit experience is a distinct advantage;
• Experience working on European Union (EU) and/or Department for International Development
(DFID) projects is a distinct advantage.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
