Risk Compliance and Partnership Management Advisor

The position advises and supports the Response Director on risk management, compliance oversight matters and in managing partnerships ensuring there is full accountability to comply with government, donors and WVIs’ policies and procedures. He / She will efficiently track and report specific issues, trends and cross-cutting matters representing a high risk to the response operation in Burkina Faso while promoting intentional collaboration in considering them into decision making, planning, monitoring, evaluation, reporting and contingency planning. In consultation with the Regional Audit Director, assess the methodologies, tools and practices related to the implementation of enterprise risk and compliance management with a strong focus on prevention.
MAJOR RESPONSIBILITIES
1-Partnerships Management
• Coordinate and support the pre-award due diligence processes and organizational capacity assessments of potential partners using standard tools;
• Ensure that third party screening is done for all partners’ so as to determine an individual or entity is not named on a restricted, denied, debarred, designated, or blocked party list.
• Review and standardize the procedure for Sub-Grant Agreement and MoUs’ approval and signatory requirements as outlined in World Vision’s WAR Approval Limits Matrix and ensure rigorous review of all requirements.
• In the event of a competitive selection of implementing partners, lead the call for proposals and partner selection processes;
• Facilitate sub-grant opening, quarterly and mid-year reviews as well as the closing out processes including lesson learned sessions in coordination and participation of the key staff/departments from WVI and partner;
• Monitor and improve sub-grantees’ contract’s compliance with donor and WVI requirements, and communicate specific compliance requirements to both WVI and its partner(s) on timely manner;
• Support and coordinate review of the partnering agreements’ performance in terms of implementation, indicators’ achievements, budget spending, compliance reviews/checks, etc.
• Support and conduct capacity building activities for partners, including training workshops and one-on-one mentoring of key staff, on donor rules and regulations, compliance monitoring procedures, report writing, project cycle management, and other areas as needed;
• Facilitate and advise the response management in assessing grant risks and designing risk mitigation measures, and ensure that the grant partners identify and manage attendant risks proactively, mitigating actions are tracked for closure, and that the high-level risks are incorporated in the grant risk register.
• Support the development, piloting, implementation, and assessment of partnership management standard operating procedures (SOPs);
• Develop and roll out other tools and resources needed to effectively manage partnerships;
• Improve partnership practices by periodically assessing WVI’s partnership management approach taking into account diverse perspectives, developing case studies to capture lessons learned and best practices, and making recommendations for improvement.
2- Incident and Investigation Management
• Collaborate with the response management team on the implementation and management of the Integrated Incident process and reporting system.
• Coordinate the overall Incident management process in response to crisis situations within the response in Burkina Faso.
• Ensure that incidents are analyzed and relevant “Lessons Learned”, and After-Action Reviews, applied throughout the Response.
• Upon request, coordinate investigations in response to incidents, allegations and complaints and provide support to senior managers overseeing investigations, including guidance on best practice. • Liaise with WV global partnership stakeholders on specific cases ensuring they are kept informed of case progression as necessary.
Coordinate Business Continuity Planning activities for the response.
3-Enterprise Risk Management
• Lead development and implementation of Burkina Faso Response risk management strategies.
• Ensure risk management processes and procedures are in alignment with the WVI Enterprise Risk Management Framework and WV’s Risk Appetite Statement.
• Monitor and analyze risks within the response’s environment and report them to the Response Director and the Regional Audit Director.
• Champion the risk management process as a value-added discipline and process, while keeping it as simple as possible to ensure business continuity and operational agility and resilience.
• Monitor and coordinate all risk management activities of Burkina Faso Response, including identification, measuring, monitoring and mitigation.
• Maintain and evaluate the risk register using the risk management software Riskonnect and provide input into setting risk limits aligned with the response strategy.
• Work collaboratively with Regional Audit team to ensure that risks are identified for audit planning purposes.
• Overseeing tracking and recording of WVI, Grant and Donor audits’ schedules and ensure audits are done within agreed timelines, donor requirements and reports issued to the donors within stipulated time.
• Ensure that that the team addresses the findings and recommendations from audits and various donor accountability mechanisms, in a timely and effective manner.
4-Compliance Management
• Support the Organizational Compliance process in coordination with Response Director for adherence to corporate responsibilities.
• Utilize a compliance focused lens to design and strengthen the partnership process flow including through the creation of the partner dashboard, process flow protocol, Block Party Screening Protocol, etc.
• Ensure the response’s standard operating procedures (SOPs) are well defined in compliance with internal organizational policies and procedures, applicable to external context and compatible with WV’s donors.
• Ensure that relevant compliance violations are documented, reported to internal and external stakeholders and investigated according to respective policies and procedures.
• Selection Process, Rapid Partner Selection Process, Organizational Capacity Assessment, Organizational Capacity Development Plan, and the associated partnership capacity building initiatives including support for improved and compliant incident reporting and management and anti-fraud and corruption training.
• Lead the team to understand field level partnership compliance deficiencies and design appropriate mechanisms and controls to address these issues with a specific focus on partnering for success and improved capacity building planning.
• Monitor sub-grantees’ expenditures and conduct variance analysis in collaboration with program, operations and finance teams;
• Work closely with the procurement department to ensure compliance with grants procurement guidelines.
• Monitor, document and report local partner’s performance and compliance with the local regulations and the donor requirements through site visits, audits etc and recommend actions necessary to resolve any identified issues of concerns.
KNOWLEDGE, SKILLS AND ABILITIES
Minimum Qualifications
• Advanced management qualification in Enterprise Risk Management (ERM), Investigations, Business Continuity or Crisis Management or Economy.
• At list 8 years of proven cumulated experience in the professional arena for operational risk management role (UN/INGO, Corporate, Military, Law Enforcement, or Emergency Services).
• At list 3 years in a relevant permanent risk management role in UN/NGO, Private or Government Sectors. International risk management experience in a Regional and/or Global role in large multinational organization.
• Sound knowledge of INGO risk management practices.
• Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation as applied to humanitarian operations.
• Proven experience in Risk Assessments, investigations and incident/crises management in the humanitarian context.
• Excellent interpersonal skills (specifically with working with people from a variety of cultures) • Understanding of program delivery through local partners in humanitarian relief operations.
• High level of confidence and confidentiality.
Preferred Qualifications: • Relevant Master’s degree in Security Management, Risk Management, Economy, Strategic Studies, International Relations or Emergency Management. (General Management studies also considered).
• Proven experience working with local partners and managing contracts, MoUs and other types of agreements.
• Internationally recognized qualifications/certification in Risk Management or Business Continuity.
• Professional training on investigations / crisis management.
Working Environment / Conditions :
• Work environment: Office-based with frequent travel to the field
• This position requires also to travel to high-risk security environments at short notice.
• Travel: 60% travel within country to various responses is expected (across the country).
• Flexibility in work hours is expected. At least 10% out of hours work - occasional last-minute
requests may require out of hours work.
