BACKGROUND AND PURPOSE
To plan and coordinate WFP shipping operations throughout west and central Africa including the activities of external contracted organizations to ensure the provision of cost-effective shipping services and that set objectives are achieved in full.
JOB PURPOSE:
To provide specialized expertise and/or supervise staff performing standard logistics/supply chain processes and activities in various WFP port operations
ACCOUNTABILITIES / RESPONSABILITIES
Under the direct supervision of the Regional Logistics Officer, the Port operations officer will be responsible for the following:
Oversee WFP Western Africa port operations, identify areas of improvement for active ports receiving WFP consignments (break bulk, bulk, and containerized shipments) and put in place proper processes and procedures for newly activated ports
Set up a system for information collection and dissemination on ports / shipping in the region, including but not limited to, gathering as much information on potential transport delays through to destination/port congestion, new infrastructure, processes and procedures, new actors, or new services.
Coordinate with WFP Vessel Agents/Port Authorities in the region for prompt berthing and smooth load/discharge operations.
Be available to aid/assist in operational accidents and unexpected events
Liaison between ship’s crew and shore resources to ensure max efficiency of cargo operation
Oversee that proper documents are received and submitted to local Authorities prior to vessel arrival to ensure no delays in cargo clearance and vessel loading/discharging arrangements.
Liaise with WFP's cargo superintendent company and/or Vessel's port representatives prior to vessel arrivals to protect WFP interests during vessel operations and to ensure full cargo quantity in good condition is always loaded/ discharged.
Review and be aware of WFP Superintendence arrangements to ensure adequate measures are in place for commodity quality control and any immediate actions can be taken to always safeguard the commodities and WFP interest.
Ascertain logistics reporting and monitoring of dispatches and deliveries and quality control, if required.
Monitor the performance of WFP contractors and report on their performances.
Report daily to the Head of Logistics and SCOS/SCOL at Headquarters on vessel load/discharge and all relevant related information.
Report immediately about loss and damages. Documentary support of such damages to be sent to the SCOS and SCOS in the Headquarters. Intervene in cases of damaged cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargoes.
Participate in the development of further improvements in procedures, documentation, and reporting of the WFP Operation.
Inspect and monitor port warehouse activities and condition. Check stack count, stock rotation, cleanliness, insect control, roof condition etc. to ensure safe keeping of commodities in storage.
Ensure proper port/country/WFP procedures are strictly adhered to when disposing of spoiled commodities to avoid legal fines and/or penalties.
Provide advice on Shipping related matters to WFP staff in country during his/her assignment. Ensure the staff is properly briefed on the Standard Port Operation procedures and responsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with clear understanding on the points where risk is transferred.
Keep shipping files in good order. Collect the tally and other related documents to the discharging operations. To do a proper tracking and recording of all incoming/outgoing WFP consignments and vessels.
Assure a correct recording and timely submission of the Statement of Facts.
Assure a proper loading/unloading operation and a correct stowage of the cargo on trucks/railroad wagons and storage in the warehouses;
Follow up the rules and procedures described in the WFP Logistics Manual;
Ensure that all required documentation, such as Statement of Facts, Notice of Readiness, Letter of Protest etc. are submitted/accepted correctly as per C/P, and communicated to SCOS in timely manner.
Perform any other related duties, if required or assigned by immediate Supervisor
Education:
You have
An advanced university degree (Master's degree equivalent, BAC+4/5), recognized by https://www.whed.net/home.php
OR completion of a Superior certification from a Maritime Institution, preferably in transport economics, with relevant logistic qualifications or extensive logistics experience in port and shipping operations OR a first university degree (Bachelor's degree equivalent, BAC+3) in the same disciplines with additional years of experience.
Experience:
You have:
At least 5 years of postgraduate professional experience in Port and International Shipping Operations.
Desirable Knowledge and Skills/experiences
Familiarity with international commodity trade practices;
In-depth knowledge in port operations and technology, cargo and shipping documentation, C/P interpretation, and shipping business;
Ability to plan and organize the work and to meet strict deadlines;
Proven negotiation and organization skills;
Languages:
Fluency (level C in reading, writing and speaking) in English and French.
