External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Global Practices and leads the management of reputation risk.

External Communications Africa West and Central (ECRAW) unit employs an extended team of professionals in World Bank Headquarters and across country offices, including the Sahel countries, to support the overarching goal of advancing inclusive growth in Western and Central Africa. ECRAW uses the full array of communications tools and methodologies to build awareness and understanding and to mobilize support for development goals. Work programs cover dissemination through traditional and online media, relationship building, analysis of political and project risks, and design of programs to manage those risks. A strategic renewal within ECRAW emphasizes closer alignment with operations in the region, and coordination with the World Bank’s External Affairs network, to ensure that ECRAW services are critical to regional and corporate priorities, and that they employ state-of-the art communications tools to disseminate information, build understanding, and connect the World Bank to a variety of actors involved in poverty reduction and development.

Recognizing that Africa’s economic and social context is rapidly changing, and that communications technologies have revolutionized the ways that information travels, ECRAW is building a team of dynamic and innovative professionals prepared to use traditional and digital tools, including social media and multi-media production, to shape the debate on development priorities and trade-offs.

Regional Context

With the deteriorating security situation in the Sahel region compounded with the impact of the pandemic and the effects of climate change, the World Bank Group (WBG) has scaled up its resources and is working in a close partnership between humanitarian, peacebuilding and development actors.

As part of the new WBG strategy “Transform and Build Better Lives: Scaling Up to Deliver in the Sahel IDA19”, the Bank is setting an ambitious and bold vision of: doubling energy access in the Sahel countries by 2023; reducing the number of stunted children by 19 million; empowering adolescent girls by reaching 80% of vulnerable girls; ensuring that half of all agricultural lands use sustainable practices and increasing connectivity by reducing transit times from port to destination by 40%.

ECRAW is recruiting a dynamic and seasoned professional to lead the World Bank’s communications and external affairs efforts across four Sahel countries (Burkina Faso, Chad, Mali and Niger) and coordinate closely with the Mauritania country office and regional teams. This position will report to the ECRAW external affairs manager in Washington D.C. and will have a dotted line to the Country Director in Mali. This position will be based in Bamako, Mali.

Responsibilities

Maintains close and effective linkages with the Country Director and Country Managers across the Sahel country unit to ensure that their communications needs are being effectively addressed.
As part of the AFW regional communications leadership team as well as the Sahel country management team, advises the ECRAW head, the country management unit, and project/program leaders on trends, news developments, or changing/unexpected circumstances that may impact the World Bank Group and its work, and determines appropriate strategic responses. Provides communication guidance to World Bank Group operational teams and government implementing agencies.
Coordinates a team of external affairs’ staff members and consultants in the region, and provides coaching, oversight and review of their work.
Leads the implementation of the Sahel communications plan, and works closely with communications teams across the Sahel country unit to build clear and substantive communications and engagement work programs that helps advance that plan.
With advanced ability to understand political economy trends, leads in risk identification and mitigation activities in the context of World Bank Group operations and initiatives in the Sahel countries; advises on engagement with specific internal and external stakeholders. In close collaboration with external affairs officers in the Sahel analyze and address reputational risks related to the Bank's investment portfolio. Identifies complex, high-risk projects requiring multi-faceted communication support, and intervenes as needed to sustain a flow of accurate information and provide space for advocates and beneficiaries.
Sets strategic priorities for content products and communications services, maintains a system for monitoring and reporting on deliverables to ECR management.
Identifies opportunities for and forges strategic partnerships both inside and outside the WBG to improve dialogue and outreach and to strengthen the WBG's overall effectiveness and image in the Sahel countries. Serves as principal liaison for targeted national & regional stakeholders (e.g., CSOs, media organizations, and other key stakeholders).Coordinates the preparation, production and dissemination of a range of communication products, including press releases, web features, multi-media productions, speeches for senior management, blogs, videos, power point presentations, and OpEds. Internal briefing notes, fact sheets, Q&As and political analyses are equally important.Designs campaign-style media and stakeholder engagement plans, coalition building strategies and key messages to position the World Bank on major issues/projects/initiatives and maintains effective relationships with key national and international media audiences. Also manages and provides support to major outreach efforts and launches in the region.Provides quality control and mentoring for communications specialists working in the country unit, assisting with content production, analytical skills and work program management.Plans clear and realistic work programs, and the delivers services that in aggregate advance strategic goals endorsed by the ECRAW and regional management.

Selection Criteria

Master’s degree with 8+ years of relevant experience in a relevant discipline (communication, journalism, international affairs, or other related fields).
Experience working in an international organization and in-depth knowledge of international trends and political/economic issues related to development.
A thorough understanding of WBG operations and key corporate issues and priorities; up-to-date knowledge of current development topics, fragility conflict and violence (FCV) related issues, and ability to identify communications-related risks and opportunities in an international environment.Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships/partnerships. Experience working with senior executives including experience of managing reputational risks and issues, messaging, stakeholder engagement, and media engagement; and ability to think strategically and rapidly analyze diverse information from varied sources.Excellent French and English language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation, in an accessible way to different audiences.Demonstrated ability and the necessary personal organization skills to multitask, take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.Ability to operate effectively with all levels of staff, both as a team leader and team member and proven track record of building and coaching teams to encourage and develop talent.Understanding of project management concepts sufficiently to propose and develop drafts of communications plans and strategies.Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.
