ROLE PROFILE

role PURPOSE
To provide support to the country's accounting, treasury, financial risk management and internal control practices/systems, the maintenance of its financial records and the preparation of its financial reports.
To ensure accounting processes coordination and effective service delivery
To support the Country Finance Manager (CFM) to implement global and countrywide financial strategies.

Accountabilities
Facilitate and participate to the annual planning and budgeting processes. Budget - quarterly reports
Realize the cash flow forecasting process
Maintain and update the bank details and the list of signatories for the bank accounts of the Organization
Review the bank balance at end of month
Manage the risk register of the Plan International Mali Finance Department
Participate in the training of Plan International Mali partners in the Organization's procedures
Review proposal budgets and ensure that the apportion cost are calculated
Ensure that apportion costs are monthly fully recovered
Perform the cost apportionment process into SAP
Prepare the Monthly Financial Report (BvA) of all grants and Analyse and highlight the deviations from the budget
Manage with HR department the salary WBS to be create in HRIS
Manage the grant Master Data in SAP grant module (Create / Modify Budgets, funding program, sponsor program, funding bundle, derivation, etc.) in accordance with Plan International grant policies
Review all grant financial reports and prepare the financial report for small grant project
Ensure that all grant reports are timely submitted to the donor
Follow up monthly NRGRANT and ensure the clearing of NRGRANT
Monitor the inter-bank reimbursements (project accounts / main accounts)
Support the CFM in verifying by spot check PIIA and emergency offices support documents and transactions posted into SAP
Assist the audit in PIIA and CO areas

People management :
Conduct interim and final evaluation of direct report staff.
At times, act as the Country Finance Manager or Country Accountant and assist in the overall finance management of the Country Office.

Other
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Knowledge
Holds a university degree at least Master's degree in management, finance and / or accounting,
Have a confirmed experience of at least 5 years in accounting operations preferably in an organization similar to Plan International,
Have a good knowledge of the policies, procedures and practices of administrative, financial and accounting management of an international NGO in general and that of Plan International in particular,
Have a good knowledge financial management and analysis tools,
Have a good ability to write financial report documents and budgets,
Have a good knowledge of the working environment of the NGOs

Aptitudes
Great capacity of concentration and organization,
Great spirit of detail and synthesis
Good listening and consulting skills,
Demonstrated training ability.
Excellent quality of written and oral communication in French,
Fluency in English is an important criterion,
Good knowledge of the local language,
Strong ability to use financial management software, word processing and EXCEL, ACCESS spreadsheets

Physical Environment
This position requires 30% of travel within Plan program units and outside the country, 70% office related activities in CO.
