Job Purpose
Senior Security Officer is under the direction and supervision of the Head of Delegation for the Country Cluster Delegation for Ethiopia and Djibouti, the Senior Security Officer will support the day to day strategic and operational security management, to ensure all IFRC (and other RCRC) personnel, assets, and operations are adequately protected, and to enable business operations even in the most complex environments.

Job Duties and Responsibilities

Analysis, planning and Management support
Carry out security risk assessments, including field security assessments in country.
Guide and support in-country security risk management process, e.g., the development of a comprehensive security risk assessment and the identification of functional and practical risk prevention and mitigation measures.
Monitor and analyse the security, political and socio-economic situation in the country and identify possible security related trends and issues that may affect IFRC operations. Include assessments of risks of sexual and gender-based violence (SGBV) including sexual exploitation and abuse (SEA).
Support IFRC business continuity planning during major events (e.g., national elections).
To advise and support the HoD and Regional Security unit on security related matters focusing on all personnel, assets that are under IFRC security management responsibility.
Undertake site security assessments such as residential assessments (as required).
To ensure the Delegation has updated and approved security and contingency plans and to oversee the implementation of these procedures.

Incident and Emergency Response
Respond 24/7 to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
Ensure any internal/external security related-incident or emergency is immediately and adequately reported to the Head of Delegation and Regional security Unit.
Evaluate and record IFRC security incidents and identify incident/threat/risk patterns or trends.
To follow up on police related cases involving IFRC Staff, assets, or operations in the country.

Monitoring, Evaluation, and Compliance
Monitor and evaluate IFRC’s Minimum Security Requirement (MSR) compliance in the country and support HoD in the development of MSRs.
Monitor and evaluate compliance with mandatory IFRC safety & security training (e.g. e-learning programs) in the CCD and AUIO offices

Training and Development
Brief IFRC and other Red Cross and Red Crescent personnel or guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
Support the provision of security and safety training to IFRC or other RCRC personnel.
Conduct emergency drills, including but not limited to fire drills and building evacuation.

Liaison and Coordination
Liaise and coordinate with other RCRC national societies in matters of security risk management in the country.
Liaise and coordinate with relevant security bodies in the ICRC, United Nations, and international NGOs in country
Liaise with relevant government authorities, e.g. military, police, and other law enforcement agencies, in the country.
To establish and maintain a security network of internal and external contacts and participate in relevant meetings both internally and externally, National Societies, ICRC, UNDSS, INGOs and local authorities and communities.

Administration
To supervise and ensure that contracted security guards service force in the delegation office undertakes its duties as per requirements on a 24/7 basis.
Liaise and coordinate with contracted guard force provider to ensure full compliance as per established service provider contract.
Train security guards in relation to IFRC post orders, standard operating procedures, and emergency procedures.
To process office access requests.

Education
Advanced university degree (Master's degree or equivalent) in a relevant area of study or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Successfully completed the Stay Safe e-learning courses

Experience
Minimum 5 years’ experience in a similarly wide-ranging role
Field experience in humanitarian security work
First-hand experience with IFRC security management system
In-country contextual understanding and operational experience

Knowledge, Skills and Language
Good communication skills
Good analytical skills in political, socioeconomics and security
Ability to work in a multicultural environment
Good stress management skills
Demonstrated success in planning and reporting
Sharing the RC/RC principles and values
Self-support in computers [Microsoft Office, database, e-mail (Outlook) etc
Valid driving license (light vehicles)
Fluently spoken and written English and Other languages: Amharic and preferably other local languages
Knowledge of another IFRC official language (French, Spanish or Arabic) added value.
