Job description :
Reporting to the Director of Programs, the Senior Program Officer will support programs' activities. The main duties include developing proposals, monitoring program implementation and preparing and updating/reporting. He/she will be responsible for assisting field teams in monitoring the implementation of program activities against expenditure, and for ensuring the quality of implementation with technical and other staff. He/she will help the mission increase its funding portfolio by participating in fundraising efforts, developing and finalizing proposals. He/she will document lessons learned and work with the program team to support field operations and partners in all program and communication matters.
Working hours: Working hours are those set out in the IMC Hand Book (Article 3.2).
SPECIFIC RESPONSIBLITIES :
· Lead the proposal development process for existing and potential donors.
· Work with Programs Department and other IMC staff to develop programs, determine operational needs, and translate proposals/action plans/budgets into functional and quality programs.
· Implement and maintain project management systems and monitoring tools, beneficiary feedback, to evaluate implementation, guiding implementation in coordination with field teams and country senior management to ensure goals and objectives are being met.
· Ensure sound and timely follow up on projects implementation and reporting.
· Work with finance and logistics teams to ensure budget monitoring and procurement for projects.
· Establish and maintain consistent and efficient communication with technical, financial and programmatic stakeholders, including donors.
· Work to strengthen internal data collection system and learning documentation for the IMC Cameroon mission.
· Provide support to the field operations as requested, including field visits to actively support the programmes (security dependent).
· Keep up to date with latest developments in country, attend coordination meetings and liaise with donors as necessary.
· Ensure completion and timely submission of HQ-related reports.
· Perform other tasks related to this post and as requested by the supervisor.
Skills & Requirements:
University degree and 3-5 years of relevant work experience or Master’s degree (e.g. Public Health, Social Work, International Relations, Business Administration, International Development, etc.) plus 1-2 years of relevant experience required;
Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies and other NGOs
· Fluency in written and spoken English and French is required
· Demonstrated experience in program design and the development of successful proposals and donor reports.
· Proven experience in the management, monitoring and evaluation of humanitarian or development programs, including the design and implementation of monitoring and evaluation plans, databases and tools, as well as the analysis and use of data and results to improve program quality experience.
· Excellent communication skills, both oral and written;
· Proven experience in writing project proposals and donor reports.
· Excellent self-motivation skills;
· Ability to exercise sound judgement and make independent decisions.
· Excellent ability to manage multiple tasks in a fast-paced and constantly changing environment;
· Flexibility and ability to cope with stressful situations ;
· Creativity and ability to work with limited resources;
· Ability to analyze, synthesize, take initiative and work rigorously.
· Ability to adapt to different cultures, mentalities and circumstances
· Strong computer skills, in particular with MS Word, MS Excel and MS PowerPoint
