ORGANIZATIONAL CONTEXT
Mozambique with an estimated population of 31.3 million people, is classified as a low-income, food-deficit country, ranked 181 out of 189 countries on the Human Development Index.
Mozambique is one of the most disaster-prone countries in the world. While the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements.

The regularity of these events perpetuates a cycle of vulnerability and emphasize the need for adequate disaster preparedness, mitigation, and response management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained country in the world.
Over the past decade, Mozambique has ranked amongst the top ten fastest growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture).
In July 2022, WFP started a new cycle of a Country Strategic Plan (CSP, 2022-2026) in Mozambique. This second generation CSP consolidates WFP’s role as a technical advisor and positions WFP as an expert technical partner of choice in supporting national priorities and programmes in pursuit of the 2030 Agenda.
Under Strategic Outcome 4, supporting resilience building, WFP provides support to national and government actors to prepare for, respond to and recover from natural and man-made disasters.

WFP is supporting the Ministry of Gender, Children and Social Action (MGCAS) in operationalizing the National Strategy for Basic Social Security (ENSSB II) 2016-2024. In a context of high vulnerability to climate change and natural disasters, WFP support is focused on strengthening government capacities to improve access to social protection (SP) for the population affected by natural shocks.
Thanks to its experience both in SP and humanitarian assistance, WFP is well placed to support MGCAS in making SP programmes more shock-responsive and foster harmonization between MGCAS and the National Institute for Disaster Management (INGD).

In parallel, WFP provides broader support to the Government in the overall disaster risk management cycle by supporting, among others, INGD in strengthening its work on emergency preparedness and disaster risk management (DRM).
In particular, under its Disaster Risk Financing activities, WFP is promoting sustainable ways to finance humanitarian response, including adaptive social protection schemes. In this context, WFP is supporting the Government in integrating innovative disaster risk financing mechanisms like Forecast-based Financing and sovereign insurance schemes in its programming, as well as supporting the Government in anticipating and mitigating disasters.

JOB PURPOSE
To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

The Senior Programme Associate M&E will be based in WFP Maputo Country Office (CO).

KEY ACCOUNTABILITIES (not all-inclusive)
Under the guidance of the Head of Programme of WFP Country Office, and under the direct supervision of the Activity Managerand of the M&E team leader, the Senior Programme Associate will perform the following tasks:
• Contribute to WFP’s support to the Government of Mozambique towards the strengthening of Social Protection systems and programmes to make them more responsive to shocks and adaptive to climate change risks.
• Under technical guidance from the M&E team, lead the M&E systems related to Social Protection (SP) and Disaster Risk Management (DRM) activities, ensuring these are in line with corporate standards and practice.
- Ensure Social Protection monitoring compliance with WFP Mozambique SOPs (Standard Operating Procedures) on M&E reporting (process, outcome, and output level);
- Ensure Field Monitor compliance with Minimum Monitoring Requirements (MMR) with respect to Social Protection process monitoring tools (distribution and post-distribution monitoring), including validating sub-offices (SO) monthly monitoring plans;
- Support with management of COMET (Country Office Monitoring and Evaluation Tool) outcome, cross-cutting and other output data;
- Provide technical expertise on logframes based on the Corporate Results Framework (CRF) for Social Protection and Disaster Risk Financing activities, with support of CO M&E;
- Provide technical inputs at the request of Donor Relations (proposals, donor reports);
- Undertake field missions for regular monitoring and technical support when deemed necessary;
- Support M&E team with any relevant evaluations under Social Protection and DRM programmes;
• Design and maintaining monitoring tools for the tracking of capacity strengthening activities implemented within the social protection and DRM programmes.
• Within Social Protection and DRM programmes, prepare a variety of elaborated reports and data analysis (e.g., on resource utilization, programme status, performance, and outcome) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
- Regularly updating questionnaires (on MODA and ODK);
- Lead the coordination of the outcome monitoring exercises (biannually), with support from CO M&E;
- Data cleaning and analysis of process monitoring (quarterly), outcome monitoring (biannually), output monitoring (monthly), other output monitoring (annually) and beneficiary figures (monthly);Produce quality reports and prepare recommendations to disseminate to relevant stakeholders;
- Present findings when required and adopt the Recommendation Tracking Tool to manage Programme implementation of recommendations;
• Lead and ensure accurate, timely recording of data within the Social Protection and DRM programmes and consistency of information presented to stakeholders.
• Liaise with WFP sub-offices where Social Protection and DRM activities are implemented and follow-up on M&E and reporting requirements.
• Liaise with WFP Cooperating Partners, which support Social Protection or DRM activities in districts where programmes are implemented, including follow-up on reporting requirements.
• Support the capacity building of WFP staff, Cooperating Partners, and national government in Monitoring and Evaluation, Data Analysis, Data Visualization, etc.
• Act as Knowledge Management focal point and ensure efficient storage and management of information and data on all WFP work on Social Protection and DRM.
• Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS
Education : University degree in in Political Science, Economics, Statistics, Social Sciences, or other relevant area.
Experience : Six years of professional experience have in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Social Protection/Social Assistance.
Language : Fluency (level C) in both English and Portuguese Language.

KNOWLEDGE & SKILLS
• Sound experience in monitoring and evaluation, use of survey tools and techniques, and data analysis in a related field.
• Knowledge of computer applications (MS Office – Word, Excel, Power Point) and statistical analysis software, such as SPSS, STATA and excel.
• Experience in handling of web-based management systems and business analytics software, such as Tableau, PowerBI, IBM Cognos or Python.
• Previous experience in knowledge management is considered an asset
• Experience in project implementation and coordination among several teams.
• Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
• Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
• Good networking skills and capacity to build and maintain professional contacts.
