BACKGROUND:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

PlayMatters is a consortium project, led by the IRC and includes Plan International, War Child Holland, Behavioral Insights Team, and Innovations for Poverty Action in partnership with the LEGO Foundation. PlayMatters promotes an active teaching method that capitalizes on a child’s natural desire to engage in play, focusing on building skills so that teachers and communities to intentionally plan to deliver contextually and age-appropriate guided play experiences to achieve specific learning objectives. PlayMatters promotes LtP experiences that promotes child-centered learning, allowing peer interactions that provides children aged 3-12+ with the platform to question, experiment, practice, and discover, developing critical skills that they need to thrive today and in future.

PlayMatters have four main objectives.



· Outcome 1: Integrate Learning through Play into Teaching & Learning

· Outcome 2: Increase Community Engagement in Learning through Play

· Outcome 3: Strengthen & Integrate Learning through Play in Policy & Systems

· Outcome 4: Increase Access to Quality Education in Emerging Crises

Job Overview:

The Senior Roving Gender, Inclusion and Wellbeing Officer will lead PM gender, inclusion, and wellbeing activities (Hereafter G/I/W). They will provide technical support in all aspects of design, implementation, and management of G/I/W programming for PM project. The position will liaise with IRC technical leads in other divisions to ensure that G/I/W is integrated in all interventions.

The Senior Roving G/I/W officer will report to the country level Senior Research Manager.

Major Responsibilities

• Support the implementation of the PlayMatters gender, inclusion and wellbeing strategy by developing & ensuring mainstreaming and promotion of psychosocial wellbeing, gender equality and inclusion in all project workstreams.
• Collaborate with IRC gender and inclusion practices and contribute to the overall organizational efforts to ensure gender equality in humanitarian settings.
• Identify and implement target specific interventions for the empowerment of girls, women and persons with disabilities and help overcome gender-based inequality and discrimination.
• Provide capacity building training for PlayMatters staff and monitor gender, Inclusion and wellbeing activities are progressing well as planned.
• Conduct gender equality and inclusion audits from time to time and identify areas of improvement, communicate the same with relevant project outcome leads
• Provide leadership to the PlayMatters project country team in developing Gender Age Marker (GAM) during proposal review, implementation and provide technical feedbacks and inputs to assessment tools to make sure that the tools can address gendered needs of crisis affected people; men, women, boys and girls alike
• Assist the PlayMatters Regional gender advisor to develop necessary guidelines, systems and tools for gender mainstreaming and inclusion practices across all workstreams
• Assist the PlayMatters Regional PSS/Wellbeing Advisor to develop contextual guidance, tools and activities for supporting adult and child wellbeing within the PlayMatters project content
• Collate feedback on acceptability of, and staff confidence in, delivering wellbeing activities to provide actionable recommendations for adapting wellbeing content
• Prepare periodic narrative reports on gender equality, diversity and inclusion related plans and implementation progress based on project reporting templates and guidelines.
• Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the projects’ outcome areas.
• Work closely with the existing MEAL system on monitoring, evaluation and reporting Gender Equality, diversity, Wellbeing and Inclusion issues as per the required templates and timelines
• Organize regular review meetings with Playmatters staff to assess progress on gender awareness programming but also to agree on and communicate any changes in strategy with the project staff and outcome leads
• Present and share lessons, best practices, approaches with project staff and partners
• Regularly liaise with technical counterparts (education, child protection, community, gender, inclusion wellbeing, etc.) and field implementation counterparts at local, national and regional levels for quality assurance and learning purposes
The post-holder will be based in Addis Ababa yet will be expected to travel to the project locations in Jijiga, Melkadida and Shire for approximately 50% of the time.

Job Requirements:

Educational Requirements:

· MA/BA degree from an accredited university in Gender, Special needs, social work, Sociology, Psychology, or related fields of study.

Preferred experience & skills:



· Minimum of 4 years for BA and 3 years for MA holders experience around gender inclusion and wellbeing, project implementation.

· 3+ years experience developing, delivering and assessing training and capacity building workshops for varied populations including participants with low levels of literacy, refugee/displaced populations, government actors at local and national levels, community leaders, education professionals, cultural leaders, and humanitarian staff. Strong preference for candidates with experience delivering trainings on gender, inclusion and psychosocial wellbeing.experience writing programmatic content including training manuals, guidance notes, handouts, TOT manuals, implementation manuals, training needs assessments, PPTs, and evaluations.

· Experience in providing training, with the ability to develop, implement, facilitate, and impart learning to a wide range of audiences using active facilitation approaches.

· Experience developing tools such as needs assessments, checklists, guidance notes and self-assessments that accurately capture learnings, changes in knowledge or the current status of the situation

· Solutions oriented; eager to proactively problem solve by defining and executing solutions

· Strong organizational and prioritization skills; excellent time-management skills

· Maintain focus on long-term projects, while also deliver on immediate, singular needs

· Strong analytical skills with attention to both details and overall strategy

· Strong communication skills, both oral and written.

· Demonstrated ability to conduct presentations and facilitate workshops.

· Strong supervision, coaching and communication skills with ability to keep confidentiality and uphold survivor-centered approaches.

· Strong planning skills

· Able to quickly and with attention to detail identify needs / gaps and work towards solutions.

Language Skills:

Excellent verbal and written communication skills in English and Amharic as well as, an overall ability to be clear and concise in all communications.

Reports to – PM Sr. Research Manager

Working closely with- PM Project coordinator, Project Manager, Deputy Project coordinator, MEAL manager and Outcome leads

Working Environment:

· Travel: Expected travel 65% of time

· Office: This position will be based in the Addis Ababa office.
