UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV and Health Strategy 2022-2025: ‘Connecting the Dots’, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation, and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.

UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.

As a trusted, long-term partner of The Global Fund (GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the HHD Group the Global Fund Partnership and Health Systems Team (GFPHST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Congo, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the 2024-2026 TB/HIV Grant, in partnership with the Ministry of Health and its National Tuberculosis Programme (PNLT), National HIV Programme (PNLS), and other Government and Civil society partners. UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions.

To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner on the Grant Performance Framework targets, while complying with UNDP and Global Fund rules and regulations, UNDP Congo is recruiting a Senior Finance Specialist who will lead on financial management within the PMU.

Under the overall guidance of the Programme Coordinator, the Senior Finance Specialist is responsible for ensuring the highest efficiency in financial resources management; the provision of accurate, thoroughly researched and documented financial information; the effective delivery of financial services; and transparent utilization and management of the GF grants. The Senior Finance Specialist will lead a team of four (4) Finance team staff while ensuring close coordination with Programme and Procurement teams for the effective management of programme budgets.

The Finance Specialist will work in close collaboration with UNDP Sub-recipients (SRs) and sub-sub recipients (SSRs), the Country Office Operations Department, and other teams in the Country Office in ensuring successful implementation and oversight of GF programme resources and Country Office performance in finance.

In addition, the Finance Specialist will play the lead role in capacity development in financial management systems for national counterparts.

Position Purpose

Under the overall supervision of the Project Coordinator, the Finance Specialist will provide effective and accurate financial resources management and oversight and will lead a team of Finance Analysts and Finance Assistants.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

Ensures the provision of strategic policy direction and support to the PMU focusing on achieving the following results:
Advises the GF Programme Coordinator and PMU team on UNDP and GF rules, regulations and policies.
Implements business operational strategies by introducing best practices, lessons learned and knowledge management initiative.
Participates in decision making on plans and policies affecting GF program operational systems in the areas of procurement, administration, finance and human resources management.
Applies internal administrative/operational rules and procedures for program implementation.
Introduces and strengthens internal control procedures in accordance with the internal control framework and responsibilities of UNDP.
Analyzes the need and evaluates the profitability of operational alternatives; recommends contractual arrangements for administrative services and outsourcing interventions, monitors the provision of services in outsourced areas.
Ensures that all contracts comply with UNDP's legal requirements and ensures the provision of adequate legal services where necessary.
Ensures timely renewal of contracts; examines and certifies the calculation of salaries of national staff of GF PMU.
Organizes and conducts periodic training sessions on UNDP/Global Fund financial reporting requirements;
Organizes periodic training for the PMU non-Finance Managers and staff on financial management, budget monitoring and oversight;
Supports the documentation of lessons learned and best practices in financial management;
Provides regular, sound contributions to relevant knowledge networks and communities of practice.

Ensures effective and accurate financial resources management and oversight, focusing on achievement of the following results:

Conduct financial analysis and oversight for all resources managed by UNDP under its Global Fund portfolio and provision of high-quality professional advice to the Programme Coordinator, other PMU staff members and Country Office Senior Management;
Ensure proper planning, expenditure tracking of financial resources in accordance with UNDP rules and regulations, policies and procedures, corporate agreements with the Fund and GF financial management rules;
Maintains robust internal financial management controls over all financial processes;
Ensures an efficient financial flow process;
Puts in place a reporting system for internal and Global Fund needs;
Ensures effective information flows between finance and non-finance actors (i.e. UNDP, Sub-Recipients, the Local Fund Agent (LFA), Country Co-ordinating Mechanism (CCM)) in order to effectively link the programmatic results to expenditures, as required by GF;
Facilitates audits by the Office of Audit and Investigations and audits of SRs in line with corporate agreements with the GF, UNDP rules and regulations, policies and procedures and ensure timely implementation of audit recommendations and findings and their reporting in CARDS, as they relate to financial and SR management;
Ensures timey provision of data for the quarterly and annual receipt accrual certifications on the part of Global Fund PMU;
Ensures monitoring and immediate vouchering of Purchase Order (PO) receipts created in Quantum and coordinate closure of the matched POs;
Ensures timely certification of pre-payments and their reconciliation/receipt when corresponding consignments are physically received;
Ensures quarterly certification of all accounts including advance of funds, Direct Project Costing (DPC), Project Cash Advance etc.;
Monitors the financial execution of the procurement component of Grants’ budgets;
Prepares cost estimates for different activities according to the needs of programme management;
Develops, tracks and reports to PMU management key financial performance indicators;
Helps maintain a document management system for PR and SR financial records;
Ensures business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOP) related to GF Finance functions and control the related workflows in consultation with Procurement and Programme teams.

Ensures the implementation of operational strategies and procedures, focusing on achievement of the following results:
Establishes and/or ensures robust financial procedures: e.g. receipts, payments, disbursements and bookkeeping, filing procedures for Sub-recipients;
Ensures that financial procedures in place comply with the financial/accounting and procurement requirements of the Global Fund and UNDP;
Conducts continuous analysis and monitoring of the financial situation, presentation of forecasts for the projects;
Provide oversight for the transparency of the financial processes and use of funds and compliance with Global Fund and UNDP financial guidelines;
Ensures preparation of the Project’s Quarterly Report, monthly Cash Flow and annual Cash Flow Forecasts, statement of sources and uses of funds in compliance with the Global Fund requirements;
Ensures preparation of other financial reports to be submitted to the LFA/Global Fund. Act as a Focal point for finance information for the LFA/Global Fund;
Elaborates and implements cost saving and reduction strategies;
Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions;
Informs supervisors of the results of the investigation when satisfactory answers are not obtained;
Conduct timely preparation of monthly cash flow forecast for use by the Country Office Operations Unit in Liaison with other Implementing partners.

Manages the Project budget and ensure proper control of Project accounts focusing on achievement of the following results:
Manages financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
Prepares and monitors projects’ budgets in Quantum;
Develops proper mechanisms to eliminate deficiencies in budget management;
Ensures that contributions from the Global Fund are properly transferred to UNDP on a timely basis;
Ensures compliance with the internal expenditures control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum;
Performs Manager level 1 function for transactions approval in Quantum;
Ensures timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers; as well as timely response to HQ requests to resolve financial data issues;
Performs the monitoring of GMS, ISS, DPC and revenue in quarterly basis.
Reviews and ensures appropriate procurement processes for goods and services for the appropriate GF project, certifies procurement/contractual reports;
Oversees the preparation and updating of consultant/vendor lists;
Oversees updates to UNDP asset/property inventory.
Ensures close monitoring of the sub-recipients and other implementing partners by the achievement of the following results:
Ensures and oversees the periodic assessment of Sub Recipients’ financial management capacities and the development and implementation of action plans to address identified gaps;
Provides guidance and capacity building services to Ministry of Health Disease Programmes, and NGO Sub recipients on issues related to finance, from budgeting, accounting, bank reconciliation to reporting;
Ensures advance payments and direct payments for SRs and SSRs’ vendors are properly reviewed, processed and retired; ensure that payment information is properly recorded into the Atlas system on a timely basis;
Harmonizes reporting and accounting practices among SRs including budgeting, reporting and key financial performance indicators;
Monitors Sub-Recipients’ financial reports for accuracy of financial information;
Ensure adequate safeguards are in place to eliminate fraud and ineligible expenditure;
Ensures annual audits of sub-recipients are conducted on time;
Ensures continuous support to the financial managers of SR organizations;
Monitors the GF component of the Country Office Finance-related Dashboards and ensure proactive action and timely follow up for the prevention and/or correction of exceptions.
Develops and ensures the implementation of a training plan/curriculum for the SRs financial and accounting staff.

Required Skills and Experience

Education:
A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (master’s) University Degree in Finance and/or Accounting, Business, or Public Administration is required or
A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Experience:
5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience in providing financial management advisory services, and/or managing staff and operational systems.
Experience of IPSAS and/or IFRS is required for external candidates.
Experience in training national entities to strengthen financial management systems is an asset.
Demonstrated experience using the Quantum system is an asset.
Knowledge and experience of UNDP financial policies and regulations is an asset.
Knowledge and experience working with Global Fund grants in financial management is an asset.
Work experience in a challenging operating environment is an asset.
Knowledge and experience of customer relationships with international organizations, national governments or civil society is an asset.
Experience in the use of computers and office software packages (MS Word, Excel, etc.), and advanced knowledge of web-based management systems such as ERP financials and database packages.

Language:
Proficiency in oral and written French is required.
Working knowledge of English is an asset.
