Plan International operates in Niger mainly in the regions of Dosso (since 1998) and Tillabéry (since 2004). It has also been present in Diffa since 2015 as part of the response to humanitarian emergencies.

As part of its activities, Plan International Niger is looking for qualified executives to fill the following position:

ROLE PURPOSE :
The SRHR Specialist will lead integration of adeloscent sexual and reproductive health and rights (ASRHR) as part of Plan International Niger programme activities, and ensure that Plan International’s projects ensure access to quality SRHR information and services and planning for comprehensive SRH services. S/he will be implementing the Lobby and Advocacy of the Break Free! program at National level in alignment with the Break Free! coordinator based in Maradi and will initiate and lead the Advocacy Plan for the Break Free! program. Also the specialist will establish S/he will lead or support assessments, strategy development, project design, project management and implementation, development of monitoring and evaluation systems by contributing to proposal development and liaising with interagency coordination groups such as the SRHR platform, RH working group, and GBV working group. The specialist will be expected to collaborate and coordinate closely with all other members of the team, as well as will regional and global SRHR networks. S/he will help establish and play a strong leadership role in SRHR platform in Niger which will facilitate the exchange and learnings between the Dutch SRHR partnership Alliances active in Niger (including Break Free! Alliance) and with their strategic partner the Dutch Embassy.

Responsibilités and tasks

The SRHR Specialist is in charge of leading integration of sexual reproductive health and rights activities. As such, he/she is expected to:

Technical Support and Leadership:
Develop a strategy for integrating ASRHR into programming including the Break Free! program and including linkages with specific sectors, and provide overall leadership for the area of sexual and reproductive health and rights in the Country Office.
Providing technical support on ASRHR (and GBV) to Plan International and its partners in support of programme and project design, resource mobilisation and implementation, grounded in locally led and gender and inclusion principles.
Lead SRHR related assessments, in collaboration with internal and external stakeholders
Ensure linkages between health, GBV and SRHR programmes (and other thematic programme areas)
Work with MERL teams to recommend appropriate mix of measures, evidence and analytical methods, including methods to assess project progress, outcomes and impact (in support of Plan International’s desired results and ambitions in the field of SRHR). This will also include analyzing secondary data on key SRH indicators.

Learning and Development
Lead capacity development initiatives for staff and partners on SRHR of adolescents and young people, gender and gender-based violence.
Develop learning and knowledge products on SRHR work in Niger, and share with wider networks
Ensure evidence and learning from assessments and programmes are available to internal and external stakeholders
Development of L&A/Influencing strategies to improve the availability for and accces by adolescents and young people to quality ASRHR information, services and education

Liaison, Coordination and Partnerships:
Initiate and facilitate the Platform of the SRHR Strategic Partnership Alliances active in Niger including Break Free! in coordination with the Dutch Embassy focal point on SRHR
Manage current partnerships and develop new ones with local SRHR, GBV and health actors in line with Plan International's partnership approach
Represent Plan International Niger’s work and specifically SRHR activities in RH working groups (Platform, Cluster), GBV working group meetings; as well as other coordination meetings with the MOH.
Collaborate and coordinate with other teams within Plan International, including business development, communications, advocacy and other sector specialists (e.g. Safeguarding, Education, Food Security, Gender, child protection, DRR, etc.) to ensure a multi-sector approach to SRHR
Coordinate with all appropriate external actors such as communications, CI SRH advisors, gender specialists
Leading and executing the L&A/influencing activities of Break Free! as part of the Break Free! Niger program team

TECHNICAL EXPERTISE,SKILLS AND KNOWLEDGE

The incumbent of the position of SRHR Specialist of Plan International Niger must have the following qualifications:

University degrees in health sciences (at least BAC +4) or any other equivalent degree
At least 6 years of experience in the field of SRHR with a national or international NGO; Strong technical knowledge of comprehensive SRH services, GBV, comprehensive sexuality education and understanding of SRHR in development and humanitarian settings (incl. relevant humanitarian standards)
Understanding linkages between gender-based violence, harmful practices, SRHR and social and gender norm change, as well as their practical implications for programme interventions
Strong understanding of the concept of gender equality and its relationship with sexual and reproductive health and rights, and personal commitment to gender equality and inclusion
Understanding and application of principles and quality standards of programme and project design, and results-based monitoring and evaluation
Capacity to develop, implement and analyze SRHR assessments, including the ability to use evidence, data and analysis to develop work plans, make choices and drive change
Experience supporting capacity development initiatives and deliver SRHR and GBV related trainings to staff and partners (incl. trainings focusing on values clarification and attitudes transformation).
Experience in budget management
Skills in training, monitoring and evaluation of SRHR interventions
Strong writing skills and report writing
Be honest
