Result of Service
The objective of the consultancy assignment is to support the ECA/SRO WA to implement specifics tasks from its work program and respond to two requests on informal sector and regional value chains from West African countries and ECOWAS.
To better fulfil its mission to support ECA's mission is to deliver ideas and actions for an empowered and transformed Africa, the ECA Subregional Office for West Africa 9 ECA-SRO-WA) , located in Niamey (Niger) is contributing to achieving structural transformation for inclusive and sustainable development in West Africa, focusing on demographic dynamics for development.
This requires, among others needs, the collection, processing and analysis of socio-economic data and information to be used to assess impact of multiple crisis and shocks as well progress towards the implementation of SDGs and recommend to country and regional economic communities and intergovernmental organizations evidence-based policies and orientations. Furthermore, the Office seeks to strengthen its capacities to generate knowledge through the production of two studies on informal sector and regional value chains requested by the 25th Senior Official and Experts for West Africa (ICSOE as well country and RECs strategic documents and tools as the ECOWAS Vision 2050 First Community Strategic Framework as specifically requested by the (24th and 25th Intergovernmental Meeting of).
Ultimately, the service shall provide tools, relevant inputs and studies as well recommendations and orientations aim at strengthening the macroeconomic, development planning and statistical capabilities of countries and RECs to better advance the sustainable development in West Africa.

Duties and Responsibilities
About ECA

ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063. The mission is guided by ECA's five new strategic directions which are advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.
The Sub-regional Office for West Africa (SRO-WA) is located in Niamey (Niger) and its main objective is to contribute to achieving structural transformation for inclusive and sustainable development in West Africa, focusing on demographic dynamics for development. The core activities of the program of work of the Office: (i) Providing relevant support to member States, regional economic communities and intergovernmental organizations in their quest to report and achieve the 2030 Agenda and Agenda 2063 goals and targets , including the West African integration agenda (the ECOWAS Vision 2050, Community Development Programme and the regional economic programme of the West African Economic and Monetary Union), and the Paris Agreement on climate change; (ii) Contributing to enhancing the capacity of member States in the subregion to integrate challenges of demographic dynamics in policy and planning processes; (iii) Reinforcing country, sub-regional and regional progress towards addressing demographic issues with an impact on the development prospects of member States; (iv) Engaging member States, regional economic communities and the West African Economic and Monetary Union in high-level policy dialogues and debates related to demographic dynamics for development; (v) Providing capacity-building in the form of development planning and project monitoring and evaluation tools.

Duties and Responsibilities:

This position is located in the Sub-regional Initiatives Section (SRI/ SRO-WA) of the United Nations Economic Commission for Africa (ECA) in Niamey, Niger.
Under the overall supervision of the Director of SRO WA and the direct supervision of the Chief of Subregional Initiatives Section (SRI), the International Individual Contractor will assume the following responsibilities:
- Collect data and information to update and maintain the Office West African Dashboard on country development performance;
- Lead the finalization of the study on the informal issues sector in West Africa
- Collect data and information to support the study on regional value chains in West Africa
- Develop a policy brief based on the informal sector study report in West Africa;
- Prepare and service regional review meetings on the ECOWAS Vision First Community Strategic Framework
- Contribute to the Office Support to the development and implementation of the National Development of Niger, Cabo Verde and The Gambia as well the VNR/VLR report of Benin
- Contribute to prepare presentations and speeches and other inputs for presentations by senior staff and management

Specific deliverables of the consultancy assignment are as follows :
- West Africa socioeconomics performances dashboard is completed, and its implementation process and follow-up agreed with stakeholders
- The Gambia, Cabo Verde NDP formulated and Benin VLR reports development completed.
- Food security and Macroeconomic analysis framework development completed.
- Report on informal sector and RVCs opportunities in West Africa are completed.
- ECOWAS 2050 Vision CSF 2023-2027 blueprint document is completed.

Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in economics, statistics, development international, or related field is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master’s degree.

Work Experience: A minimum of 7 years of experience in economic research and analysis, policy formulation, project management and evaluation, application of economic principles in development programmes or related area is required.
Experience in statistics and planning tools, support in country/ regional organization long term strategic planning, production of Country and Subregional profiles is required.
Experience with an international organization is desirable.
Extensive knowledge of policymaking in west Africa is an advantage

Languages
English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English or French is required. Knowledge of another UN language is desirable
