Strategic office context:

UNICEF Supply Division has embarked on a major ambition not only to reduce its own carbon footprint, together with the whole organization, but as the UN’s major procurement agency and as Supply Division procures the majority of programme, partner and country goods and services it also has a duty to ensure it has the knowledge required to effect change in sustainability actions throughout Supply Division’s own supply chain and supplier networks. This post will lead on market research to develop strategies and tactics, to identify bottlenecks and actions, as well as coordinating and communicating within the Division and more broadly.

Through the Markets and Supplier Financing Centre (MSFC), UNICEF Supply Division seeks to positively influence market dynamics such that goods and services are fit for purpose, accessible, available, affordable, sustainable, produced by a competitive and diversified supply base, and to encourage market innovation of essential commodities to meet the changing needs of children in the SDG era.

While MSFC will coordinate the efforts of influencing markets across UNICEF Supply Division’s different procurement centres and units, with each procurement centre playing a critical role in identifying and defining the sustainable public procurement approaches required, MSFC will assist and facilitate this body of work with strategy design/review, market research, analysis, supplier financing, market communication, partnerships leverage, and promoting market information transparency.

Purpose for the job:

Under the general guidance of the Chief MSFC, the Sustainability Market Research Manager is required to work with colleagues from across UNICEF Supply Division and the broader supply community, to drive market influencing strategy for sustainability (across environmental, social and economic dimensions), support its design, and strengthen strategic procurement efforts, through planning, project management, target setting, and market communications efforts internal and external. The Manager needs to be a credible source of market information and intelligence and market influencing strategies to be able to impact the decision-making process of senior staff in the organization. In order to plan, review, design and strengthen market influencing strategies for sustainability, the Manager needs to be comfortable with leading and supporting strategy development. The Manager will be expected to have a deep understanding of sustainable development in order to define, lead and interpret market research; identify, understand and manage trade-offs in decision making; and discern which interventions can positively influence markets and supplier behavior towards a lower carbon footprint while ensuring that other priorities such as market diversification are positively supported. Given the degree of collaboration, the Manager will serve as one of Supply Division’s key interlocutors with other sustainability, market research and market shaping partners.

Summary of key functions/accountabilities:

GHG assessment, market landscape, tailored recommendations: direct, instruct and manage consultants for high quality work, generating value for money, in terms of high-quality assessment and actionable recommendations.
Strategy Development: building, consulting and aligning the short and mid-term strategy (2025 and 2030) for prioritization, action and resources to drive the sustainability agenda forward along the various identified pathways.
Market Capacity Scanning: continuously scanning the marketplace for outsourcing and insourcing opportunities to leverage skills and capacities in parallel with Planning and Setting Targets.
Planning and Setting Targets: in conjunction with the strategy development, building, consulting and aligning on short, medium and long-term targets and KPIs for SD as a whole, as well as for specific product and market categories (linked to procurement centres) over time, taking recommendations from the GHG assessment and near and longer-term opportunities.
Network Relationship Management: building on prior work, ensure networks are developed and maintained, within SD; country and regional offices especially through the supply community to share best practice and support their work; and to other parts of UNICEF to identify synergies and maximize the value of the different UNICEF actors to SD in this area. At a minimum avoid potential duplication. Organize and structure regular meetings, internal webinars and other opportunities for cross-fertilization of work; support the work of country and regional offices. This will also involve some touchpoints with the broader UN for sharing best practice.
Market Communications: curating information from various sources, identifying market advocacy opportunities, and driving environmental change through external communications activities, ideally building on strategic market communications tools e.g., dashboards, market notes, position papers.
Internal Communications: bringing multiple strands of information together in an easily digestible manner, working with procurement centres to identify progress stories, generating momentum and action through knowledge management.

Impact of Results:
The incumbent will be expected to drive forward, coordinate and undertake Supply Division’s Sustainability strategy through management of carbon footprint analysis, systems thinking, market research and analysis, resource needs, planning tools and designing frameworks to achieve improved market conditions over time for existing and future sustainable strategic supplies and services for children. The incumbent will do so through strong technical skills, planning and organizing skills and by applying strong skills in communicating actions and networking.

Specifically:

Clear actionable and achievable targets are agreed through Supply Division’s sustainability strategy to end of OMP and beyond to 2030.
Supply Division’s emissions through its supplies and supplier networks are progressively reduced through action, advocacy, market signals and timelines, and sustainable procurement approaches with suppliers.
Supply Division’s procurement centres are supported to take action through solid market research, analysis, business intelligence and insights towards sustainability pathways and options for sustainable procurement in particular market and product categories.
Supply Division and its partners, including suppliers, are incentivized to provide affordable access to essential goods and services (whether new or existing) with a reduced footprint and improved social and economic outcomes such as improved local markets.
Country and regional offices, particularly through the supply community, are supported to take sustainability actions and drive change in local and regional markets where appropriate and feasible.
Approaches and actions are supported with market communications options and approaches, webinars and other tools, to share and disseminate best practice and transparency of market information.
To qualify as an advocate for every child you will have…

Education:
A completed Advanced University Degree (Master’s Degree) in Business, Management, Economics, Sustainable Development, or relevant applied sciences is required.

*A completed first University degree (Bachelor’s Degree) may be accepted in lieu of a master’s degree in conjunction with two additional relevant years of work experience.

Work experience:
Minimum of eight (8) years relevant professional work experience including at least three (3) at the international level is required.

Experience in the following areas in the private or public sectors is required:

Deep knowledge of sustainability, particularly in respect of scope 3 emissions and sustainable procurement.
Developing and implementing strategy, fostering change, and managing complex matrix-based management.
Commercial activities and economic drivers in developing and industrialized countries.
Worldwide strategic procurement, contract negotiations and administration, combined with broader economic knowledge.
Market knowledge relating to health, nutrition, WASH, education and/or products and services used in resource-poor settings.
Experience in the following areas in the private or public sectors is preferred:

Market research and action on sustainability in different industries.
Partnerships for actions in sustainable development.
Leading, planning and organizing multi-stakeholder briefings and meetings.
Language requirements:

Fluency in English is required – strong verbal and written communicator
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
