Nigeria is Africa’s leading economy with a wealth of natural resources, a thriving entrepreneurial culture and creative industries. Still, the country is confronted with numerous political, socio-economic, environmental, and security challenges. High debt/revenue ratio due to structural public finance management issues and increased borrowing during the pandemic is limiting fiscal space for much needed investments in human and economic capital.
With an estimated population of over 200 million people equivalent to 2.64% of the total world population, Nigeria is among the top countries with the highest population growth rate of about 2% annually. More than half of the country’s 200 million people are under the age of 30, of which about 45% are less than 18 years of age. A further projected increase in population to over 400 million people by 2050 is of concern given the sluggish economic growth and lagging social policies. According to the Nigerian National Bureau of Statistics, over 40% and close to half of the Nigerians currently live in poverty and according to the World Bank report (Poverty Assessment 2022), which brings together the latest evidence on the profile and drivers of poverty in Nigeria, as many as 4 in 10 Nigerians live below the national poverty line.
Against this background, the EU Delegation intends to provide support to key Ministries Departments and Agencies (MDAs) focusing on circular economy, climate change and smart agriculture. These include:
· Department of Pollution Control (Federal Ministry of Environment)
· Federal Ministry of Agriculture and Food Security (FMAFS)
· Nigeria Environmental Standards and Regulation Agency(NESREA)
· Nigerian National Space Research and development Agency (NASRDA)
· National Council on Climate Change (NCCC)
· The NDC Partnership
The projected support will strengthen the EU in its role as a strategic and political partner in Nigeria’s national and international affairs guided by the objectives of the EU-Nigeria Ministerial Roadmap and the Multiannual Indicative Programme of the EU-Nigeria Cooperation. It will help strengthen strategic communication and policy dialogue for the EU.
The specific objectives of this contract is as follows;
· Carry out thematic support to the key MDAs under Ministry of Environment and Agriculture, the Nigerian Climate Change Council (NCCC) and the National Space Research and Development Agency (NASRDA) as well as the NDC partnership.
· Provide technical support to these institutions and MDAs, including research and studies, project monitoring, capacity building and training, technical policy dialogues, international thematic meetings, etc.
General description of the position: The team leader will have a crucial role in implementing the contract as will facilitate administrative and logistical support for official request received from the Ministries of Agriculture, Environment and their related agencies for project monitoring missions, study tours or international meetings, support the organization of local workshops, seminars and research studies
Period : 200 working days from 01/2024 to 01/2026
QUALIFICATION
Expert experience: >12 years of experience)
Qualifications and skills required: The candidate should have the following qualifications:
· A master’s degree in social science, physical science, development studies, public administration, procurement and/or logistics, social work, and/or any other relevant field, with at least 12 years work experience;
· General knowledge in project design and management.
· Proficiency in Microsoft Office applications (Word, Excel, Power point, Outlook, Microsoft Project, other);
· Demonstrated high-level administrative skills and ability to work independently and produce high quality work with minimal supervision.
· Proven experience in facilitation, coordination of activities and managing teams;
· Strong professional verbal and written communication skills in English.
General professional experience:
· Minimum 12 years of experience in project management and administration, ideally in the context of developing countries, especially in Africa.
· Proven knowledge and experience in the key thematic areas of circular economy, climate smart agriculture and climate change.
Specific professional experience:
· Familiarity and prior experience with the European Union or other international organization requirements and procedures will be considered as an asset.
· Knowledge of working processes (purchase orders, preparation of contracts for services and goods, tendering, protocol, etc.) of smart agriculture, circular economy and climate adaptation projects/programmes.
· Demonstrated technical experience in project planning and implementation of Circular economy, Smart Agriculture and climate adaptation projects/programme.
· Experience in coordinating/facilitating at least three studies/research related to circular economy, climate smart agriculture and climate change with at least one as the lead consultant.
· Language skills: Strong professional with verbal and written communication skills in English.
Additional information: Other specific duties would be:
· Draft ToR and other documents required to recruit both local or international non key experts when request from MDAs after securing approval of request from contracting party;
· Follows-up the activities and tasks undertaken by contractors as indicated in the signed service/procurement contracts or Purchase Orders;
· Verifies the invoices received in relation with Purchase Orders or contracts issued and compiles all required documents together with the invoice to be submitted to the administration and finance staff in charge of the accounts;
· Reviews and approves reports submitted by other experts for any given task;
· Draft all obligatory progress reports to the contracting party ;
· Carries out any other tasks assigned by the contracting party.
