Project description
The project addresses the capacities of institutions that are particularly important for the
participation of SMEs in the economy and aims to improve the service delivery of relevant
agencies for the promotion of fair competition.
Job description
Tasks of the team leader
Overall responsibility for the advisory packages of the contractor
Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
Design, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas: procurement and SME development
Taking cross-cutting themes into consideration (for example, gender equality)
Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
Ensuring that monitoring procedures are carried out
Regular reporting in accordance with deadlines
Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
Maintaining contact with other donors
Qualifications
Education/training : University degree (bachelor’s/master’s) in the social sciences, business, economics, or comparable
Languages : Knowledge of French C1 in the Common European Framework of Reference for Languages
General professional experience : 10 years of professional experience in the public procurement sector ideally including 5 years’ experience with related complaint mechanisms
Specific professional experience : 5 years of professional experience in SME development ideally with focus on SME participation in public tenders
Leadership/management experience : 5 years of management/leadership experience as project team leader or manager in a company
Regional experience : 5 years work experience in developing countries, including in francophone Africa
Development cooperation (DC) experience : 5 years of experience working on DC projects
Other : Working knowledge of German and/or English (B2 in the Common European Framework of Reference for Languages
