One of the basic responsibilities of a state is the provision of Civil Registration and Vital Statistics (CRVS) services, which includes the registration of births, deaths and cause of death, marriages, and divorces, as well as issuance of births, death, marriage, and divorce certificates. It serves as a foundation and breeding document for other registration processes in The Gambia, including documents such as National Identification Card, Passport, Driver’s License, Social Security Card, Voter Registration Card, and National Health Insurance Card, etc. Currently, birth registration processes are taking place in all regions in The Gambia, with different levels of performances, highlighting certain challenges. With the current digitalized birth registration system in place, there are opportunities for establishment of an integrated civil registration, vital statistics, and identity management system for The Gambia. Based on the principle that civil registration is the essential foundation for a holistic identity system and that every child born in the country should be issued with a birth certificate, the newly established birth registration system has provided an opportunity for integration. Without well-functioning birth registration system registration, it is almost impossible to ensure up-to-date information for a population or to produce vital statistics for national planning and evidence-based policy formulation. An interoperability framework where all CRVS stakeholders are involve is essential for a secure and efficient sharing of data between government databases in the Gambia. This will create an effective life-cycle approach which aims to identify and follow an individual from birth to death. A mapping of the birth registration business process and a revision of the current CRVS Strategic Plan will ensure the overall identification of the role of each stakeholder in linking all CRVS processes in the Gambia

How can you make a difference?

OBJECTIVES, EXPECTATIONS AND DELIVERABLES

The aim of the consultancy is to conduct a mapping of the Birth Registration Business Process in The Gambia. This is to obtain a good understanding of current approaches and procedures in place and outline best practices by pointing to possible directions and strategies for its improvement, including the costing and prioritizing of the recommended actions. The consultant will equally review the current CRVS Strategic Improvement Plan (2018) in The Gambia. This is to obtain a good coordination mechanism among stakeholders, institutionalize and activate a holistic and integrated approach to the legal identity landscape in the country, given the cross-cutting nature of the CRVS system with multiple ministries, departments and agencies involved.

The Consultant should work with the Birth Registration Unit, the CRVS Technical Working Group (TWG) as well as relevant stakeholders to:

1. Conduct a mapping of the Birth Registration Business Process in The Gambia.

2. Coordinate with stakeholders the Review and update The Gambia’s CRVS Strategic Improvement Plan (2018)

SCHEDULE OF TASKS, DUTY-STATION & TIMELINE

Duration of Consultancy: 55 days
It is an office-based assignment. The Consultant will be based at the Birth Registration Unit’s office in Banjul and will have a weekly update with UNICEF staff
The Consultant is held by strict confidentiality rule regarding all aspect of his/her work with the Ministry and UNICEF.
To qualify as an advocate for every child you will have…

University Degree in Demography, Business Administration, Communications, Public Health, or any other relevant field.
Professional experience in working or conducting research in the areas of public health, M&E, data collection and reporting (2 years minimum).
Experience working in the area of Civil Registration and Vital Statistics within the Public Health in the Gambia.
Knowledge and understanding of the birth registration system in The Gambia.
Demonstrated experience in working in a cross-sectoral environment and ideally having worked with the government institutions.
Familiarity and prior experience with the UN system, or with the international development/humanitarian/emergency community highly desirable.
Excellent report, writing and presenting skills in English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
