Chemonics seeks Technical Specialists for the anticipated 5-year, $40-50 million Ethiopia Urban Water, Sanitation and Hygiene (WASH) Activity. The overall purpose of this activity will be to support accelerated access to inclusive and resilient WASH services in targeted urban and peri-urban areas. The activity will work to fulfill this purpose through four complementary objectives: 1) strengthen Government of Ethiopia urban WASH planning, budgeting, and service delivery oversight; 2) strengthen the operationalization of an independent regulator; 3) enable and professionalize public and private WASH service providers; 4) extend WASH services to poor and marginalized households.
The Technical Specialists will be responsible for leading technical activities in one or more of the project objective areas. This will include building and maintaining effective working relationships with counterparts, services providers, and key stakeholders within the respective objective area. The Technical Specialists will be expected to lead in developing, refining and implementing technical assistance and ensuring the project and counterparts have the tools needed to make evidence-based decisions. We anticipate multiple positions each to be based in Addis Ababa, Ethiopia, and the project is expected to be 5 years. Key responsibilities:
Provide technical leadership and expertise in designing and managing appropriate and effective program-level interventions in one or more of the following technical implementation areas: WASH governance; sector finance and budgeting; oversight and regulation of urban water services; water utility services strengthening; professionalization of private sector and informal WASH service providers; pro-poor access to urban and peri-urban WASH services; and, improving the access and agency for women, youth and marginalized groups in all aspects of management and service delivery.
Support and advise colleagues on urban WASH activities and efforts across all objectives, ensuring quality and consistency
Support and advise colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across efforts
Supervise and mentor WASH staff
Contribute significantly to the development and execution of the overall project strategy, work plan, technical reports, knowledge management products, and MEL reporting to achieve project results.
Represent the project at technical meetings, conferences, and workshops, as appropriate and directed by the chief of party.
Qualifications:
Bachelor’s degree in relevant field, master’s degree preferred
A minimum of 7 years of relevant technical working experience in urban WASH or other related fields, preferably in donor-funded programming, with demonstrated progression of responsibility increasing over time.
Experience with urban WASH utility project implementation preferred
Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results
Demonstrated leadership, versatility, and integrity
Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred
Experience working in Ethiopia preferred
This role is expected to be based in Addis Ababa, Ethiopia and it is anticipated that there will be significant in-country travel
