In February 2023, Mozambique was hard hit twice by Cyclone Freddy, experiences heavy floods and a subsequent rise in Cholera cases. Because of the emergency, the Mozambique Country Office had developed humanitarian trackers, dashboard and Monitoring tools1. (since 2019 and the two intense tropical cyclones-IDAI and KENNETH (Category 4) which made landfall in Sofala and Cabo Delgado respectively and because of the ongoing conflict in the Northern provinces since 2017. It is important for the Country office to continues to capitalize and improve on those new tools looking beyond emergency programming. UNICEF was leading Clusters in Nutrition, Education (co-leading), Wash. UNICEF established at least 37 partnerships with CSO and strengthen the relationship with the Government institutions. In addition to the many results previously mentioned, UNICEF supported the National Institute for Disaster Management (INGC) to establish an online and real-time information management system which allowed to improve the data collection, analysis, reporting and dissemination of key information.

In addition, UNICEF led the establishment of an inter-agency PSEA framework and protocol for Mozambique which was approved and endorsed by the HCT, the framework includes an operational PSEA network coordination mechanism in Maputo and Beira. Through this effort, over 326 staff (181 male and 145 female) drawn from 75 partner organizations were trained At interagency level, UNICEF ensure the participation of clusters representatives in HCT and ICCG mechanisms. In case of unavailability of UNICEF HCT and ICCG members, the Emergency specialist step in and represent the agency. For the Data Management Specialist participation will be required in IMWG and could support the UNDSCF M&E group. At the Country office level, the emergency is managing primarily though DRET Meetings every 2 weeks (or more frequently if necessary) with Chief of sections as well as supply and Operations, which include regular updates and decision-on emergency related topics. UNICEF Mozambique appointed emergency focal points per section who meets on a bi-monthly basis. The CO has a HAC Appel for 2023 related to Freddy/Cholera response, and is currently under L2 procedures (until August 2023 at the minimum) . With an active HAC, the CO has to report against the targets and use of funding received. The main mechanism for this is through the situation reports which the data collection process is done through the focal points. Results framework/HPM was established to track the progress against indicators/targets defined as well as maintain a repository of Humanitarian action results. At the Country office level, the Social Policy, and social Protection team (SPSP) also manages data (from research, studies, etc) and liaise with the national Institute of Statistics (INE) and other sectoral directions in charge of data collection.

HACT and RAM Regular program Monitoring is done through regular standardized programmatic visits which inform on program, delays and bottlenecks of each partner. On average, the country office generates up to 250 of those Programmatic visit reports annually. They are compiled in E-tools but this platform does not allow for visualization of results. The Results Assessment Module in an internal UNICEF reporting system, updated twice a year, with standard indicators and narrative part. Real-time Evaluation (RTE) Recommendations One key recommendations from the 2019-2020 RTE was to strengthen information management and monitoring systems to guide UNICEF interventions and more clearly demonstrate outcomes, including at the level of the affected community. This will imply the CO to ensure the collection, analysis and use of geographical, and sex disaggregated data as well as other cross sectoral data to be able to understand and address monitoring specific needs.

Additional needs foreseen in 2023-24 include (but are not limited to):

· Data collection for June/End-HAC sitreps or any other SitReps would an emergency occur

· Support to the development of a new HRP/HAC (or help define the revised HRP/HAC targets) ** (this is already done for Freddy/Cholera response but is likely to be done again in 2024 HRP/HAC).

· Support the risk analysis to inform the update of the EPP.

· Review programmatic monitoring data set from sections (avoiding duplication from statistical work perform by SPSP).

· In collaboration with SPSP, organize training of staff on the use of data collection, analysis and management tools.

· Visualization of 2023 Demographic Health Survey (DHS) preliminary and full results.

· Production of data, maps and visualization on several topics.

How can you make a difference?

Reporting to the Chief Planning, Monitoring & Evaluation (P4), and in close collaboration of Emergency and Field Office Coordinator, the Data and Analytics Specialist (P3) will be responsible for strengthening institutional and staff capacity in the area of information gathering, processing and management on IM tools, procedures and systems and/or support the Country office in case of another emergency. The Data and Analytics Specialist will also assist in the analysis and reporting of this information to facilitate the planning, implementation, monitoring, and reporting of regular, emergency and recovery activities and projects.

Description of Tasks

The Data and Analytics Specialist will be responsible for strengthening institutional and staff capacity in the area of information gathering, processing and management on IM tools, procedures and systems and/or support the Country office in case of another emergency. The Data and Analytics Specialist will also assist in the analysis and reporting of this information to facilitate the planning, implementation, monitoring, and reporting of regular, emergency and recovery activities and projects.

A. Data Collection

1. Support the collection of related data in preparation of the DRET/ERT meetings. This will require working on data collection and analysis of affected population (number, location, origin, age and gender breakdown, family situation, access to services, protection, etc.).

2. Advise and provide technical input to design and implement data collection mechanisms (including the use of Third-Party Monitoring partners, if any) and related analysis to ensure the situation of the most vulnerable children is continuously and strategically monitored.

3. Support COs to identify core data sets for risk, scenarios development and apply them for the risk análisis needed in the CO EPP.

4. Coordinates with other Clusters/Sectors and Programme teams or field offices as required and share the key relevant information and indicators data collection on a timely fashion

5. Participate in monitoring missions as required to gather additional information.

B. Data Cleaning / Quality Assurance of Data

1. Maintain the field monitoring and results management database to track core programme indicators. Using the data from programmatic visits reports.

2. Provide quality assurance of all field monitoring data and results reporting, including the sitreps, working closely with sections.

3. Using the Activity Tracker and others HPM to identify and report any gaps in humanitarian assistance to the emergency team and sections.

4. ON the development side, the Data and Analytics Specialist will also assist with the filling of UNINFO data and support quality review of indicators and financial information provided as a whole (in RAM, in UNINFO).

C. Data Management, Analysis and Mapping

1. Provide data analysis on field monitoring reports and other data inputs. Use this data to support the preparation of regular reports, including the Situation Reports, donor proposals and programme analysis as needed.

2. Advise the Country Office on data gaps and potential tools to collect additional information. Liaise with HPM/IM within sections and clusters to improve data gaps, data cleaning and data coherence overall.

3. Develop and tailor international simple and easy-to-use information management tools, processes and workflows for information management covering gathering, consolidation, verification, documentation, processing and analysis and reporting.

4. Develop snapshots for internal and external purposes, develop maps to support UNICEF’s programming and that of our partners and build the capacity of the emergency team in MCO to collect, record, collate and analyze data.

5. Support programme staff to analyse data and perform data quality and consistency checks to ensure harmonization of humanitarian performance monitoring with the MCO programme2.

6. Ensure that timely information update on progress and results is available by compiling, organizing, analyzing and preparing data for Reports, planning, management, monitoring and evaluation purposes as needed. Prepare tables, graphs, visual products (etc.) accordingly.

7. Use Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data / information.

8. Use design software to create dashboards on situation and results summary on regular basis.

9. Support the DRIP initiative from the regional office and work with ESARO team to update the platform. Liaise with emergency team and INGD on the possible use and improvement needed of the platform for better ownership beyond UNICEF.

D. Packaging and Information Production.

1. Support the production and updating of Q&As, briefing notes and background information on the general programme or the humanitarian situation.

2. Support the production of UNICEF SitReps and Sectorial SitReps (for which UNICEF is responsible).

3. Based on critical analysis of substantive material, provides support visualization for reports for senior management, including status of programme implementation reports with highlights on the emergency and recovery programme, joint reports with United Nations agencies.

4. Support the production of mandatory donor reports or proposals by providing in infographics, maps, or other data visualizations

5. Any other information management tasks as discussed with supervisor, or based upon requirements of the CO.

To qualify as an advocate for every child you will have…

Education: An Advanced University Degree (Masters) in computer science or related field such as information systems, information and communication technology, geographic sciences, or engineering highly desirable.

Work experience:

· 5 years relevant experience with Information Management, Data Management, or other relevant projects is required

· Active involvement in a humanitarian crisis response program strongly preferred.

· Experience working with governments/ cluster system is required

· Experience in processing and cleaning data will be an asset.

· Experience with database design, data management and analysis. Demonstrated experience in developing information systems and databases and map production will be an asset.

· Experience in liaison with a broad range of stakeholders, including: donors, UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities is preferred.

· Excellent training, coaching and mentoring skills. Proactivity and good working with people.

· Background/familiarity with the country situation is a plus.

· Familiarity with work in emergency duty stations: At least two instances of exposure to emergency programming, including preparedness planning with UNICEF. Active involvement in a humanitarian crisis response programme preferred.

· Knowledge and experience in using Adobe and ArcGIS are highly desirable.

· Proven technical experience in development and use of innovative technology, particularly in the areas of data, humanitarian performance monitoring, use of mobiles and open source, and training in the related field is highly desirable.

The selected candidates will be required to provide a portfolio of previous productions and documents, visualization, monitoring tools produced.

Language Requirement: Fluency in English is required. Fluency in Portuguese or a Latin language is a strong asset.
