Eastern and Southern Africa
Home to about half a billion of Africa’s people, Eastern and Southern Africa is a geographically, culturally and economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. Children under 18 make up almost half of the total population. The subregion boasts of some of the world’s richest human and natural resources and, apart from South Africa, the countries are predominantly raw material exporters.
The subregion harbors some of Africa’s protracted conflicts, rendering many of its countries fragile, while significant gaps in education, health, and skills development continues to keep people from reaching their full potential. This creates a huge development challenge, impacts heavily on the lives and livelihoods of people, and hinders regional integration and trade. But it also creates an opportunity to work closely with country leaders, civil society, development partners, and young people to chart a brighter course for the future.
The World Bank’s Eastern and Southern Africa Region, comprised of approximately 1,207 staff, mostly based in 26 country offices, has been helping countries realize their considerable development potential by focusing on the following priorities:
• Creating Jobs and Transforming Economies: We are working with countries across Africa to stimulate job creation and economic transformation by leveraging all sources of finance, expertise, and solutions to promote investment.
• Building up the Digital Economy: We are supporting Africa’s vision to ensure that every African individual, business, and government is connected by 2030 – a vision that, if realized, can boost growth by up to 2 percentage points per year, and reduce poverty by 1 percentage point per year in Sub-Saharan Africa alone.
• Institutions more Efficient and Accountable: Our support is helping governments strengthen public policy processes, manage resources effectively, and reinforce fair and reliable delivery of public services.
• Investing in People: We are at the forefront of helping African countries accelerate human capital gains and empower women by improving their access to education and skills acquisition, sexual and reproductive health services, and employment opportunities. With the influx COVID-19, we are mobilizing financial support and timely analysis and advice to countries across the subregion deal with the pandemic.
• Supporting Climate Change Mitigation and Adaption: In the face of increasing climate-related risks, we are working with African countries to advance efforts to adopt renewable energy, climate-smart agriculture, and green infrastructure. A number of East African countries are currently facing a debilitating Desert Locust infestation, threatening the already precarious food security situation. The Bank has put together a program to help affected countries deal with the scourge.
• Addressing the Drivers of Fragility, Conflict, and Violence: Given the cross-border nature of conflicts in Africa, we are employing an approach that simultaneously focuses on the drivers of fragility while also supporting well-targeted regional initiatives to create opportunities for peace and shared prosperity.

Transport and Connectivity
Connectivity is critical to improve competitiveness, economic growth and inclusion in Eastern and Southern Africa. The Transport program in Africa is split between four units, covering (a) the Sahel sub-region and Nigeria, (b) Central Africa, Cote d’Ivoire, Burkina Faso, Togo, Benin, Ghana, Liberia and Sierra Leone, (c) East Africa (IAET1), and (d) Southern Africa and Ethiopia, Sudan South Sudan and Eritrea (IAET2)
The Transport program in the region seeks to connect people, goods and services to jobs, schools, hospitals, local, regional and international markets, using faster, cheaper, safer and more efficient solutions, while keeping traffic fatalities, congestion, greenhouse gas emissions, and local air pollution in check. It responds to the needs of developing countries and transition economies for modern and reliable transport solutions. These needs are growing exponentially under the combined effect of globalization, population growth, rapid urbanization, economic development, and technological progress – making transport a cornerstone of the global development agenda.
In the IAET2 unit, the World Bank serves 14 client countries. Clients range from middle-income countries such as South Africa, Botswana, Namibia, Mauritius, Seychelles to low-income IDA countries such as Lesotho, Ethiopia, Sudan, South Sudan, Eritrea, Mozambique, Madagascar and Comoros. Areas of particular interest for the transport sector in these countries include rural transport for agricultural productivity; urban transport for enhancing functioning of urban areas and improving accessibility to jobs and social services by the poorer segments of the population; regional integration corridors for facilitating trade and reducing logistics costs; investments in ports, railway, and air transport, for improving connectivity within and across countries; PPPs to bring in efficiencies in the provision of infrastructure and services; road safety interventions to reduce the high number of traffic fatalities in the client countries, addressing mobility constrains of women and vulnerable people including people with disabilities.
The IAET2 unit is looking to recruit a seasoned transport specialist with a solid track record in policy dialogue, planning, financing and operations of transport sector. The specialist should have particular expertise in issues of the highway sector or railways/urban transport; and knowledge of transport services, and governance frameworks, and good understanding of climate change, safety, social and health impacts, and gender issues.
The selected specialist will be a core member of the Madagascar transport team. The program in Madagascar is currently focused on enhancing rural connectivity through a road program under implementation and other projects under preparation, and analytical work to improve urban mobility in Antananarivo, but opportunities to further enhance mobility of people and good through other modes of transport are also relevant. Strong operational experience including appreciation of challenges and mechanisms to address social safeguards risks and impacts will be required.
The Specialist will be part of a team responsible for: (i) supporting the implementation and preparation of a selected number of projects in Madagascar and the sub-region, with a strong focus on the road sector; (ii) support technical dialogue in the transport sector with the authorities in Madagascar and countries in the sub-region as needed (while experience in road asset management is the main focus, broader transport experience in other sub-sectors including railways is desirable) ; (iii) support business development in the sub-region and the preparation of possible new projects; (iv) support dialogue on policy/institutional reforms and mainstreaming of key initiatives on road safety, gender, green transport infrastructure and services and the incorporation of the private sector; and (iv) contribute to projects and knowledge activities in the Transport practice.
Duties & Responsibility :
The Transport Specialist will provide a full range of technical and operational support on assigned projects under the Madagascar Transport Portfolio and other countries in the subregion. The specific duties will include, but not be necessarily limited to:
• Support the implementation of ongoing transport investment projects in Madagascar and the subregion. This entails direct day to day management of the projects, providing technical inputs and maintaining relationships with the government authorities under the guidance of the designated Task Team Leader (TTL). It would include support with respect to the core elements of planning, design, procurement, construction, contract management, maintenance, and operations, while paying close attention to the design and monitoring the implementation of safeguards and other cross-cutting issues, including the opportunities for addressing women mobility constraints, road safety, green mobility, expanding the incorporation of the private sector in the financing and/or provision of transport infrastructure and services.
• Support the TTL in preparation of ongoing and proposed new projects. This entails technical inputs on operational issues including designs, financial analyses, leveraging commercial financing, procurement strategies and bidding document specifications, as well as sectoral issues including general institutional setup, capacity building, and planning and monitoring systems. Day to day tasks shall include preparation of letters, briefs, presentations; reviewing project reports submitted by the Government or consultants; review of bidding documents and financial models / analyses; participation in implementation support and preparation missions including visiting project sites; collecting secondary data; desk analysis of various reports; and participation at meetings; drafting of Aide Memoires ; and coordination of Aide Memoires preparation;
• Provide technical and strategic assistance to the TTL during project implementation. Activities include: following up on contract management issues; monitoring the implementation of contracts including quality and providing technical advice on procurement, conducting sector and project-related desk reviews, reviewing and producing analytical documents;
• Follow up on key implementation issues with the Government, keeping a timetable and action plan of all pending actions in relation to implementation support;
• Participate in coordination meetings with government as requested;
• Provide cross-support to other sector units in the design, implementation and supervision of transport related project components;
• Take an active interest in policy reform developments in the Transport Sector and participate in high-level discussions concerning the implementation of these reforms and the supporting role of the Bank interventions;
• Keep abreast of key developments in transport and related sectors, relevant to the area of specialization as well as in cross-cutting issues affecting the performance of the transport sector, such as: environment, social impact, HIV/AIDS, resilience to extreme events (floods, covid), road safety, climate change, gender-based violence, poverty reduction, public-private partnership, etc.;
• Participate in country team activities, including portfolio reviews, formulation of country assistance strategy, analytical and advisory services, and response to priorities in the country poverty reduction strategies;
• Participate in professional development and knowledge sharing activities in the transport sector and take a role in contributing specific knowledge both within the assigned countries and within the Bank
• Stay abreast of recent developments in the transport sector world-wide, and on cross-cutting issues, in relation to the topics of specialization for this position; identifying knowledge gaps and disseminating relevant knowledge to clients.
Critical Success Factors :
• Ability to spot/ identify, analyze and propose practical solutions to a broad range of technical, operational, financial and procurement problems during project implementation;
• Sound understanding of procurement principles allied with the professional credibility and inter-personal skills to interact effectively with team members, clients and cooperating partners;
• Strong organizational and project management skills to perform day-to-day in-country management of a large and complex portfolio;
• Ability to prioritize work programs, attention to detail, resourcefulness and result orientation
• Ability to contribute and support other tasks as needed.
The Transport Specialist will be based in the World Bank’s Antananarivo Office. She/He will report to the IAET2 Practice Manager. Her/His activities will be identified with the Practice Manager and adjusted based on business needs.
Selection Criteria
• Post graduate degree at Masters’ level or higher in civil/transport engineering, transport planning, Business administration, economics or related fields;
• Minimum five years of relevant professional experience in the transport sector with a focus on at least two of the following areas: (a) urban transport; (b) rail transport; (c) highway/roads engineering and transport planning, design and operations; and (d) Logistics services (e) financial analysis and modelling; (f) contract management and implementation for transport infrastructure investments and operational services.
• Practical experience in the engineering design, financial structuring, implementation, management, maintenance or operation of transport infrastructure projects or initiatives, and an understanding and the ability to work on policy, institutional, financing, contract management, social and environmental requirements.
• Comprehension of typical sectoral issues in transport, including sector policy reforms, and management and financing of transport infrastructure.
• Strong analytical skills as applied to common problems in the transport sector.
• Proven ability to function effectively as team leader or team member of multi-disciplinary teams and to resolve conflicts constructively.
• Capacity to work simultaneously on a variety of issues and tasks, adjusting to priorities and achieving results with agreed objectives and deadlines.
• Strong client and communications skills.
• Publications in transport/urban/infrastructure journals or specialized magazines would be a plus.
• Excellent oral and written communication skills in English and French.
• Prior experience of working in multilateral development banks (MDB) or MDB financed project desirable.
