How can you make a difference?

UNICEF Zimbabwe is seeking to hire an enthusiastic individual consultant to support MoPSE in, timeously, 1) Developing the Programme Document of the System Transformation Grant based on the Concept note, timeline for Programme Document Development, 2) Incorporating feedback from MoPSE, partners’ consultations and GPE secretariat. 3) Providing contribution upon request to the process of developing the Programme document for the System Capacity Grant.

BACKGROUND

Global Partnership for Education (GPE) is the largest global fund solely dedicated to transforming education in lower-income countries, and a unique, multi-stakeholder partnership. It works on delivering quality education so that every girl and boy can have hope, opportunity and agency.GPE has supported the government of Zimbabwe through Ministry of Primary and Secondary Education with grants since 2013. Zimbabwe’s first GPE-funded programme, the GPE I (2013-2015) supported with a budget of US$23.6 million, implemented the Education Sector Program Implementation Grant (ESPIG) focusing on the priorities of MoPSE’s Education Medium Term Plan (EMTP). The second phase of the GPE-funded programme (GPE II) ran from 2017 to 2020 and extended to 2022 with a budget of $42,2 million of which $20,584,958 was for the Fixed Part and $21,620,00 for the Variable Part, Multiplier and Additional Maximum Country Allocation. The GPE II supported the implementation of the Education Sector Strategic Plan (ESSP) 2016- 2020. Furthermore, in response to the Cyclone Idai, GPE provided for the Accelerated funding of $2,5m. Responding to the Global COVID-19 pandemic, in 2020, GPE provided COVID-19 Accelerated Fund amounting to $7m to support UNICEF’s efforts towards addressing the multi-faceted challenges of COVID-19 given its unique ability to address education holistically bringing in WASH (Water, Sanitation and Hygiene), protection, health, and social and behavioral change responses).

GPE II built on the successes of GPE I, contributing to the delivery of the priorities in MoPSE’s Education Sector Strategic Plan (ESSP) 2016 to 2020 which, in fact, was one of the key outcomes of GPE I. UNICEF served as the Grant Agent to the ESPIGs (Education Sector Programme Implementation Grant) and Covid 19 Accelerated Fund while Save the Children was Grant Agent to the Cyclone Idai Accelerated Fund.



Under the GPE Compact Document, MoPSE and its partners is looking to implement the System Transformation Grant (STG)a facility meant to support country partners to transform education systems by making focused, evidence-based investments that unblock system bottlenecks. It will support the MoPSE priority reforms agreed upon in the Partnership Compact[1]. The MoPSE priority reforms were reached after a thorough analysis of the enabling factors, which included the performance of the previous ESPIGs (Education Sector Programme Implementation Grant). The Partnership Compact also built on the priorities and strategies espoused in the Education Sector Strategic Plan (ESSP) 2021-2025. The development of the Compact was through the Local Education Group and task team. The overall impact of the Compact is to transform education through Improved Equitable Access to Quality Relevant Education The implementation of this grant will be premised on the three Outcomes areas identified by the Partnership Compact :

Outcome 1: Improved Functionality and Safety of Schools.
Outcome 2: Enhanced Foundational Literacy and Numeracy of All Girls and Boys.
Outcome 3: Enhanced Education Sector Equity-Focused Leadership
As approved by the GPE Board, Zimbabwe is eligible, to an indicative allocation of US$24,8 for the System Transformation Grant (STG) with an initial allocation of $19,864,000 (80%) and an additional allocation (top funding) which is 20% of the total. The 20% will be topped up once the priority area considered as high is attained. Two triggers have been identified in the Partnership Compact. The STG will be implemented using the GPE model of 70 for the Fixed Part and 30% for the Variable Part.

Trigger 1: The approval of the School Finance Policy, development of its implementation plan, and Phase 1 implementation of the policy ($2,483,000)

Trigger 2: The registration of 200 satellite schools ($2,483,000)

UNICEF is grant agent for the STG CAMFED is grant agent of the Girls Education Accelerator (GEA) and there will be need to ensure there is complementarity and consistency between the two grants.Having received the indicative approval, a comprehensive Programme Document-PD needs to be developed to facilitate the efficient implementation of the grant. The Programme Document development process will require intensive engagement with a wide range of stakeholders including partners and relevant education stakeholders in Zimbabwe for inputs to ensure the required consensus and joint project ownership.

An Individual short-term consultant is required to support UNICEF in stakeholders’ engagement and the timeously preparation, development and finalization of the required Programme Document

PURPOSE OF THE ASSIGNMENT:
To support MoPSE in, timeously, 1) Developing the Programme Document of the System Transformation Grant based on the Concept note, timeline for Programme Document Development, 2) Incorporating feedback from MoPSE, partners’ consultations and GPE secretariat.

ASSIGNMENTS:

The overall objective of the consultancy is to support in the preparation, development, and finalization of the Programme Documents in compliance with the guidelines and templates of GPE. Specifically, the scope of the assignment is as follows:

Review the Partnership Compact, the STG (and upon request contribute to the SCG) Concept Note and associated Budget already shared with the GPE Secretariat to integrate their feedback, but also, include review of upstream policy documents, strategies, development plans and other related government documents.
Carry out consultation within Ministry of Primary and Secondary Education at all levels and the key education stakeholders on the nature of interventions to be implemented based on the priorities of the ESSP 2021 -2025 and the Partnership Compact.
Ensure alignment of STG programme document with the GEA Programme Document.
Support the MoPSE by developing the STG Programme Document to be shared by UNICEF and its implementing partners, the other GPE Grant Agent, MoPSE and the Education Coordination Group (ECG)
Finalise the Programme Document with the input from UNICEF and its implementing partners, other GPE Grant Agent, MoPSE and the Education Coordination Group (ECG).

Finalise the Programme Document with the input from UNICEF and its implementing partners, the other Grant Agent MoPSE, the Education Coordination Group (ECG) and submission to the June GPE Board Meeting Final Programme Document 7 days 40%
To qualify as an advocate for every child you will have…

Education:

A Masters Degree in Education, Development Studies, Social Sciences, and/ or any related social science.

Experience:

A minimum of fifteen(15) years of experience working in a development context.

Knowledge/Expertise/Skills required:

Education specialist
Sound knowledge of the Education Programming, planning and policy making processes in the public sector or government
Ability to engage and work with a variety of stakeholders(Government, development partners, civil society, indirect and direct programme/project beneficaries)
Good communication and facilitation skills, with fluency in spoken and written English.
Analytical, with good computer and data analysis skills
Good interpersonal skills and ability to support multi-
disciplinary teams in a multi-cultural environment
Past experience of work in a UN organization an asset
