For every child, a Champion!

The Annual Budget of the Country Office in the last five years amounts between USD 80-100 Millions (RR+OR+ORE). A close follow up in funds allocation and monitoring is important to support an efficient and effective performance of the Country Programme. This requires abb dedicated Officer to the budget monitoring to assistance with budget monitoring & analysis, preparation of regular budget updates, and support of donor monitoring.

How can you make a difference?

Under the supervision of the Chief PME, the Budget Monitoring Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in programme performance and budget related information/data collection, monitoring & analysis, preparation of reports, and support of donor monitoring.

Summary of key functions/accountabilities:

1. Programme Budget Monitoring

Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

Duties & Tasks

Monitors programme budget .Generates programme implementation reports and evaluates in relation to established programme allocated budget.
Evaluates and analyzes financial and supply reports to ensure that expenditures are within allotments and data is consistent with VISION/PIDB code (GIC, SIC).
Provides Programme budget related management indicators to the country office management, the Country Management Team and key programme and operations staff.
Drafts relevant sections of programme budget reports (required for donors, management, annual reports, etc.).
2. Programme Performance Monitoring

Provide technical support to ensure that the Country Office has quality performance monitoring and management systems in place to track and monitor results.

Provide technical support to ensure that monitoring system are in place and that key annual programme indicators are tracked and analysed, and provided regularly to the Country Management Team/ Senior Management Team to guide programme and management decisions.
Carry out data collection and analysis from field visits, standardising them across programmes, to feed into to programme performance monitoring.
Keep tracking of follow-up action based on management decisions resulting from Country Office performance monitoring and evaluation, specifically from CO KPI dashboard.
Compile monitoring and evaluation information/data, and make them available to programme/planning sections. Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme’s performance, relevance, efficiency, effectiveness, and sustainability.
3. Programme Budget Analysis

Provide analysis of Programme budget trends across sectoral programmes and donors.
Develop and maintain a tool to track donor profiles and engagement and contribute to resource mobilization efforts within the Office’s fundraising vision.
Regularly prepare and present Programme Budget related indicators for review by the Office Management.
To qualify as an advocate for every child you will have…

University degree in social sciences, finance, development, Planning, statistics or a related technical field.

A minimum of two (02) years of relevant work experience at social sciences, finance, development, planning, statistics, related Programme for developing countries is required
Relevant experience in a UN system agency or organization is considered as an asset.
Fluency in French and good knowledge of English is required. Knowledge of another official UN language and local language is an asset.
