Purpose of Activity/Assignment: For the financing period 2021-2025 under the “new GPE Operating Model”, Mozambique is eligible for a total of 196,59 million US dollars in grant funding from GPE. To access the funding according to the new GPE strategic plan, countries must go through different preparatory steps that lead up to the ultimate application for GPE grant funding. These preparatory steps include a context-based assessment of Enabling Factors , the identification of key system transformation priorities and the development of a Partnership Compact that sets out the priority reform and focus areas that will be implemented through the grant funding. The new Enabling Factors Analysis (EFA) approach for system transformation under “GPE 2025” focuses more strongly on sector policy dialogue and implementation. The ultimate objective is to promote contextualized dialogue around critical challenges across the enabling factors that hinder system transformation. The proposed EFA methodology is operationalized as follows: • First, partner countries conduct a high-level screening across the four enabling factors: 1. Data and evidence 2. Gender-responsive sector planning, policy and monitoring 3. Sector coordination 4. Volume, equity and efficiency of domestic public expenditure on education • Simultaneously, they reflect on persistent sector challenges and select no more than three desirable policy outcomes based on their potential for system transformation. • Then, they undertake a nuanced and context-sensitive analysis of the enabling factors to examine the extent to which they effectively support progress toward achieving identified policy outcomes (that is, act as enablers OR bottlenecks). The objective of this consultancy is to support the GPE Task Team appointed by MINEDH in the steps outlined above to develop the Enabling Factor Analysis (EFA) as key experts in close coordination with the senior consultant to be hired by GIZ. As an optional future extension of the contract, the consultant team will also support the development of the Partnership Compact.

Scope of Work: In close collaboration with the senior consultant (under GIZ), the technical consultant shall: a) Prepare tools to support planning and structuring the work of the Task Team and ensuring the integration of discussion results, comments and feedback from the different involved actors (MINEDH, LEG) as well as the GPE Expert Panel b) Accompanying ensuring of feedback loops (Task Team, MINEDH, LEG, GPE Headquarters) c) Compile data and evidence on the four Enabling Factors and coordinate with Task Team members providing additional or lacking data and evidence d) Preparation of the draft documents on the three priority policy outcomes for system transformation including one on gender equality in agreement with MINEDH and LEG As an optional future extension of the contract, when mutually agreed by MINEDH, UNICEF and GIZ, the team of consultants will also support the development of the Partnership Compact: a) Establish clear criteria for the selection of a priority reform and focus area(s) of the System Transformation Grant b) Drafting of the Partnership Compact, incorporation of comments and input for LEG for submission to GPE Secretariat for feedback

c) Finalization of Partnership Compact for formal approval by MINEDH and LEG. NOTE: The senior consultant will be hired by GIZ and the technical consultant by UNICEF. Both consultants work in accordance with the work packages defined for them but together and in close coordination. The technical consultant will assist the senior consultant by preparing appropriate tools to support planning and structuring the work of the Task Team, and by compiling data and evidence on the four Enabling Factors and coordinating with Task Team members to provide additional or missing data and evidence. He/she will accompany the preparation of draft documents (templates) and ensure feedback loops (Task Team, MINEDH, LEG, GPE Headquarters)

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher).
Knowledge/Expertise/Skills required:

Advanced University degree in the field of Education, Political or Social Science, Economics or Business Administration, International Relations or Public Management/Policy or other relevant degrees
• Excellent knowledge of the education sector in Mozambique with long term work experience and engagement in the field of education in Mozambique in senior positions as expert or in a management capacity or consultant

• Background in international cooperation and insights into best practice in the education sector

• Mastery of data analysis, especially education data, gender responsive education sector planning, policy and monitoring, domestic education financing and sector coordination

• Excellent knowledge of Portuguese and English language (writing skills and oral presentation)

• Excellent writing and drafting abilities

• Demonstrated communication and coordination tasks and facilitation skills

• Willing to work in an international setting, strong teamwork, and communication skills

• Be highly motivated, learning oriented, creative and flexible, dynamic and methodical

• High sense of responsibility and commitment (loyalty, reliability, integrity and commitment)

• Willingness to improve qualifications as required by the tasks to be performed - corresponding measures in agreement with management

• Firm command of digital working methods and instruments (MS Office, Teams)

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
