BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Togo, officially the Togolese Republic is one of the smallest countries in Africa and home to 8.6 million people. Situated in the Gulf of Guinea, Togo serves as a critical corridor to enable the COVID-19 response to landlocked countries in the Central Sahel region.

Togo’s economy depends heavily on both commercial and subsistence agriculture, with both sectors providing employment for 60 percent of the labor force. Socio-political and economic turmoil coupled with devastating floods and now COVID-19 have seen a deterioration in its food and nutritional situation.

Nearly 1.3 million (22 percent of the population) require humanitarian assistance and over 280,000 people are at risk of falling into food insecurity. This includes an 18 percent rise in Moderate Acute Malnutrition and a 6.8 percent rise in Severe Acute Malnutrition. 15.2 percent of these children are at grave risk if nutrition treatments are not received.

JOB PURPOSE

This position is aims to support the CNLS (NATIONAL AIDS COUNCIL) to carry out the study to produce factual data on the profile of people living with HIV / TB according to their vulnerability, the coverage of access of vulnerable PLHIV / TB to social protection services and the cost of their integration into a program of social protection.

Their mission will be to:

Characterize the profiles of vulnerable groups of PLHIV and TB patients, key populations, and people at risk of HIV/TB infection in need of non-contributory social protection in Maritime and Plateaux regions with high HIV prevalence.
Determine the numbers/numbers by region, prefecture, and vulnerable group of PLHIV and TB patients, key populations, and vulnerable people at risk of HIV/TB infection in need of non-contributory social protection.
Determine the proportions by region, prefecture, and vulnerable segment category of PLHIV and TB patients, key populations, and people at risk of HIV/TB infection with effective access to non-contributory social protection services.
Identify gaps to be filled.
Costing the integration of vulnerable PLHIV/TB into an existing national non-contributory social protection programme.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Define the methodology of the study and the animation of the validation workshop
Adopt data collection tools and training modules
Present the scoping note and data collection tools at the scoping meeting
Produce the interim and final reports of the study, including recommendations and strategies for integrating HIV/TB into national social protection programmes and for better integration into the National AIDS Strategic Plan and funding proposals.
Present the interim report at the validation workshop
Prepare an advocacy note for the inclusion of HIV/TB in national social protection programmes and for better integration into the National Strategic Plan on AIDS and funding proposals
Assume the role of assistant to the head of mission.
Participate in the scoping meeting.
Train field investigators for data collection.
Carry out consultations and collect data and information in the field.
Participate in the drafting of interim and final reports as well as the advocacy note.
Participate in the organization of the validation workshop.

Other as required. QUALIFICATIONS & EXPERIENCE REQUIRED

EDUCATION:

Advanced University degree in health and specifically nutrition and human Sciences or another relevant field.

EXPERIENCE:

5 years or more of postgraduate professional work experience in the field of research and data collection or management of health projects and programs, or HIV/TB or social protection projects and programs.
Previous MICS or Demographic and Health Survey (DHS) experience is required.
Have a good knowledge of Togo's health system.
Have a good knowledge of the context of HIV and TB in Togo as well as the barriers that limit the access of PLHIV, TB patients, and key populations to social protection services.
Have conducted at least two surveys or studies in the field of social protection and/or HIV/TB.

DESIRED EXPERIENCE

Have strong computer skills and strong expertise in statistical analysis (familiarity with data processing and analysis software).
Have experience in data analysis and survey report writing
Have good writing, communication, and negotiation skill.
Be sensitive and able to work with people living with HIV, including key populations.

LANGUAGE:

Fluency (level C) in French language. Fluency in English is an asset.
