How can you make a difference?
UNICEF Zimbabwe is seeking to hire an enthusiastic International individual consultant to explore the magnitude, push and pull factors and vulnerabilities that children encounter while being “on the move”. The scope of the work will cover internal movements as well as cross border migration of children.

BACKGROUND
With regard to cross-border migration, findings of recent studies show that Zimbabwe is a country of origin, transit, and destination for irregular migrants including hundreds of unaccompanied and separated children (UASC), many of whom migrate to South Africa and Botswana. The only data available on Children on the Move is obtained from the established child reception centres. From 2016 to 2021, data from the Ministry of Public Service Labour and Social Welfare indicates that a total of 4,552 (2,298 male and 2,261 female) Unaccompanied and Separated Children (UASC) were received and assisted at the Beitbridge Migrant Reception and Support Centre. Over 96% of children supported were between the ages of 12 and 17 and the main “sending” districts were Chipinge, Masvingo, Mberengwa, Bulawayo and Chiredzi. Most of these children (70%) mentioned “economic opportunities” as the major reason for travelling. Many of them were detained in South Africa for illegal migration.

With regard to internal migration, children on the move within Zimbabwe go “under the radar”. Data are indeed not regularly collected or are collected by different actors for different purposes. These increased the difficulties of developing evidence-based policies to protect and assist them.

There is therefore a growing and urgent need to better understand the patterns of child mobility/migration in Zimbabwe.

In line with “UNICEF Agenda for action for uprooted children” that calls for six actions to protect every child uprooted by war, violence and poverty (Press for action on the causes that uproot children from their homes; Help uprooted children to stay in school and stay healthy; Keep families together and give children legal status; End the detention of refugee and migrant children by creating practical alternatives; Combat xenophobia and discrimination; & Protect uprooted children from exploitation and violence), UNICEF Zimbabwe intends to prioritize programming focusing on Children on the Move as they are among the most vulnerable, facing risks to their survival, health and education, and more likely to experience violence, exploitation or abuse.

There is growing and urgent need to better understand the patterns of child mobility/migration in Zimbabwe that this consultancy will seek to address.

PURPOSE OF THE ASSIGNMENT:
The purpose of this assignment is to explore the magnitude, push and pull factors and vulnerabilities that children encounter while being “on the move”. The scope of the work will cover internal movements as well as cross border migration of children.

Yet too often children on the move (CoTM) face numerous challenges in transit, at destination and upon return, often because they have few – or no – options to move through safe and regular pathways whether on their own or with their families. They may be forced into child labour, pressed into early marriage, exposed to aggravated smuggling, subjected to human trafficking, and put at risk of violence and exploitation or. They often miss out on education and proper medical care.

When it comes to Children on the Move, the UNICEF focus includes all child migrants and refugees, whether they have crossed international borders or not, and whether they are forcibly displaced or in search of better opportunities. This includes internal migrants, as well as internally displaced persons (IDP), asylum seekers and refugees.

“Children on the move often included in ‘migrant data’ indicating that their status as migrants generally prevails over their identity first and foremost as children. Child mobility is not only understood as a source of increased risk of exploitation and abuse, but also as a source of opportunities, and children are increasingly seen as actors, rather than merely victims. In this sense, child mobility is both a matter of migration and of child rights. If the mobility of a child can lead to increased vulnerability, it can also be a source of opportunities to reduce vulnerability. Hence mobility per se is not the problem but rather the vulnerability of children vis-à-vis mobility within the framework of mixed migration”. (Findings from the Regional Mixed Migration Study, Children on the Move in Southern Africa, Trends Analysis - 2018).

This research seeks to generate knowledge and evidence on the patterns and trends of child mobility/migration in Zimbabwe. Reliable data and evidence are indeed essential for understanding how internal/cross borders displacement affects children and their families and for putting in place policies and programmes to meet their needs.

ASSIGNMENTS:

Reporting to the Chief of Child Protection, the consultant will:
Conduct a comprehensive literature review of reports and research on Children on the Move in Zimbabwe
Map and document migration flows (internal and international) involving children. What are the routes taken by the children? Are they predefined? How do they move? What means of transport are used? Are there defined transit places? If so, how long do the children stay there and what do they do there? How do children cross borders?
Document “life experiences” (living and working conditions, age and gender of children involved, level of education, reasons for leaving, situation of abuse and violence, reasons/methods/conditions for the child's departure, post-mobility experience) of children in the areas of origin and destination and, where relevant, along the migration flows. Identify categories of children most at risk (according to age, gender, disability); to better understand the risks related to mobility; the existing protective practices if any, but also to assess the consequences of mobility on the child's life (these consequences can actually sometimes be positive).
Identify key issues, map relevant organisations and programmes and assess the effectiveness and efficiency of social services provided as well as potential gaps and appropriate remedies and alternatives in the migration cycle.
Propose a strategic intervention framework for the development and implementation of programmes and projects covering part/all of the space of child mobility in Zimbabwe.

To qualify as an advocate for every child you will have…
A Master's Degree in Social Sciences: Anthropology, Sociology, Social Work

At least five years working experience with a master’s degree in social sciences, specialization in child protection and migration will be an added advantage.

Experience in conducting research, especially on survey methodology, monitoring and evaluation.

Good facilitation skills and experience in participatory research is an asset.

Familiarity of statistical packages i.e. Excel, SPSS etc.

Excellent knowledge of English (oral and written).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
