The western Sahel Countries are experiencing an unpreceded escalation of violence, causing significant displacement of civilians and increasing pressures on already scarce resources and on host communities. To contribute to the humanitarian response, NRC is currently establishing an operation in Burkina Faso and Niger aimed at addressing humanitarian needs and ensuring protection to the conflict-affected population, including IDPs, returnees, host communities and local communities in the most vulnerable, hard to reach areas.
1. Role and responsibilities
The purpose of the WASH and Shelter Programme Development Manager (PDM) is to be responsible for the development of the new Shelter country programme in Burkina Faso, to identify and develop a WASH programme and to support the WASH/Shelter programme development in Niger. The WASH and Shelter PDM is responsible as well for the implementation of all Shelter and any WASH projects in Burkina Faso and Niger, including capacity building of newly recruited team on humanitarian response.
Generic responsibilities
1. Overall responsible for management and development of the WASH and Shelter teams
2. Compliance and adherence to core competency tools and handbooks and other NRC policies
3. Coordinate and manage WASH, Shelter/NFI projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
4. Provide technical directions and ensure high quality interventions with a focus on integrated programming
5. Responsible for the development of the new WASH and Shelter country programmes in Burkina and Niger
6. Contribute to the development of Country, Area and WASH and Shelter Core Competency Strategies (including narratives and Macro LFAs)
7. Develop technical guidelines and tools related to the two CCs
8. Contribute to the development of project proposals, project revisions and donor reports
9. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/clusters/working groups
10. Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
• Contribute to develop context analyses and outline strategic directions for an emergency focused WASH and Shelter/NFI programme in Burkina Faso and a longer-term WASH and/or Shelter/NFI programme in Niger
• Support the development and implementation of needs assessments to identify areas of interventions and foster an evidence-based response
• Ensure the adoption of appropriate Shelter and WASH designs and technologies, considering cost effectiveness, cultural awareness, and protection of the environment
• Initiate Shelter/NFIs and WASH emergency response, with a strong protection lens and ensuring beneficiaries engagement to the maximum extent
• In close collaboration with the M&E Coordinator (when appointed) ensure the development of quality control and monitoring/evaluation standards for the WASH and Shelter response
• Support the development of a Rapid Response Mechanism, if relevant, in relation to the Shelter/NFI and/or WASH components
• Ensure capacity building of project staff and transfer key skills
• Represent NRC at relevant coordination forums (i.e. sector groups/clusters, donors, UN and other working groups)
• Contribute to Advocacy initiatives in the CO with documents and information as required.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Programme development: HoP, RO CC Advisors, Education PDM
• Proposal development: Area Manager, HoP, Education PDM, RO CC Advisors, RO PA
• Quality control/ support: Area Manager, M&E unit
• Capacity development: Project staff

Commencement: October 2019
Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9 in NRC's grade structure.
Duty station: Ouagadougou, with frequent travels in the field and Niger (to be confirmed)
Travel outside Niamey is subject to coordination with OCHA and the government and is dependent on changing security conditions, especially for certain roads in the area.
Recreational and social facilities are ample, and accommodation is comfortable.
International staff members are required to live in joint accommodation.
Approved health certificate will be requested before contract start.
