How can you make a difference?

Objective:

The main objective of this consultancy is to:
Review and evaluate the Strategic Framework for Childhood and Motherhood 2018-2030 as well as its National Action Plan 2018-2022 in order to activate them and identify mechanisms to support the childhood and motherhood sector with more responsive and effective visions.
Update the existing interventions of the strategic framework as well as well as its national action plan within the context of what has been implemented by the partner ministries.
Draft a policy brief on restoring the role of National Council for Childhood and Motherhood in policy and strategy formulation, as well as the governance and institutionalization of Egypt's childhood file.
Methodology:

The consultant will carry out this assignment through:
Conducting a desk review of all available resources related to the Childhood and Motherhood strategic framework;
Working closely with National Council for Childhood and Motherhood (NCCM) and UNICEF for the drafting and development of the Action Plan;
Facilitation of consultation workshops with the relevant stakeholders and experts; and
Finalize the updated version of the strategy and its action plan. In addition to the policy document related to the National Council for Childhood and Motherhood role.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
Inception report, which includes the procedural work plan and the time frame for the consultation.
SWOT analysis report to review current updates affecting the childhood sector. In addition to, the relevant national strategies and action plans to enhance the linkage between them and the strategic framework.
Reports of consultative meetings with experts and specialists and workshops with partners “Ministries - civil society organizations and the private sector – development partners and international organizations- Children”.
The updated version of the strategic framework for childhood and motherhood and the national plan, including the governance of the childhood file in Egypt and support for human rights principles.
An updated framework for Monitoring and Evaluation of the strategic framework and the national plan, including the performance indicators.
A policy brief on restoring the National Council for Childhood and Motherhood's role to play a major role in formulating policies and strategies and institutionalizing the childhood file in Egypt.
Final report includes lessons learned and recommendations.

Short analysis is produced on local and international literature related to the roles of national councils and defining the lessons learned.
Policy paper for improving NCCM’s performance and create the qualitative shift in NCCM is developed and submitted.

Conditions of work:
The consultant will work remotely but will be required to participate in meetings (face-to-face or virtual whenever required) and workshops when needed.
Periodic discussions with NCCM and UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.
Payment upon submission of quality deliverables that meet NCCM and UNICEF standards.
Laptops, computers and office supplies are not provided by NCCM or UNICEF.

To qualify as an advocate for every child you will have…
A Master’s degree in social sciences, psychology, management or any other relevant disciplines.
At least 10 years of proven experience in similar area of public policy, strategy, and socio-economic development.
Experience with human rights approach
Understanding the overall developmental framework (SDGs, CRC, etc)
Experience in organizing and facilitating consensus workshop
Excellent communication and writing skills in English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
