OBJECTIVES OF THE PROGRAMME
The Access to Medicines, Vaccines and Pharmaceuticals (MVP) cluster works with countries and other partners to improve access to essential medicines and other health technologies of assured quality. The cluster collaborates with a wide range of international partners and expert networks, UN organizations and WHO Collaborating Centres and focuses on two broad areas of work:
(1) regulation of medicines and other health technologies (medicines, vaccines, other biologicals, blood products, medical devices, and diagnostics); and
(2) innovation, access and use of medicines and other health products. The activities of the cluster aim toward the outcomes and targets in 13th General Programme of Work, the Programme Budget 2018‐2019, and the Sustainable Development Goals, notably target 3.8 to achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all.
DESCRIPTION OF DUTIES
Under the general supervision of ADGO/MVP, the incumbent will carry out the following duties:
1. Contribute to the development of an implementation plan for the priority actions recommended by the GSPA expert review panel.
2. Support implementation and monitoring of the GSPA.
3. Establish and implement a communications strategy and related materials to raise awareness of the GSPA among Member States and other stakeholders.
4. Identify synergies across the Organization and with external partners.
5. Prepare reports, background analyses, and information documents for the EB and WHA.
6. Undertake other activities as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: Auniversity degree in medicine or in another health-related field.
Desirable: Masters level degree in public health, health law, research or related subject.
Experience
Essential: At least five years' experience in an international context and/or the area of public health law, health financing or health economics. Proven success in international project management, monitoring of complex series of outputs. Experience in literature review, collecting and organizing data and applying other research methods. Track record in drafting research findings and/or reports for publication; experience in the coordination of multiple technical partners/agencies; proven experience in writing reports and technical documents; proven experience in the organization of meetings and events. Considerable experience in writing and editing, including donor reports. Proven experience leading successful donor monitoring review missions. Experience in coordinating and managing diverse groups and working in collaboration with other organizations, including interagency collaboration in the areas of sustainable development and intellectual property.
Desirable: Experience with WHO. Experience working directly in the areas of health research and development. Track record working directly with expert working groups or similar groups. Knowledge of WHO policies and procedures an advantage. Proven track record working in a multi-cultural environment an advantage.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3564 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
