Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Operations, the Shelter/NFI Cluster and Pipeline Coordinator will be in charge of coordinating the Shelter and Non-Food Items (NFI) cluster and the overall management of IOM South Sudan core pipeline program which aims to strengthen both S/NFI and WASH Clusters capacity to respond to critical humanitarian needs in South Sudan.

Core Functions / Responsibilities:

SNFI CLUSTER COORDINATION
1. Lead the development of a comprehensive cluster strategy that incorporates all phases of the clusters response, including preparedness, front line response and capacity building, with an emphasis on creating environmentally friendly solutions for the country.
2. Actively participate in the Inter Cluster Coordinating Group (ICCG) to ensure adequate consideration of the Shelter and NFI needs and the coordination with other clusters with regards to the humanitarian strategy and response in South Sudan.
3. Convene and chair regular Shelter and NFI cluster coordination meetings at the National level. Identify, support and coordinate a network of Shelter and NFI focal points across all states of South Sudan, to enable effective and coordinated field-level strategy, emergency preparedness and response.
4. Prepare and revise when necessary and as the needs evolve, drawing upon relevant lessons learned, Shelter and NFI cluster documents, strategies, guidelines, action plans and cluster's terms of reference.
5. Supervise Cluster Information Management (IM) process and strengthen the knowledge management to ensure and provide timely cluster analysis, leading to a joint identification of gaps and development of cluster-specific response strategies; ensure that cluster strategy is aligned with the Humanitarian Response Plan (HRP) and Humanitarian Needs Overview (HNO).
6. Plan, coordinate and deliver training/ capacity building opportunities to Shelter and NFI cluster partners on prioritized areas, with a view to improving quality and efficiency of Shelter and NFI distributions across all states of South Sudan, including support efforts to strengthen the capacity of the national authorities and civil society.
7. Ensure integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS, age, disabilities, protection mainstreaming, Prevention of Sexual Exploitation and Abuse (PSEA) and community participatory approaches) and promote gender equality by ensuring that the needs of women and girls as well as men and boys are addressed.
8. In consultation with cluster partners, plan and participate in inter-agency needs assessments as required.
9. Coordinate Shelter and NFI distributions with cluster partners as well as with other clusters involved in responding to the needs.
10. Advocate on behalf of the cluster for donors to fund priority sector activities and for sufficient funding of all Shelter and NFI partners, while at the same time encouraging cluster partners to mobilize resources for their activities through their usual channels.

PIPELINE COORDINATION
11. Plan, execute and oversee all phases of IOM core pipeline program implementation to guarantee that scope, budget, time and quality are in accordance to the different projects specifications, donor agreement and IOM rules and regulations.
12. In coordination with Resource Management, ensure the integrity of financial and administrative operation of the program implementation by oversee the financial and budgetary aspects of the projects, in line with IOM policies and donor requirement.
13. Supervise, mentor and monitor performance of staff under supervision; ensure adequate and appropriate capacity building are provided to the pipeline team. In coordination with Logistic and Warehouse officers, to provide staff training for logistics and warehouse staff, including quality control training, related to pipeline supplies management.
14. Establish and maintain solid working relationship with S/NFI Cluster, WASH Cluster, LogCluster, partners, donors and other key stakeholders for the successful of pipeline program implementation in South Sudan. Liaise actively with Clusters and donors to advocate adequate funding, identify new funding opportunities and/or partnership for the growth of pipeline program.
15. Actively coordinate with Logistic, Warehouse and Security unit for the improvement of IOM warehouse condition and management in South Sudan to mitigate risks of supply loss due to internal mismanagement. Ensure the warehouse management practices is based on IOM institutional warehouse manual.
16. In coordination with the Resource Management Unit and Procurement and Logistics Unit, oversee all pipeline program related supplies procurement and preposition, including managing the long-term agreement (LTA) with vendors, ensuring that the processes are transparent and in line with IOM and donor’s regulations.
17. Identify country level needs for stockpiling of NFIs and coordinate closely with Clusters and other NFI partners to ensure the strategic pre-positioning of NFIs and Emergency Shelter materials throughout the country.
18. Ensure that the stocks of Shelter/NFI and WASH items are well accounted and updated at the stipulated dates into the respective pipeline online stocks of emergency supplies managed by the Shelter/NFI and WASH clusters respectively. Coordinate the release of items to the requesting agencies from IOM warehouses after receiving endorsement by the cluster coordination teams from Shelter/NFI or WASH.
19. Coordinate internally within IOM units / programs the implementation of activities and ensure that inter-sectoral activities / approaches are planned and coordinated with the respective units / programs. Prepare proposals for funding, projects reports, situation reports and other necessary or required program updates by the management.
20. Ensure the monitoring and evaluation of the pipeline program is executed effectively and based on IOM Monitoring, Evaluation and Learning framework. Plan and oversee the post distribution monitoring exercises. Request and review post distribution reports from the receiving agencies and ensure that the register of distribution is updated to the actual figures of utilization
of items, especially in terms of beneficiary numbers reached.
21. Ensure cross-cutting issues are integrated in the Pipeline programming such as Gender-Based Violence (GBV), Protection, Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance. Work with IOM leadership to develop/support initiatives that foster an organizational culture that prevents Sexual Exploitation and Abuse/Sexual Harassment and Abuse (SEA/SHA), and promotes a respectful working environment and is supportive of women’s rights and gender equality including taking action to manage risks for SEA/SHA within the unit. As the Unit head collaborate and coordinate in overseeing training of all staff on IOM/UN Policies on SEA, SHA, Standards of Conduct, AAP and Respectful Working Environments.
22. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Social Sciences, Disaster Management, International relations, Conflict Management, Human Rights, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Solid experience in humanitarian response operations or any related field experience;
• Experience in emergency, project implementation and management including project monitoring and reporting is an advantage; and,
• Previous management experience in emergency operations settings.

Skills
• Excellent interpersonal and communication skills including relationship management, influencing skills, networking;
• Familiarity with the humanitarian architecture (cluster system), humanitarian appeals, humanitarian response plans and common humanitarian funds;
• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email;
• Flexibility, resilience and ability to deploy to deep field locations;
• Strong networking capacities for constructive relationships with all humanitarian actors.

Languages
IOM’s official languages are English, French, and Spanish.

English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
