Quelle équipe allez-vous rejoindre ?
Vous allez rejoindre le groupe AFD en Turquie en tant que chargé.e de projets expérimenté – développement urbain basé à Istanbul.
Depuis 2004 et le groupe AFD a financé un ensemble de projets pour un montant cumulé de 3 milliards d’euros dans plusieurs domaines : transports publics, développement agricole, politique forestière, industries, hôpitaux, énergies renouvelables, amélioration des conditions d’emploi, notamment des femmes… en mobilisant des instruments financiers variés : financement de projets publics et privés, lignes de crédit bancaires, prêts de politique publique, mobilisation d’expertise. Le siège de l’AFD en Turquie est à Istanbul et l’AFD dispose d’un bureau à Ankara.
Quel sera votre rôle ?
Vos principales missions :
Assurer l’identification de projets susceptibles d’être financés par l’AFD,
Développer et suivre le portefeuille d’opérations dans le secteur du développement urbain (eau & assainissement, déchet, transport collectif etc.) ;
Faire valoir l’approche d’un bailleur comme AFD sur le développement urbain, en particulier, le sujet ville-climat (smart cities, livable cities, green and resilient cities etc.) en lien avec les objectives de développement durable et les agendas de l’Accord de Paris.
Et vos activités :
Prospecter et identifier des opérations relevant du secteur du développement urbain ; Participer à l’instruction, à l’évaluation et à la contractualisation des projets en lien avec l’équipe de projet multidisciplinaire du siège (technique, financier, environnemental et social, climat, passation de marché, conformité, juridique, etc.) et les partenaires externes (bailleurs, consultants, emprunteurs, autorités centrales, ONG, équipe France etc.) ;
Assurer le suivi d’exécution des projets (y compris volet technique et volet risque financier des bénéficiaires) et assurer la qualité et le contrôle de risques en lien avec les procédures de l’AFD (en particulier, les principes de passation de marchés, la gestion du risque environnemental et social etc.);
Organiser et accompagner les missions d’évaluation et de supervision de l’agence ou du siège de l’AFD ;
Développer des initiatives de production intellectuelle, assurer une veille sectorielle et participer à l’animation du dialogue sectoriel.
Qui recherchons-nous ?
1. Compétences recherchées :
Vous avez au minimum 10 ans d’expérience professionnelle pertinente sur le développement urbain ; l’expérience dans les secteurs tels que eau & assainissement, déchet, ou planification urbaine et ville-climat serait un plus ;
Une expérience professionnelle ou une connaissance des fonctionnements d’une institution financière internationale (bailleurs internationaux ou bilatéraux) serait un plus ;
Vous avez su mener l’analyse technique et sectorielle de projets (cohérence avec les politiques publiques, l’analyse des besoins et des enjeux, faisabilité technique et financière d’un investissement) ;
Vous avez la capacité de coordonner un réseau d’acteurs externes et internes au sein de l’équipe projet multidisciplinaire, pour faire avancer l’instruction du financement ;
Vous avez la capacité de faire comprendre le contexte local et les spécificités turques et trouver des solutions adaptées.
2. Qualités humaines / relationnelles :
Vous êtes reconnu.e pour votre force d’initiative et votre capacité à trouver des réponses aux difficultés (institutionnelles, opérationnelles…) tout en étant rigoureux.euse sur l’application de normes et standards AFD ;
Vous aimez travailler en équipe et disposez d’une bonne qualité d’écoute et d’une forte capacité de faire valoir vos arguments ;
Vous êtes impliqué.e et autonome.
3. Niveau d’étude/diplôme
Vous avez une formation d’ingénieur (niveau master ou équivalent).
4. Langues :
vous maitrisez parfaitement le turc et de l’anglais ;
vous avez appris le français ou souhaitez-vous y mettre.

Which team are you going to join?
You will join the AFD group in Turkey as a Project Officer in charge of urban development for its main office in Istanbul.
The French Development Agency (“Agence Française de Développement” or “AFD”) is an International Financial Institution, wholly owned by the French State. It’s the main operator in charge of France’s International cooperation and development in over 100 developing and emerging countries in the world.
Since the opening of its office in Turkey in 2004, AFD Group has committed some EUR 3 billion of financing in the country to support projects in several sectors: urban transportation, agricultural development, forest policies, industries, hospitals, renewable energy, improvement of job conditions and gender equality… by mobilizing various financial instruments and technical expertise. AFD Group is working with a wide range of stakeholders: central government, local authorities, public companies, NGOs, financial institutions and private sector. AFD Turkey has its main office in Istanbul and opened a second office in Ankara recently.
What will your role be?
Your main Missions:
Originate and identify projects and operations likely to be supported by AFD;
Develop and monitor the portfolio in urban development sector (water and sanitation, solid waste, urban transportation etc.)
Promote AFD’s approach in urban development, in particular, city & climate (smart cities, livable cities, green and resilience cities etc.) in alignment with the Sustainable Development Goals and the Paris Climate Agreement Agendas.
With the following Duties:
Originate and identify projects and operations in urban development sector, prepare the project identification document to get clearance in principle from AFD’s internal committee, participate in appraisal process within a multi-disciplinary project team (technical, financial, environmental and social, climate, procurement, KYC, legal specialists) and coordinate external partners (co-financing partners, consultants, beneficiaries, central government, NGOs, French partners);
Follow-up and monitor the implementation of projects (including technical and financial aspects) and ensure quality and risk control in compliance with AFD’s internal policies and procedures (in particular, procurement, environmental & social risk management etc.);
Organize and participate in appraisal and supervision missions from AFD’s headquarters or for AFD Turkey;
Develop the intellectual production initiatives, follow up the main trends in the urban development sector and participate in policy dialogue and communication activities.
Who are we looking for?
1. Skills sought:
You have at least 10 years of relevant work experience in urban development; proven experience in sectors such as water and sanitation, solid waste, or urban planning and sustainable city & climate would be an advantage;
Your work experience with an international financial institution (multilateral or bilateral donors) or at least knowledge of its functioning, would be an advantage;
You have successfully conducted technical and sectoral analysis (coherence with public policies, analysis of needs and of stakes, technical and financial feasibility of an investment); Dialogue capacity with the partners to identify opportunities in line with AFD’s strategy and financing tools;
You are an active team member within the multi-disciplinary team, demonstrate capacity to co-ordinate a network of external and internal actors to move forward the project appraisal process and implementation;
You have capacity to understand and explain local context and Turkish specificity and to find adapted solutions.
2. Human / relational qualities:
You are recognized as being proactive and being solution-oriented, but also rigorous in application of AFD’s high standards;
You like working in a team, experienced in coordination with multi-disciplinary experts
You are committed and have demonstrated capacity to work in large autonomy.
3. Level of education/diplomas:
Engineering education background with advanced university degree (Master or equivalent);
4. Languages,
You have excellent English and Turkish both in verbal and written forms, at least a basic level in French (willing to learn and progress in French)
