Scope of Work
Context
Catholic Relief Services (CRS) Niger received a five-year grant from USAID (FY19-FY23) for the implementation of Girma, a food security and livelihood improvement project for vulnerable rural households of the departments of Magaria and Dungass in the Zinder region. Girma means dignity, prestige and growth in Hausa, and will work with individuals, households, communities, and the government as equal partners to improve the nutritional status of the target households and ensure their stable and diversified livelihoods. Girma will help communities grow with dignity and pride in what they do together in different sectors. Indeed, Girma targets vulnerable populations in an area where food security, nutrition, access to drinking water, access to natural resources and especially the extent of poverty (especially among women and youth) are a major concern.
It is in this context that Girma developed an innovative package of activities, the Economic Empowerment Package for Destitute Households (HHs), for the most vulnerable households in the targeted communities.
The Economic Empowerment Package (EEP) for Destitute Households is an intensive, holistic and coordinated set of interventions that help the targeted HHs to engage in viable economic activities CRS will adapt the Graduation approach with the context of the project, and will target 11,405 HHs identified as destitute (less than 0.4 ha of agricultural land and less than two months of cereal stock). 4,836 of these destitute HH are female headed and 1,738 include a member living with a disability (representing 28% of female headed HH and 30% of HH with a member living with a disability in the target zones).
The Economic Empowerment Package for Destitute Households
Under Girma, the EEP begins by identifying target HHs and addressing immediate food and nutrition security needs with vouchers for nutritious food and vouchers for fortified food (for households having children aged 6-23 months). From the outset of the EEP’s 18-month lifecycle, participants will receive coaching and mentoring from dedicated, resident coaches (working with 24 households each), who themselves report to supervisors. After six months, recipients will be organized into SILC groups (or join existing ones). Girma will provide small grants (seeds, a small ruminant and fodderor others potential economic activities) to women, who have identified and developed a plan for an IGA. The grant recipients receive training in SMART Skills such as group organization, financial education, etc.
The individualized accompaniment provided to each household by Girma’s coach is an important risk mitigation mechanism, while the grouping of EEP households broadens and deepens their social network. As support progresses, participating HHs will leave behind destitution and move into a recovery period in which they can begin to participate in other Girma activities to put themselves on the pathway to food security, resilience, and sustainable livelihoods.
Technical Assistance Justification
CRS Niger has a strong experience in implementing traditional food security projects, but not in implementing activity packages specifically devoted to the ultra-poor. More particularly, the EEP holistic coaching approach, involving business/financial training, but also life skills, needs to be refined before starting implementation. CRS Niger will therefore need external expertise for refining the coaching approach and developing coaching tools. This SOW describes the support needed.

Submission of a technical and financial proposal
The bidding consultants must submit a technical and financial proposal to CRS Niger, either individually or as a team or as a firm/NGO. Applications can be written either in English or French.
The technical offer should include: (i) a one-page summary of the objectives and deliverables of the consultancy, including any changes or improvements that the Consultant proposes to improve the Scope of Work; (ii) the technical design and methodology proposed for the Technical Assistance, as well as a detailed work plan; (iii) finally, any relevant experience of the consultant, the schedule and timing of the service, and references to similar services already performed by the consultant. The consultant’s Curriculum Vitae must be attached to the submission.
The financial offer must be presented in the form of a table specifying the total amount and the detail of the costs of the service.
Responsibilities of CRS Niger
Make available to the selected consultant the necessary documentation on the project, on CRS and on the Girma project area;
Deploy one project staff (the SILC and EEP Officer) for supporting the consultant’s activities;
Monitor the implementation of the consultancy in the field;
Participate in briefing and debriefing meetings with the consultant;
Evaluate and assess the level of compliance with the commitments contained in the service contract.
Consultant’s responsibilities
Conduct the consultancy according to the terms of reference (context, objectives and deliverables listed above) and to the technical offer validated by both parties;
Participate in briefing and debriefing sessions with project staff;
Respect the workplan validated by CRS;
Provide a draft version of all deliverables;
Consider the comments provided by the project team on the draft deliverables before finalization;
Provide a final version of the deliverables.
Consultant’s profile
The consultant(s) must have:
Demonstrated experience in design and implementation of economic empowerment approaches targeting the ultra-poor
Demonstrated experience in curriculum design for low-literacy population
Experience with household coaching approaches relying on community-recruited coaches
At least 10 years’ professional experience in rural development
A very good knowledge and working experience in the Sahel
A Master’s Degree (or equivalent) in a relevant field for the study ;
Counting and analysis of offers and selection of the consultants
Although it is expected that one of the applicants will be selected as a result of this call, CRS has the right not to accept any of the offers submitted. Individuals, teams and NGOs/firms are all allowed to apply for this consultancy. The evaluation of the offers will cover both the technical and the financial part on a total of 100 points. The technical offers will be evaluated on a total of 80 points. Only technical offers with at least 65 out of 80 points will be considered for the financial evaluation. The evaluation criteria are in order of importance:

Expertise of the Consultant: 25 points
Implementation Schedule: 15 points
References (to similar services): 5 points
Financial bid least distant: 20 points.
The expenses incurred by the applicants to respond to this solicitation are under their entire responsibility.
After the result of the overall analysis, the technical commission chooses the contractor to conduct the service.
