Organizational Setting
The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Indian Ocean Island States (Comoros, Madagascar, Mauritius and Seychelles) covered by the multi-accreditation FAO Representation Office in Antananarivo. The current Country Programming Frameworks (CPF) for the period of 2022‑2025 contribute to national government programmes, UNSDCFs, to the Indian Ocean Commission (IOC) and other regional institutions vision and initiatives, and to the FAO strategic framework (4Bs) aligned to the SDGs. The incumbent’s tasks will largely fall under these national, regional and global levels frameworks. The contract extension will be considered based on the consultant performance and fund availability.
Reporting Lines
The incumbent will work under the direct supervision of the FAO Representative in Madagascar, Comoros, Mauritius and Seychelles, and in full collaboration with the Deputy FAO Representative in Madagascar, Comoros, Mauritius and Seychelles, the Programme Officers in Madagascar and in Comoros and the National Correspondents in Mauritius and Seychelles. The incumbent shall ensure collaboration with other Units heads, and the coordination of the communication team within the four countries covered. In close collaboration with OCC branches and focal points, and in regular consultation and Coordination with the Regional Communication Officer, FAORAF, the incumbent shall ensure coherence with FAO’s corporate communication policy and operational guidelines for all communication and information outputs, and shall ensure compliance with OCC standards, appropriate review and clearance processes.

Strategic Communication, Knowledge Sharing and Capacity Development
TASKS AND RESPONSIBILITIES
• Lead the communication team to ensure harmony, uniformity and broad synergy between the communication activities of the Representation's entire project portfolio;
• Coordinate and supervise technical resources and consultants as necessary; conduct and implement an effective performance planning, monitoringand development programme as required;
• Develop a compelling, fit-for-purpose and fit-for-size communications and advocacy strategy that respects, leverages, mobilizes and brings together partners and donors. It is to amplify voice so that decision-makers and stakeholders at global, regional and local levels meaningfully address gendered needs in effective, resilient and sustainable food systems, and national and regional issues identified through programmatic vision;
• Provide Technical Support, Data-based Analysis, and Knowledge sharing presentation to better inform, educate and change behavior in a positive way at all levels; provide technical advice to strengthen and support visibility, advocacy, scientific communication, communication for development, resources mobilization and public information;
• Support and assist the Management team and Technical project Coordinators to deliver programme communication components;
• Build relationships with mass media, opinion leaders and key influencers, and coordinate with FAO and other development partners communications teams;
• Conduct activities to develop local capacity and strategy for all external and internal communication activities;
• Ensure coherence with corporate visibility and style guidelines, and consistency in FAO's messaging and information communications' outputs in English and French, as well as enables cost-effectiveness in use of communication-related resources;
• Provide proof reading, translation and/or technical inputs to reports, events, and support field missions as needed;
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in a field related to communication, social sciences, international relation, and other FAO’s work related fields; a doctoral degree would be a plus.
• At least 12 years of relevant experience in communication related to food security and nutrition, agricultural value chains, food systems, natural resources and environment, etc.
• Working knowledge of English and French with proven excellent writing skills; working knowledge of Malagasy is also essential.
• Nationality of Madagascar or resident in the country with a regular work permit.

• Experience in working for Development Projects/international organizations/UN Agencies/NGOs;

• Familiarity with FAO work worldwide and particularly in Madagascar, Comoros, Mauritius and Seychelles.
• Excellent computer skills: knowledge of MS Word, Outlook, Excel, PowerPoint, email/internet software, Adobe infographic, photo, video and audio treatment, Digital applications for data storing, sharing and online editing (Sharepoint, Drive, etc.)
