Task description :
The 5th phase of the Sustainable Land Management Programme (SLM V), financed by the German development bank Kreditanstalt für Wiederaufbau (KfW) and implemented by the Ministry of Agriculture of the Republic of Ethiopia (MoA), intends to reduce land degradation of the Lake Chamo Basin (intervention area) in the Southern Nations Nationalities and Peoples Region (SNNPR), through sustainable land management and restoration measures in the basin area, thereby increasing livelihood and food security of small farm households.

Qualifications :
Qualifications

Education : Master degree in procurement, business administration, accounting, logistical supply management, financial management or a similar field;

Sectoral Experience: At least 7 years of practical work experience in this field, gained in international organisations, and/or funding agencies;

Good knowledge of administrative procedures and experience in programme/project implementation, procurement, and financial management;

Donor experience: Track record for work in projects funded by international donors and experience with their policies, procedures and operational guidelines for financial management;

Previous work for a project funded by German Financial Cooperation (esp. KfW) would be a strong asset;

Proficiency in computerized financial management systems;

Language: C1 proficiency level in English and Amharic;

Good communication and training skills.

Tasks

Assist and advise the project coordination unit (PCU) in the administrative aspects of the day-to-day implementation of project activities;

Elaborate together with other experts and in coordination with the other members of the PCU a Financial Management Operational Manual (as integral part of the Project Implementation Manual);

Work with the PCU towards developing tender documents for procurement of services and products;

Participate in the elaboration of annual operational and work plans and periodical planning, in particular with regard to procurement and financial management related issues;

Establish a transparent accounting and financial reporting system, which allows to track budget amendments, expenditures versus outputs produced, and the disbursement status with a delay of not more than one month;

Prepare Terms of Reference and tender documents for the awarding of contracts for providing goods and services, and support organising and supervising the tender processes;

Support organising and supervising the tender processes; make sure that all tender procedures are in line with KfW’s rules and regulations and with the more specific provisions made in the Separate Agreement concluded between MoA and KfW;

Set up and manage an adequate financial management system for the Project in accordance with KfW rules and regulations for financial management, in particular with regard to the management of the Disposition Fund;

Assist in coordinating the elaboration of prioritised annual management and implementation plans and periodical planning;

Support the financial management of the programme;

Preparation of documents required for the requests for disbursement;

Preparation of the financial reports based on the monitoring of the financial aspects of project implementation (disbursement against agreed budget etc.);

Support MoA and KfW in audit and evaluation/review processes.

Location: The Financial Management and Procurement Officer will be based either in Arba Minch or in Addis Ababa.
