Our office is in Dublin 2 and we are currently working a hybrid model (50% remote working) and offer flexi time.

The job:

The Head of Grant Compliance will manage the Grant Compliance Unit in providing technical support on funding received from institutional donors. The team will be the focal point in Concern for grant compliance queries and issues.

This role will liaise with people across the organisation providing support and training relating to issues within its remit.

If you join us, this is what you will be doing:

Manage the Grant Compliance Unit;
Managing the continued rollout of Concern’s Compliance Strategy.
Ensuring that the key tasks of the Grant Compliance Unit are carried out – these include:
Updating and developing donor specific guidelines;
Participating in the development of Concern guidelines and policies that impact or support donor compliance;
Co-ordinating HQ donor audits including ECHO and the annual US Government audit;
Supporting field donor audits;
Tracking audit issues, donor queries and disallowances.
Reviewing and consolidating all Irish Aid ICSP budgets and financial reports;
Working with the Finance Team to identify improved reporting mechanisms;
Developing specific donor related training tools;
Developing lessons learned documentation from donor audits and queries from field teams and ensuring guidelines are updated accordingly.
Working with various departments in Concern to ensure that HQ donor audit recommendations are implemented within agreed time frames;
Oversee the Concern Compliance Network;
Ensuring that donor compliance visits occur annually;
Working with the Director of Compliance Services to identify where (and what) additional support can be given to improve grant compliance across the organisation.

Participate in organisational working groups as required;
Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing learning and best practice;
Carry out other tasks as appropriate under the direction of the Director of Compliance Services.
Skills you will bring:

Essential:

Professionally Qualified Accountant ACCA, CIMA, ACA, CPA or Relevant Masters Qualification
Extensive experience of reporting to large institutional donors such as the EU, ECHO, Irish Aid, FCDO and US Government
Thorough understanding of the principles and application of good corporate governance, business and operational risk and control processes and procedures
Five years’ experience working in the international development sector
Experience of managing donor audits
Experience of developing guidelines/manuals
Knowledge of Excel and accountancy packages (preferably MGP)
Fluent spoken and written English and ability to communicate clearly and effectively, both orally and in writing
Excellent organisational and planning skills
Analytical and problem solving skills
Training and staff development experience
Ability to work under pressure often to strict deadlines
Flexible, adaptable, and a sense of humour
Cross cultural awareness and empathy with organisational goals
Desirable:

Knowledge of French
Knowledge of dealing with Commercial Contracts
You will report to The Director of Compliance Services and work with all Concern staff, institutional donors, partner organisations and external suppliers.

The salary is from €62,393- €73,405 (band 6) and this is a permanent contract.
