In order to strengthen its team, Plan International Burkina Faso is seeking highly qualified candidates to fill the position of Head of Grants and Business Development based in Ouagadougou.

Nature of the contract: Local Fixed-term contract, renewable depending on performance and budget availability

PURPOSE OF THE POSITION
This post is to ensure effective wining proposal development and donor compliance in project implementation and reporting while optimizing grants performance records from specific donors in coordination with programme implementation & technical teams. The incumbent will support the achievement of country fundraising targets.

ACCOUNTABILITIES
Under the direct supervision of the Resident Representative, he/she has the following responsibilities:
• Collect data & gather information to support reporting commitments and requirements for both narrative and financial reports and assist in the preparation of quality and timely reports as appropriate;
• Review and ensure that all project reporting and documentation requirements are met (quality & timeliness) with attention to ensuring that narrative and financial reports are prepared and submitted in accordance with agreements with donors;
• Ensure that reporting plans are developed, updated and circulated, and that report tracking matrix is properly managed, and that issues including delays are immediately reported to the Head of Business Development;
• Contribute to monthly and quarterly Grant department reports;
• Ensure that all Funding Approval Documents (FADs) are drafted in accordance with FAD approval process and properly supported and signed on a timely basis;
• Conduct monitoring and support visits to grant projects as needed to support reporting and resolve grant management issues (e.g., compliance with donor requirements) and advise the Country Director and Head of Programme Implementation immediately of any potential issues of non-compliance from Plan International or partners;
• Responsible for updating, maintaining and disseminating FAD/grant files and filling systems (electronically) and ensuring that the workflows are completed by the Grants Coordinator;
• Provide support to the Grants Accountant and Program Units as needed to ensure that the necessary and relevant grant documents are available at Program Units
• Give support to grant start-up processes including participation in grant start-up workshops, budget preparation and mapping;
• Act as resource point person about grant compliance issues related to donor requirements; • Ensure that Grant/FAD issues are identified and resolved in relation with the Grants Coordinator and report to the Country Director as needed;
• Monitor closely project logical frameworks and the overall progress in the realization of the outcomes of each of the grants funded projects to ensure effective contribution to the development of more detailed learning system;
• Search for fundraising opportunities, review and summarize funding requirements from relevant opportunities in collaboration with the program technical team;
• Support in researching and updating pertinent statistical data indicators, sectoral studies, governmental and non-governmental strategic plans and other relevant documentation on Burkina Faso;
• Work with the program staff in the preparation and/or review of new proposals and proposal budgets;
• Manage and develop the performance of the Grants Coordinator under his responsibility to ensure delivery of quality support and services. This includes agree, monitor and evaluate individual accountability and personal development plans as per Plan International’s performance management policy and process;
• Assist the Country Director regarding communications to/from National Offices and donors;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
 Essential
• Excellent understanding of management of big donor grants
• Excellent understanding of financial tracking and project cost control processes
• Good understanding of EU, EC, CIDA, DFID and other key donors’ procedures and requirements in securing grants funding
• Excellent analytical skills
• Good understanding of project logical framework and monitoring and evaluation systems;
• Excellent understanding of developmental issues in Burkina Faso and globally;
• Good understanding of fundraising opportunities and mapping out strategies to secure donor grants;
• Innovative, practical and field oriented for the implementation of grants projects;
• Good knowledge in budget preparations and management;
• Excellent written and verbal communications skills;
• Computer proficiency in the use of information technology especially Word, Excel, PowerPoint and Internet;
• Ability to prioritize/handles large volume of work and meet deadlines;
• Ability to work under pressure
• Ability to properly document and proficiency in filing documents;
• Humble, respectful and able to work calmly under pressure;
• Flexibility and accountability, and respect for deadlines;
• Committed to the defence of the rights of children, social justice, and gender issues • Creates strong sense of purpose within team and to stakeholders;

 Desirable
• Experience of working with children and communities and managing child-related program and projects.
