Job Description Summary : Design and lead the implementation of WFP’s school feeding program, working closely with internal teams and external partners. The role supports coordination, fosters collaboration, and helps shape strategic thinking around school feeding and its links to social protection, nutrition, and community resilience.

Job Description BACKGROUND Sudan’s education sector is under immense strain, impacted by multiple overlapping crises including tribal conflict, large-scale displacement, recurrent flooding, widespread food insecurity, and chronic undernutrition among school-aged children. These challenges are compounded by insufficient funding, low teacher remuneration, and widespread school closures. According to the national Education Cluster, over nine (9) million school-aged children are currently out of school and more than 10,400 schools have closed due to violence and displacement. Children from the most vulnerable households are disproportionately affected, facing prolonged disruptions to learning as school calendars are delayed and classes interrupted. This crisis is unfolding within one of the world’s most severe humanitarian emergencies. Between December 2024 and May 2025, over 24.6 million people in Sudan were projected to face acute food insecurity and more than 10 million have been displaced. Children are among the hardest hit, with 13.6 million in need of assistance and 3.7 million children under five and pregnant or breastfeeding women suffering from acute malnutrition, placing Sudan among the countries with the highest rates globally. The ongoing conflict has decimated livelihoods, broken down essential services, and dealt a heavy blow to the education system. In response, the World Food Programme’s Home-Grown School Feeding program is a crucial intervention that links nutrition, education, and local food systems. By sourcing food from local farmers and supporting school meal delivery, the program not only encourages school attendance but also strengthens livelihoods and community resilience. In the 2021 to 2022 school year, WFP supported over two million children across 15 states. Although activities were temporarily paused in 2023 due to conflict, operations resumed in March 2024, reaching nearly 500,000 children in five (5) eastern states including Gedaref, Kassala, River Nile, White Nile, and Northern. Looking ahead, WFP Sudan aims to sustain and scale up the school feeding program with a focus on adaptive implementation, continuous learning, and strategic integration. To support this effort, the Country Office is seeking a Programme Policy Officer to join the team. This role will be central in coordinating and implementing school feeding activities, generating and applying lessons learned, and contributing to strategic and technical thinking around education, nutrition, social protection, and resilience. The Officer will work closely with internal teams and external partners to ensure that school feeding remains a reliable pillar of support for Sudan’s children during this critical time.

ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct supervision of the Head of Nutrition and School Based Program Unit, the consultant will be responsible for the following key duties: Programme Design and Implementation Lead the design and implementation of school feeding in Sudan, including the roll out of HGSF in targeted states by ensuring adherence to the operational plan. Explore and identify opportunities within relevant sectors (education, agriculture, nutrition, social protection, resilience) that can improve the quality of the school feeding program in Sudan. • Contribute to (and when required) lead the development of fund proposals, concept notes, position papers, donor briefs as necessary. • Conduct regular monitoring visits especially for the HGSF pilots to support field staff, partners including government in the operation. • Coordinate closely with functional units (Food Systems, Nutrition, Social Protection CBT/IDM, Procurement, Supply chain (CBT), Finance) for effective planning and with FOs to ensure timely distributions. • Oversee the day-to-day management of HGSF activities, ensuring that food is delivered in a timely manner by coordination effectively with FOs and Supply chain. • Oversee FO distribution performance through monthly coordination meetings as well as the monthly output tracker and the dispatch, delivery and distribution (DDD) tracker. • Stakeholder Coordination; Partnerships Development and Capacity Strengthening Directly engage, advocate and liaise with government counterparts, donors, UN agencies and other counterparts at appropriate inter agency fora. • Coordinate with the Ministry of Education to ensure alignment to the MoU workplan actions. Update the existing MoU & workplan as necessary. • Engage with potential donors to the program to develop multiyear program proposals and budgets such as EU, German, AFDB, Japan and World Bank. • Represent WFP into key strategic coordination platforms such as Local Education Group (LEG) and Education cluster ensuring that school feeding is adequately recognized. Coordinate with Hub Offices, cross-functional teams to manage the implementation of the program. • Coordinate relevant donors and key stakeholder visits. Develop internal and external coordination systems for better communication within the unit, country office and Global HQ. Provide ongoing capacity strengthening to WFP school feeding staff and partners as necessary. Evidence Generation and Knowledge Management Support all monitoring and evaluation processes including research, surveys, evaluations, documentation and dissemination of lessons learnt. Review school feeding and HGSF indicators and ensure adoption and use by field-level staff in all reports. • Support decentralized program evaluations Coordinate internal and external reports including monthly, quarterly, impromptu and annual reports. • Lead/support the development of nutrition-sensitive materials, visibility products Create knowledge products like quarterly reports, newsletters, factsheets, video, checklists, guidance documents and case studies/success stories. • Ensure proper documentation of all program activities for accountability and transparency.

Compliance and Safeguarding Ensure compliance with relevant donor guidelines, organizational policies, and local regulations. Any other tasks as required.

ACCOUNTABILITIES /RESPONSIBILITIES: Lead the roll-out of HGSF in Sudan, ensuring documentation of key lessons for scale-up and for improvement of programme implementation Facilitate utilization of generated evidence within WFP Sudan, sectoral partners including donors and feed into the regional knowledge management efforts around HGSF Maintain up-to-date visibility materials on the program including newsletters, quarterly narrative updates • Contribute to generation of specific and generic Concept Notes for purposes of resource mobilization. • Actively engage in Unit activities as assigned, ensuring team approach to results. • Cooperating Partners management.

DELIVERABLES : Efficient and effective implementation of the HGSF program evidenced from program reports, evaluations and case studies • Comprehensive documentation of lessons learned, highlighting successes, bottlenecks, and comparative insights from various procurement and delivery models. Development of case studies showcasing innovative approaches, impact on local economies, and community engagement. A high-quality HGSF Advocacy Brief tailored for policy engagement and resource mobilization, highlighting the program’s impact on education, nutrition, and local food systems. • Timely and comprehensive submission of programmatic reports including weekly field updates, monthly implementation briefs, quarterly progress reports and annual consolidated reports capturing achievements, gaps, and recommendations • Consolidated partner review reports summarizing key outcomes of review meetings, feedback loops with stakeholders, and recommendations for strengthening collaboration and coordination.

QUALIFICATIONS & EXPERIENCE REQUIRED: Desired experiences for entry into the role: At least 5 years of hands-on experience in designing, implementing, and scaling HomeGrown School Feeding (HGSF) programmes, ideally in both emergency and development contexts. • Proven technical expertise in school feeding, with demonstrated exposure to integrated areas such as nutrition, social protection, and resilience programming. • Experience leading multi-stakeholder programme implementation at field and national levels, with strong coordination and problem-solving skills in complex and fluid operating environments. • Demonstrated ability to engage in strategic planning and contribute meaningfully to policy dialogue, advocacy, and the development of programmatic frameworks.

Strong track record of working collaboratively with government counterparts, development partners, and communities to build sustainable and nationally owned systems. • Experience in capacity strengthening and systems development to enhance programme quality and long-term impact.

Education: Advanced University degree in International Affairs, Economics, Nutrition, Agriculture, Environmental Science, Social Sciences, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least three years of relevant professional experience in school-based programmes; with at least two years of designing and implementing home grown school feeding in complex humanitarian operations.

Knowledge & Skills: Demonstratable technical knowledge of designing and implementing Home Grown School Feeding, understanding of integrated programming especially across sectors such as nutrition, food security, social protection, resilience. As this programme will eventually be implemented with the government, knowledge of working with government entities is desirable. Knowledge of monitoring, documentation and donors report writing is an added advantage.

Languages: Fluency in oral and written English, Arabic an added advantage
