PROJECT BACKGROUND AND JOB PURPOSE
WFP Cameroon is developing its 2nd generation Country Strategic Plan (CSP) for 2022-2026 to support progress towards zero hunger. The development of the CSP will involve an analytical and consultative process that will determine how best WFP operations can support national efforts to address hunger.
WFP Cameroon operation is an L2 emergency, with increasingly complex situations in the North West, South West, and Far North regions.
In view of this transition, the WFP Cameroon Office, requires a staff capacity with the right profiles to deliver this ambitious programme in support of the Country Strategic Plan (CSP) and agenda to achieve Sustainable Development Goal 2:” Zero Hunger”
KEY ACCOUNTABILITIES AND DELIVERABLES (not all-inclusive)
Under the direct supervision and guidance of the Head of Human Resources, the HR Consultant will support the Organizational Redesign and other HR operations and activities:
Support the organizational redesign to identify staffing structure needs to meet the operational needs of the newly developed CSP.
Lead the implementation of HR activities or projects arising from the Organizational Redesign review exercise in-country while following standard processes and ensuring alignment with wider WFP policies.
Lead the change management process ensuring timely and effective communication with Country Office leadership and Heads of Unit, staff representatives and staff in general.
Lead the recruitment process for all staff categories based on the sourcing plan which will include active search/head-hunting for suitable profiles recommended.
Deliver onboarding activities which ensure that employees have a positive experience of WFP and that new staff are successfully integrated into their roles and the organization.
Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

QUALIFICATIONS & EXPERIENCE REQUIRED
Education :
Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience :
Six or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Hands-on experience with organizational alignment and change management desirable. Experience in a Francophone country is preferable.
OTHER SPECIFIC JOB REQUIREMENTS
Knowledge & Skills :
Specialized knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background on Organizational Alignment exercises.
Ability to supervise and support more junior and/or less experienced members of the team.
Ability to work with minimal supervision.
Ability to analyze data, draw conclusions and recommend a course of action.
Good communication skills required to give and receive information and work cross-culturally with a variety of individuals.
Ability to establish and maintain effective relationships with clients and provide client-oriented service.
Ability to identify client’s needs and match them to appropriate solutions.
Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
Languages:
Fluency (level C) in both English and French language.
