UNICEF Division of Human Resources (DHR) is seeking to recruit the HR Business Partner for DHR to be part of the divisional management team, accountable for the design, development, and implementation of relevant HR strategies, workplans and services for the division. In doing so, the incumbent demonstrates the ability to anticipate HR-related needs and develops subsequent plans and solutions that align HR management with division’s objectives, OneHR strategy and the global HR delivery model.
Summary of key functions/accountabilities:
Management of Unit
Support the Directorate in establishing HR priorities, annual work plan, and performance measurements for the division coordinating with the divisional management team.
Monitor and regularly report work progress and ensure results are achieved according to timelines and performance standards.
Support and monitor the interpretation and application of new human resources policies, practices, and procedures to meet the evolving needs of the division in coordination with Policy & Employee Relations Section (PERCS) including advising the Directorate’s office re-highly sensitive or contentious individual cases having implications for other HR systems and UNICEF as a whole.
Facilitate an enabling work environment by proactively identifying and addressing people issues for the division, facilitating staff wellbeing programmes, and ensuring consistent application of UNICEF values and principles at all levels.
Supervise HR team in the division and provide timely guidance to enable the team to perform their duties responsibly and efficiently.
Promote the organizational and the Division’s goals and targets for gender equity and cultural diversity.
Strategic Business Partnering
Provide technical leadership and end to end support to all aspects of the HR function for the division (e.g., recruitment, job classification, career development, performance management, data analytics, case management, learning & development etc.) in compliance with UNICEF principles and values, policies, staff regulations, and rules, as well as with soundness of judgement and conclusions.
Ensure agile HR practices in talent management, change management, accurate and timely advice on policies, processes and apply high-quality services to the division’s HR requirements.
Responsible for strategic human resources forecasting for the division including identifying future human resource requirements in terms of numbers, optimal organizational design, and identifying emerging trends in profile requirements.
Responsible for workforce planning and implementing innovative approaches for outreach/in reach to attract highest caliber staff, ensure career and professional support to retain high caliber, and to facilitate proactive mobility and succession plans.
Proactively advises on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and UNICEF’s interests in accordance with policies, regulations, and procedures.
Quality assures all aspects of HR operations with full attention to details and efforts to continuously improve HR processes for efficiency.
Strategic Human Resources
Liaise with the other HQ Divisions, regional and country offices to support and contribute to the OneHR strategy and global implementation of the HR Delivery Model.
Provide feedback and make recommendations to continuously improve HR systems, policies, and processes.
Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of global policies and procedures.
Learning and Capacity Development
In collaboration with business owners in DHR, identify learning needs, design, and deliver learning and career development programmes for staff. Ensure timely orientation for newly recruited staff.
Contributes to the mapping of future talent and competencies, assisting in the development of a comprehensive framework in support of the development of the talent pipeline for the division.
Provide day-to-day performance and talent management guidance to line management (e.g., coaching, counseling, career development, career conversations, and disciplinary actions)
HR Data Analytics
Ensure accurate HR data in all HR systems on a timely basis
Interpret and analyze and present HR data to help inform strategic decision making by the divisional management.
Apply data& analytics to ensure quality assurance and risk mitigation plans in alignment with UNICEF HR standards and monitor and report on divisional HR KPIs.
To qualify as an advocate for every child you will have…
An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.
Eight years of relevant professional experience in human resource management/business partnering in an international organization and/or large corporation is required.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Experience to help design and implement targeted and innovative human resources strategies to address clients’ people-related needs is required.
Authoritative technical knowledge of the principles and concepts of human resources management is required.
Capacity to adapt policies, approaches and models to meet emerging needs.
Excellent knowledge of organizational and HR information technology systems and tools is required.
Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience.
Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
Experience in project management skills desired.
Experience in HR function with UN is an asset
