JOB PURPOSE
The National HR Officer will be providing support mainly with tasks related to talent acquisition, Onboarding, Performance management and L&D. The incumbent will develop, gain support for, and implement the approaches needed to identify, attract, and acquire the best talent to meet WFP ’s business needs. The incumbent is also expected to support the delivery of a professional client focused HR service, partnering with managers to implement HR solutions in line with WFP corporate priorities.
The ideal candidate has a deep passion for talent acquisition, understands a typical L&D portfolio and has an attitude to train Managers and staff to implement effective performance management process with a focus on constructive feedback.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience.
Experience: At least five years of postgraduate professional experience in Human Resources with strong expertise in recruitment/selection and talent acquisition with an interest in international humanitarian development.
Language: Fluency in spoken and written English and Arabic.
Knowledge & Skills:
Experience in sourcing and recruiting.
Knowledge of Talent Acquisition best practices – latest trends (Sourcing, EVP, Selection methodologies, Onboarding, Retention, etc)
Knowledge of the Egyptian employment Market
Customer Orientation at any times and very proficient communication skills (verbal – written).
Experience working as part of a multicultural and diverse team.
Analytical and reporting skills to compile, maintain, analyse and prepare people reports to draw some (initial) conclusions and help key stakeholders make some informed decisions.
Experience in partnering with senior management and managers is very desirable.
Experience in coordinating and implementing key L&D strategies and initiatives.
Experience of using recognised HR Software/Database Information systems and using these to promote agile, online working practices.
Ability to work in a team and independently and ensure deadlines are met.
Experience in supporting the Performance/Appraisal Management process.
KEY ACCOUNTABILITIES (not all-inclusive)
Liaise with hiring managers and establish an implementation plan for delivering the Country Office staffing plans.
Manage the full life cycle of recruitment process from the identification of the staffing needs to sourcing, screening, and selecting the candidates.
Support recruitment activities, ensuring consistent, transparent, and effective HR processes are executed within WFP rules and regulations related to the recruitments.
Partner with managers throughout the recruitment process, to ensure the highest standards of efficiency and integrity, in line with internal recruitment procedures, as well as the highest talent standards are applied when selecting candidates for WFP.
Review the composition of the pool of qualified candidates at key stages in the recruitment process and introduce corrective measures to maintain a balanced pipeline in line with the organization's diversity targets.
Build first-time hiring managers interviewing skills and facilitate refresher sessions to existing interviewers.
Support the HR Head in Elevating WFP’s talent pool and sourcing strategies by increasing the quality of applicant flow, including both internal and external, passive, and active candidates.
Contribute to the preparation of regular and accurate reporting, analyse workforce and recruitment data to identify staffing gaps & recruitment opportunities that enables informed decision-making and consistent information for stakeholders.
Additional Key Accountabilities
Support and deliver onboarding activities to ensure new Country Office employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
Conduct presentations and training sessions.
Closely works with relevant stakeholders to ensure career development tools/practices are aligned with organisational needs.
Support the HR head in developing and implementing effective performance management framework, policies and processes.
Provide guidance to Managers and staff on handling effective feedback sessions as part of the performance management process cycles.
Support the HR head in creating a culture of continuous development and also monitoring and evaluating the effectiveness of L&D programs.
