ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and typically report to a more senior HR Officer, Regional/Country Director or the designate.
Job holders operate with minimal supervision, and provide guidance to junior staff to ensure that operational and project objectives are achieved. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.

JOB PURPOSE
The Regional Bureau (RBJ) is based in Johannesburg and supports operations across 12 countries in Southern Africa and Indian Ocean States (Malawi, Mozambique, Democratic Republic of Congo, Republic of Congo, Madagascar, Tanzania, Lesotho, ESwatini, Zambia, Zimbabwe, Namibia, Angola). The region encompasses approximately 1,500 employees across 12 countries providing assistance to approximately 4 million people per month through the provision of vital life-saving food assistance using food distribution or cash-based transfers, school meals, malnutrition prevention and nutrition treatment activities, as well as asset creation and livelihood support.

To support in this mission, the RBJ is currently seeking applications from eligible applicants for the post of Learning and Development Consultant to support the learning and development initiatives that support the implementation of the WFP HR Strategy, the corporate learning and development agenda and actions resulting from the Global Staff Survey. For this role, the focus will be supporting the design and development of a comprehensive suite of learning and development activities for the for the region that aligns with global L&D initiatives and ensures the RBJ workforce is equipped with the required skills and capabilities to achieve its strategic objectives.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Conduct needs assessment (functional, cross-functional, leadership, etc.) to map currently available skills and identify potential future skills gaps that would require learning and development interventions at different scale and level (using 70:20:10 approach).

2. Develop structured learning and development plans in collaboration with internal stakeholders with clear objectives, prioritization, timeframe, and breakdown of the activities required/recommended by job profile.
3. Design and develop learning paths that provide relevant resources for RBJ workforce. This includes researching and sourcing available internal and external learning resources, tools, templates, and guides that can be customized for WFP context where possible.
4. Engage with all the relevant units to design a series of learning and development activities that could be easily delivered and scaled up within the region using a blended approach.
5. Collaborate with all relevant units in the design of Functional Capabilities Building Initiatives that could be easily integrated and expanded in the region.
6. Provide end-to-end guidance and support to RB and Country Offices on the development of learning solutions (e.g., needs analyses, formulation of learning objectives and KPIs, identification and development of appropriate design and delivery mechanism to meet needs of target audience, guidance in development of programs, evaluation of learning outcomes and business impact, etc.).
7. Promote the appropriate use of new learning technologies to improve the quality and effectiveness of any training initiatives (interactive webinars, mobile learning, virtual reality, simulations, gamification, interactive videos, etc.) and to improve the learners’ experience.,
8. Collect and coordinate inputs on learning and development initiatives across different functional areas/regional and country offices; identify synergies and promote collaboration between different stakeholders on ongoing projects.
9. Assist Functional/Regional partners and stakeholders in procuring the services of external learning design and development vendors with existing Long-Term Agreements with WFP to do the detailed design and build of learning programs, performance support tools and other learning solutions.
10. Support the design and delivery of career management initiatives across different functional areas/regional and country offices; identify synergies and promote collaboration between different stakeholders on ongoing projects.
11. Perform any other tasks as assigned.


STANDARD MINIMUM QUALIFICATIONS
Education:
⦁ University degree in Human Resources, Organizational Design and Development, Learning and Development or a related field or another degree with directly relevant work experience.

Experience:
⦁ Minimum 4 years' experience in working across all phases of learning design, development and delivery.
⦁ Demonstrated experience as an HR specialist, understanding the complexities of the HR function and the wide range of responsibilities including talent acquisition, performance management, learning and development, succession planning etc.
⦁ Experience in working for an international organization.
⦁ Work experience in the UN System is desirable

Knowledge & Skills:
⦁ In-depth expertise and application of models of learning design / adult learning theory; learning needs analysis methodologies, learning evaluation methods.
⦁ Strong stakeholder and client relationship skills. Ability to quickly build knowledge and understanding of functional/organizational strategy and translate to learning requirements of employees.
⦁ Strong project management skills with the ability to manage multiple projects at the same time and accomplish tasks with follow-through to completion.
⦁ Excellent interpersonal skills to collaborate and influence internally with various stakeholders and subject matter experts across business functions, levels and geographical areas.
⦁ Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams.

Languages:
⦁ Excellent knowledge of English. Good working knowledge of a second UN language preferably French, Spanish or Arabic is desirable.
