Background

The AWCW3 Country Management Unit (CMU) within the Africa West and Central Region covering Burkina Faso, Chad, Mali, and Niger, oversees country dialogue, strategy formulation, business development, portfolio management and development results monitoring. All four countries covered by the AWCW3 CMU are IDA countries, with high rate of poverty affecting women disproportionately. AWCW3 countries are also among the lowest countries in the world on the Human Capital Index (HCI) ranking. They are classified as FCV (fragility, conflict and violence) countries. The AWCW3 CMU is managed by a Country Director (CD), assisted by an Operations Manager (OM) and four Practices Leaders (PLs), all based in the World Bank Regional Office in Bamako. The CD coordinates and oversees the AWCW3 country offices and an anchor unit in Washington D.C. She leads the Bank's dialogue with the authorities and manages the day-to-day operations of the program, with support from an Operations Manager, Senior Operations Officer, an Executive Assistant, other country office staff, and the broader country team.
The World Bank's current portfolio in Mali comprises 26 operations (16 national and 10 regional) with a total commitment of US$1.9 billion, of which US$1.3 billion remains to be disbursed. It covers 11 sectors of cooperation but is mainly concentrated in the energy and agriculture sectors, which together account for 48% of national commitments.

The Cooperation between the World Bank and Mali is governed by a Country Partnership Framework (CPF), which covered the period FY15-FY19 and was subsequently extended to FY20. The CPF identified three main pillars: Focus Area 1: Improve Governance, Focus Area 2: Create Economic Opportunities, Focus Area 3: Build Resilience. The World Bank is currently developing a new partnership framework, the Country Engagement Note (CEN), which will cover FY24 and FY25. The CEN is based on the findings of Mali's Systematic Country Diagnostic, published in 2022, which identified three pathways to support Mali's development: (i) Rebuilding Capabilities for a Stronger Social Contract, (ii) Investing in Mali’s People to Build Human Capital and (iii) Fostering Job Creation through Private Sector Growth.
The Mali Country Office is seeking to recruit a highly motivated Operations Analyst to be based in Bamako reporting directly to the Senior Operations officer He/She will work on ensuring projects and day-to-day operations meet corporate standards; will assist in research, analytical and operational work; and will also support the coordination of work across the team.

Roles & Responsibility:

The Portfolio Analyst will provide analytical and operational support, including assisting with overall information management, such as: data gathering, developing a dashboard, preparing monthly portfolio updates; as well as making recommendations on portfolio quality assurance and monitoring investment compliance and reporting.

Duties and Responsibilities:

The Operations Analyst will have specific responsibilities, which include, but are not limited to the following:

1.1 Research, Analytics and Reports:

a. S/he will be the ‘go-to’ person for data, research, and analytical work as well as operational and resource support.
b. Conduct research, analysis, and compile information from the Bank’s data platforms for example Standard Reports and/or Business Intelligence for feeding into portfolio reports.
c. Using World Bank systems, develop and update a portfolio (IDA, TF, WHR) dashboard, and compile regular updates for planning, monitoring and decision-making purposes.

The Operations Analyst will undertake the following tasks:

d. Drawing from World Bank operational systems such as SAP, Standard Reports, Operations Portal, Business Intelligence, etc.,
a. Prepare the portfolio reports and analyze implementation performance of the Bank’s portfolio (including IDA, TFs and WHR) in Uganda.
b. Support the CMU in preparation of briefing materials on the country program, including briefs for management and minutes of various meetings, Annual and Spring Meetings Briefs, etc.
c. Produce portfolio data as an input to CMU deliverables such as the Systematic Country Diagnostic (SCD), Country Partnership Framework (CPF), Performance and Learning Review (PLR), Completion and Learning Review (CLR), regular briefs to management and briefs for high level events. Provide portfolio tables and data required for various purposes such as portfolio review meetings and any follow-up work (minutes and action plan); monitor action plans and follow up on outstanding issues from the meetings.

d. Develop a dashboard for portfolio management to allow the CMU and TTLs to take proactive and timely action on the portfolio (projects and ASAs).

1.2 Operational Support to the Country Team and Portfolio Monitoring:

a. Under the guidance of the Senior Operations Officer, draft sections of briefing notes and country strategy documents and provide other inputs into business plans, work program agreements, mid-year and retrospective and mid-year reviews.
b. Under the guidance of the Senior Operations Officer, collect and analyze information to support effective monitoring of portfolio operations.
c. Under the guidance of the Senior Operations Officer, prepare and implement training sessions on data analysis and portfolio reporting for Country offices teams (including ACS) working on portfolio operations.
d. In coordination with the Senior Operations Officer and Operational teams, support development of office operational guidelines and dissemination of knowledge across the Country office.
e. In coordination with the Senior Operations Officer, interface with key staff in project implementation teams/units in counterpart agencies to gather data for portfolio performance reporting and management.
f. Other tasks that arise in supporting the day-to-day operations of the Uganda Country Management Office.
g. Provide input for CMU comments on Project documentation (e.g Aide Memoires, Implementation Status Reports (ISR) and general correspondence) for finalization by the Senior Operations Officer. Conduct regular monitoring of the CPF using the Monitoring, Evaluation and Learning (MEL) tool. Work with TTLs
h. Support the Bank’s dialogue and partnership with Government of Mali including following up with Ministry of Finance, Planning and Economic Development on various activities relevant to the Bank.
i. Track operational action points coming to the Front office; including queries and complaints handling.
j. Participate in Bank missions as required.
k. Participate in relevant training to gain and maintain knowledge of Bank operational policies, guidelines, systems and portfolio issues.
l. Support the Senior Operations Officer in any other relevant functions, as may be assigned.

Selection Criteria

• Master’s degree in economics, business administration, project management, public administration, or similar field plus 2 years of work experience
• Strong analytical skills, excellent written and verbal communication, and presentation skills.
• Excellent interpersonal, problem-solving and organization skills, capacity to multi-task in a fast-moving environment and meet tight deadlines with professionalism and proven ability to apply these in carrying out complex research and operational tasks, identifying issues, presenting
findings/ recommendations, and contributing to resolution of sector and country issues; analyzes and identifies portfolio cross-cutting issues.
• Highly organized with understanding of good project management practices.
• Fluency in English and French is a must.
• Strong attention to detail and quality.
• Excellent teamwork skills, ability to take initiative and work across interpersonal boundaries; maintaining confidentiality and using discretion when required.
• Ability to thrive and function effectively in a dynamic environment under tight deadlines, while working on multiple projects.
• High proficiency with MS Office programs (Word, Power Point and Excel).
