Chemonics seeks an Operations and Finance Director for the Global Health Supply Chain-Technical Assistance (GHSC-TA) Indefinite Delivery/Indefinite Quantity (IDIQ) Francophone Task Order (TO). The Francophone TO under the GHSC-TA IDIQ provides technical assistance for strengthening regional, national and sub-national health supply systems through its portfolio of projects in Francophone Africa, including Benin, the Democratic Republic of the Congo (DRC), Niger, Togo, Burkina Faso, Mauritania, and Cote d’Ivoire. The project serves the health commodity technical assistance needs of USAID, other USG agencies, partner country governments, non-governmental organizations (NGOs), and other entities across all health elements (e.g. malaria, family planning, HIV/AIDS, TB, maternal and child health, etc.) and represents a mechanism through which USAID offers global health commodity-related technical assistance in:

Strengthening Country Supply Systems, and
Strategic Collaboration to Improve the Long-Term Availability of Health Commodities.
The Operations and Finance Director reports directly to the Country Director (CD) in DRC and works closely with project leadership and the PMU to lead the operational and financial management of the DRC country program. The Operations and Finance Director also directly supervises long-term local professional and support staff including the office manager, HR manager, accountants, administrative assistants, IT staff, procurement staff, and drivers. In addition, s/he will be responsible for assisting the Country Director with the development and implementation of management systems and supervision of project operations and staff. This long-term position will be based in Kinshasa, Democratic Republic of the Congo, with occasional intermittent travel throughout the country as needed.

Responsibilities include:
Support the achievement of the overall project goals as required to ensure project performance.
Support the CD in developing and implementing key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; and personnel management.
Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the program’s operational and administrative activities.
Support the CD, PMU, and the Task Order Director in the engagement of USAID/Washington and USAID/DRC on financial and operational matters.
Manage program accounting, country-level financial reporting including drafting all budgets, and manages bank accounts including bank reconciliations. Looks for cost efficiencies, and provides financial analysis for project leadership and USAID.
Manage personnel including office manager, accountant, driver and other operations/finance staff.
Support the human resources manager as needed with recruiting, hiring, developing project policies and benefits, as well as managing leave, performance assessments, and separations.
Ensure compliance with U.S. government regulations, organizational policies and client regulations, (e.g. Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, Personnel Policy Manual, FAR, AIDAR, etc.), and the laws of DRC
Establish standards and procedures to ensure that the compliance programs throughout the project are effective and efficient.
Assist Chemonics home office with data requests and new requirements. Identifies operational weaknesses on the project and requests assistance when necessary.
Plan and track financial and administrative activities with Chemonics Washington and Project Office staff in order to evaluate needs for implementation. Keep Chemonics Washington up to date on the financial status of the project and the execution of the budget.
Manage field office procurements and ensures compliance.
Serve as acting CD for all operational tasks during CD’s absence.
Supervise the issuing of checks of payment for processed transactions, the logging of payments, and the distribution and/or mailing of checks to the appropriate vendor.
Provide financial oversight and management. Supervise accounting personnel and accounting procedures according to the Chemonics International accounting policies and in preparing all contractually required financial statements or other budget figures by Chemonics International or USAID.
Prepare and submit monthly accounting reports to the home office, and respond to questions from home office accounting unit and project management unit.
Supervise the establishment and maintenance of transparent and audit-proof record keeping systems per Chemonics’ policies.
Analyze and streamline processes in the field office, provide training and capacity-building to project staff on an ongoing basis on project administration and implementation.
Serve as the field office focal point for all security matters, including ownership of and updates to the field security manual, liaising with the home office security management unit, ensuring security protocols are followed, reviewed, and implemented in the project office, and practice drills to ensure staff are familiar with evacuation and other procedures in the event of an emergency.
Other duties as assigned by the country director.

Qualifications:
Bachelor’s degree required; advanced degree in relevant discipline desired.
Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders.
Minimum 5 years of experience managing USAID contracts, including strong skills in procurement/subcontracting, accounting, compliance, financial management, human resources, and client management.
Previous field experience desired (including long-term overseas positions or extended short-term engagements), demonstrating a strong ability to manage and implement complex USAID-funded programs in a developing country context.
Knowledge of the DRC operating environment preferred, including registration, taxes, and labor law.
Demonstrated skills in financial management, operations procedures and policies, procurement/subcontracting, compliance, and human resources.
Experience as a team lead having to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of the project and communicates the established program message of the project.
Experience recruiting, forming, and successfully managing teams, and ensuring the quality of their products.
Demonstrated ability to work productively within a team.
Possess excellent organizational and multi-tasking skills.
Ability to communicate clearly and effectively.
Excellent oral and written English and French language proficiency required.
Knowledge or prior experience working in health or supply chain sectors a plus.
Demonstrated leadership, versatility, and integrity
