Due to recent staff turnover, the RPP section is having challenges to both lead and provide the methodology for the ROMP MTR process as well as continue its normal planning functions in support of the Region, and at the same time also ensure proper documentation of all the ROMP MTR discussions. After discussions with management, the decision was taken to look for outside support for knowledge management and reporting on the whole process and ensuring key point of discussions and decisions as well as lessons learned are well captured. The requested support will also be responsible to draft the ROMP MTR report.

UNICEF is seeking to hire a consultant who will assist the LAC RO to capture the main discussions during this process and write them out in the draft ROMP MTR report, along with the structured relevant information that guides the decision making and the lessons learned throughout the process.

Under the direct supervision of the Regional Chief of Planning, the consultant is expected to manage inputs and coordinate with respective LACRO Sections in the development of the LACRO MTR and related annexes. The consultant will be required to fulfil roles of both a writer and editor and serve as the core member of the team and will be expected to contribute to the development of MTR and to produce high quality reports and materials.

In this context, the consultant is expected to:

• Collaborate with UNICEF LAC RO sections and capture their considerations, recommendations, and points of attention during their ROMP MTR analysis

• Accompany the main ROMP MTR meetings and provide high quality summary conclusions of each, along with action points for follow up

• Draft the full ROMP MTR report outlining the process, the requested changes to the ROMP, the decision-making process and the main conclusions and lessons learned.

How can you make a difference?
This consultancy looks for an experienced Writer/Editor to support the drafting of the Mid-term Review of the Regional Office Management plan and aims to capture the main points of discussions, the subsequent decision-making process and outcomes and the lessons learned going forward.

The Regional Office is currently engaged in a Mid Term Review of the Regional Office Management Plan (ROMP) 2022-2025, which entails an in-depth analysis of the main Child Right deprivations in the region, the available evidence and data, the main bottlenecks as perceived by the Country Offices and the capacity of the Regional Office to support the Country offices along our main accountabilities. The ROMP document hopes to capture all these elements and outline them in a logical planning and monitoring framework that can provide us guidance for our work.

The Regional Programme Planning (RPP) section is responsible for designing the methodological approach, ensuring adherence to the guidance and making sure the ROMP MTR Deliverables meet the required standard that allow the RO to implement recommendations going forward.

The main responsibilities and tasks are outlined below:

1. Review the original ROMP and related documentation

2. Review all the newly produced deliverables related to the ROMP MTR, including the Evaluability assessment, the Regional Trends analysis, the data and evidence dashboard and the bottleneck analysis

3. Support the timely documentation of the section analysis of their Theory of Change in support of the ROMP MTR

4. Participate in and produce high quality summary conclusions of key management team retreats feeding into the development of the MTR

5. Support the RO Goal Area and Output leads with the drafting of relevant programmatic and management level inputs feeding into the preparation of the MTR

6. Produce MTR report and all accompanying sectoral annexes (estimated to be main report, executive summary and 10 thematic annexes)

7. Develop communication materials and assets related to the MTR, such as ppt presentations and SharePoint updates

Deliverables:





To qualify as an advocate for every child you will have…

An advanced university degree (Master's) or higher level in Communication, Public Relations, Journalism, Social sciences or Political Sciences.
At least 5 years of demonstrated experience in producing quality report, summary analysis and writing.
Familiarity with UNICEF Strategic Plan and writing of flagship reports or equivalent in other international organization is an asset.
Required: Excellent command of the English language and an eye for detail, should be able to make text succinct and persuasive and have high standards for effective written communication.
Ability to write and speak English fluently is required.
Must be familiar / experienced with the following computer skills: • Microsoft Office (Excel, PowerPoint, Word) Microsoft SharePoint.
Excellent communication and interpersonal skills.
Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with UNICEF country offices.

 Administrative details:

Supervision: The consultant will work under the overall supervision and guidance of the Regional Chief of Programme & Planning.

Workplace: The consultancy is home-based. Travel may be involved. (mix of remote and in person arrangements – exact details TBD) travel may be required, discussed and agreed with the consultant (a separate travel line will be included in the contract).

Duration: Estimated start date September 2023, aprox 1.5 months duration.

How to Apply: Application should be submitted online and should include: TMS application form duly completed, Cover Letter, Study certificates and Financial proposal. Qualified candidates are requested to indicate an all-inclusive (lump sum) fees for the services to be including all associated administrative costs.

Consultants must have their own equipment, tools and materials needed to perform their services. They will use their own laptops/computers, any application or system needed to complete the assignment. They need to provide the full service without using UNICEF resources. The access to UNICEF email and system is restricted to UNICEF staff therefore consultants should not be granted access unless it is imperative to complete the assignment.
