BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is a highly prestigious, reputable and the world's largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change.

Working in Nepal since 1963, WFP has extensive knowledge of the socio-economic context of Nepal as related to food and nutrition security, livelihood creation as well as logistics capacity and emergency response. At present, WFP Nepal operates across the country with tailored programming based on present and predicted needs. Being a trusted UN partner, WFP is uniquely well-placed to support the Government, as well as local communities to tackle the underlying factors causing malnutrition in all its forms.

WFP launched its new Nutrition Strategy (2024-2030), and since 2024, WFP Nepal implements its country strategic plan which directly aligns with the Government’s 16th Plan, as well as the United Nations Sustainable Development Cooperation Framework for Nepal. WFP supports the Government’s efforts to reduce malnutrition, increase access to food and build sustainable food systems under Sustainable Development Goal (SDG) 2 and to enhance global partnerships under SDG 17, whilst supporting SDG 4 on quality education and SDG 13 on climate action. Under the country strategic plan, support is provided through four outcomes:

Outcome 1: Affected and at-risk populations in Nepal meet their food, nutrition and other essential needs before, during and after shocks and other stressors.

Outcome 2: School-age children and adolescents and nutritionally deprived groups in Nepal have improved education and nutrition outcomes and greater access to affordable, nutritious and safe diets, including through social protection programmes, by 2028.

Outcome 3: Smallholder farmers and climate vulnerable populations in Nepal benefit from climate-resilient and equitable food systems, sustainable livelihoods and climate-proof assets and services by 2028.

Outcome 4: Communities vulnerable to and affected by crises in Nepal benefit from improved common services and enhanced capacities of Government and humanitarian and development actors by 2028.

To support activity 1 and 4 under SO1 and SO2, overall country office operations in nutrition in line with WFP’s corporate strategy to greater efficiency and impact within WFP’s mission for Zero Hunger, support in strengthening the Governments’ capacity to implement integrated nutrition and health programs during emergency and regular settings, monitoring and technical backstopping to CPs in the implementation of nutrition programme and supporting CO in reporting of the project related activities, WFP is seeking the position of a Programme Associate (Nutrition) to support nutrition activities.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall guidance of the Head of Programme and SO2 Manager (Head of Social Protection), and direct supervision of the Nutrition Officer, the job holder will carry out the following tasks:

Capacity strengthening support to GON counterparts.

Provides technical and operational support to the Governments’ during planning, implementation, monitoring, evaluation and learning of nutrition programs with an emphasis to Mother and Child Health and Nutrition, and nutrition in emergency, as well as inclusion of social and behaviour change communication works across the MSNP implementation.
Within the specific area of responsibility support in advocating and budgeting for nutrition during annual planning processes.
Support to assess needs and organize/facilitate nutrition orientation, review workshop, training and refresher courses to help develop the capacity of the Government staff at different level in coordination with the country office.
Within the specific area of responsibility, participate as a resource person in training/orientation and/or consultative/advocacy meetings related to nutrition at different level as required.
Provide support towards development or adaptation of Governments’ guidelines, manuals, protocols etc. for nutrition programmes.
Provide support for the implementation of the Integrated Management of Acute Malnutrition Programme (IMAM), as per the national protocol during emergency and regular settings
Coordination and Partnership

Attend different level Governments’ forums and share information that enhance WFP’s collaboration with Government agencies and support building and sustaining effective collaborative relationships with government stakeholders.
Facilitate support the Cooperating Partners implementing the nutrition project needs from the Governments’ and other government entities.
Support to liaise for effective planning, implementation and follow up of shock responsive social protection initiatives for vulnerable groups as per the national priorities/schemes.
Together with the CO, support to organize within the specific area of responsibility nutrition advocacy meetings to lobby for increased resource allocation, strengthen multi-sectoral linkages, and promote best practices.
Monitoring, Evaluation and Reporting

Organize regular joint supportive supervision/coaching visits from different levels of Governments, followed by a review meeting to reflect on the observations of the joint visit.
Provide technical support for the Governments in regular reporting, analysis, interpretation, sharing and use of nutrition data from HMIS/DHIS2 and other sources.
Support design and implementation of assessments, evaluations and/or research as deemed identified.
Prepare and submit periodic progress report to the Government and WFP.
Programme Support

Provide support to the CO during development of Concept of Operation (CONOPS) to ensure the needs of the government are reflected in WFP’s emergency preparedness and response plan.
Support CO in periodic reporting along with weekly programme input, country brief and others
Carry out other tasks as required, to support the day-to-day activities of WFP CO.
QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Completion of secondary school education. A post-secondary certificate in the

related functional area. Bachelor’s degree in public health, nutrition or related fields is desirable.

Experience:

At least six years of reasonable experience in Public Health Nutrition or related fields.
Previous experience in areas of technical assistance at national, provincial or district level.
Experience and expertise in delivery of nutrition prevention and treatment programs including social and behavior change communication, community based.
Experience in negotiation, training, communications, advocacy & resources mobilization.
Knowledge and experience of UN and Government partnership will be an asset.
Has worked with technical teams (i.e. nutrition etc.).
Has contributed to implementation of programmes.
Has observed or assisted with policy discussions.
Nepali Typing skill is an asset.
Desired Skills:

Functional competencies including supporting team designing/planning of nutrition specific and nutrition sensitive programming; Nutrition emergency preparedness and response, child and maternal health, IYCF/MIYCN, IMAM, SBCC etc.
Sound understanding of nutrition related policies, and systems of Nepal
Good negotiation skills and ability to communicate effectively
Ability for perform well in cross-disciplinary teams.
Training and experience in utilizing computers and standard software packages and systems, such as MS Office.
General knowledge of UN system policies, rules, regulations and procedures in the area of work is an advantage.
Languages: Fluency in both written and spoken Nepali and English languages. Knowledge of local languages is a plus.
