Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework 2022-31 by supporting the transformation to more efficient, inclusive, resilient and sustainable agri-food systems, for Better production, Better nutrition, a Better environment and a Better life, leaving no one behind. The Regional Office for Africa (RAF) leads FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of the FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with offices, centres and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. In its programme delivery, RAF contributes to the achievements of the 2030 Sustainable Development Agenda, supports FAO’s work in Member countries, develops and maintains strategic partnerships with continental organizations, and supports countries to develop strategies, policies, regulatory frameworks regional and country policy dialogues that sustain efficient and inclusive agricultural and food systems. RAF also facilitates partnerships with a broad range of stakeholders and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The Regional Office for Africa (RAF) has identified Animal production systems and One Health platforms and actions (OH and Livestock) as one of its Programme Work Areas (PWA) under the regional thematic priority, Sustainable agrifood production systems, which corresponds to the Better Production of the FAO Strategic Framework 2022-31. The RAF Senior Animal Health and Production Officer (SAPHO) leads and provides coordination of the OH and Livestock projects under the PWA in 47 sub-Saharan countries. The collaboration and coordination involve four sub-regions (West, Central, East and Southern African Regions) and two ECTAD regional managers (Central and West) and East and South) and the Animal Production and Health Division at the FAO HQ. RAF also develop and implements projects that connect more than one sub-region and deliver regional-level goods.

Reporting Lines
The Project Coordinator will report primarily to the project’s Lead Technical Officer (LTO) – Senior Animal Production and Health Officer at RAF and the Budget Holder (BH), both of them are based at FAO-RAF.

Additionally, s/he will work under the technical and overall administrative supervision of the FAO Regional Office for Africa (RAF) and the FAO Sub-Sub-regional Office for West Africa (SFW). S/he will liaise and coordinate with the FAO Headquarter team (NSAG), who will deliver capacity building on the livestock masterplan (LMP) development tools (LSIPT – Livestock Sector Investment and Policy Toolkits, GLEAM-i), livestock sector analyses and feed balance sheets preparation.

Technical Focus
Programme cycle management, Monitoring and evaluation, Policy and governance, Coordination and communication, experience in pastoralism will be an asset.

Tasks and responsibilities
Under the supervision of the Lead Technical Officer (LTO), and in collaboration with the Chief of the Animal Production and Genetics Branch (NSAG) unit of the Animal Production and Health Division (NSA), the Animal Production Health Officer at the FAO Sub-regional Office for Western Africa (SFW), and respective country offices, the Project Coordinator (PC) will be responsible for planning and coordination of project contracts and consultants and planning, implementation and monitoring of the project activities.

- Coordinate the work plan and ensure timely delivery of project activities;
- Plan and organize regular meetings of the technical teams (RAF, SFW, NSAG);
- Coordinate the project implementation and support project activities;
- Act as focal person and assure liaison with CILSS, and ensure regular communication on the implementation progress;
- Coordinate with FAO offices at RAF, NSAG, SFW and in the respective countries to ensure that all project activities are accomplished in time and quality results are delivered;
- Conduct all preparatory and logistics activities in relation with the organization of the workshops and document the training activities;
- Participate and support the delivery of capacity building activities planned under this project;
- Prepare the terms of references (TORs) for the recruitment of consultants and contractors;
- Participate in the selection of consultants for recruitment in the project;
- Coordinate and collate the technical reports, prepare narrative and financial reports, and ensure that all inputs are collected and incorporated in due time;
- Coordinate the project with other related projects and programmes in the region; and
- Carry out all other activities necessary for the coordination of the project activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
- At least five years of experience in coordination, implementation and monitoring of multisectoral, international development projects in the livestock sectors that involve policy analysis, and sector development strategies.
- University-level graduation degree in animal science, veterinary medicine, agriculture, livestock economics, development economics, project management and business administration, or a related topic.
- Working knowledge (level C) of both French and English.
