Job Purpose
The Roving Delegate, CSP Support - NCP and OCV, under the technical direction of CSP Coordinator, will contribute to the collation and review of existing technical and practical guidance available for countries to develop, implement and monitor/ evaluate their NCPs. Based on gaps in practical tools identified, the incumbent will contribute to the development, review and piloting of tools/ templates/ protocols/ guidance/ training materials aligned to the standards established by the GTFCC. In consultation with the NCP senior expert of the CSP, the incumbent will provide practical support to in-country CSP staff and national authorities to develop NCPs for submission to the GTFCC Independent Review Panel (IRP) and support countries to integrate recommendations from the IRP into their NCPs.
Additionally, the Roving Delegate, CSP Support - NCP and OCV will contribute to the strengthening of the implementation Oral Cholera Vaccina (OCV) campaigns for both, reactive and preventive campaigns.
In consultation with the CSP Coordinator and the GTFCC OCV focal point, the job holder will contribute to the development of OCV trainings and vaccination campaign pre-assessment and implementation. The incumbent will also support the OCV plan in each NCP supported by the CSP.
This work is delivered in close coordination with the CSP NCP Coordinator\Manager, the GTFCC Secretariat, GTFCC technical Working group(s) and GTFCC members. The job holder will work under line management from the respective IFRC Regional Office while under the technical direction and supervision of the Senior Officer, CSP NCP Coordinator.
Job Duties and Responsibilities
NCP technical (in close collaboration with the Senior Officer, CSP NCP Coordinator and the GTFCC secretariat and partner institutions)
Contribute to identifying gaps in existing materials to operationalise the GTFCC NCP guidance documents.
Contribute to the development of tools, templates, standard operating procedures, and training materials for countries to develop their NCPs. This may include inputs into existing materials or developing draft documents for discussion. Technical content may include baseline assessments, gaps and capacity assessments, monitoring and evaluation (M&E) plans etc.
Participate in global and regional technical working groups as required.
NCP operational (under the supervision of the Senior Officer, CSP NCP Coordinator)
Support CSP Field Programme Managers and national authorities in:
Implementing NCP tools and guidance for NCP development, both remotely and in the field to contribute to high quality NCPs aligned with The Roadmap strategy.
developing and implementing country tailored M&E plans.
Facilitate at workshops, training materials and meetings in CSP supported countries.
OCV (under the supervision of the CSP coordinator and in collaboration with the GTFCC OCV focal point)
Contribute to identifying gaps in the OCV campaigns recently implemented in the CSP supported countries
Contribute to the training materials development and delivery for OCV.
Support cholera affected countries for preventive or reactive OCV requests and implementation.
Contribute to the development of OCV related tools for the CSP and the GTFCC, including OCV database.
Support the annual OCV WG organization.

Represent the CSP at relevant meetings, events, and forums when required to do so.
Support other CSP activities, as required.

Education
Postgraduate degree related to health or communicable disease prevention and control.
Experience
3+ years of work experience in communicable disease control. (Required)
3+ years of work experience in providing technical support in a Public Health discipline with stakeholders including Government representatives and other humanitarian and development actors at regional or national levels. (Required)
2+ years of experience in vaccination programs. (Preferred)
Experience facilitating/ running technical workshops with diverse stakeholders. (Preferred)
Experience working in communicable disease prevention and control programmes in low-income countries. (Preferred)
Experience working on cholera (outbreak investigation, control programmes, vaccination campaigns, trainings or other) (Preferred)
Knowledge, Skills and Language
Ability to propose approaches to disease control to operationalise strategic objectives into targeted public health action. (Required)
Ability to independently develop drafts of practical tools/ templates/ trainings aimed at turning strategic guidance into hands on tools (e.g. developing a questionnaire for capacity and gaps assessment with an accompanying reporting template) (Required)
Demonstrated track record in innovating, contributing to a learning culture and sharing knowledge. (Required)
Good knowledge of national and international multi sectoral approaches to cholera preparedness and response. (Preferred)
Ability to work within a multi-cultural, multilingual, multidisciplinary environment. (Required)
Good understanding of the GTFCC road map and CSP mandate. (Preferred)
Excellent skill in Word, Excel, PPT (Required)
Fluent spoken and written English and French. (Required)
