CONTEXT AND OBJECTIVE:

The Central African Republic (CAR) has one of the most acute humanitarian crises in the world. The country has been afflicted by successive coups and waves of conflict, culminating in the 2013 crisis with unprecedented levels of violence which continues to grip the country. As a result, hundreds of thousands of people are still displaced and face acute food insecurity. Across the country, there are about 700,000 people internally displaced. According to the May 2023 IPC a total of 1.7 million people (representing 41% of the population of 6.1 million) are in a situation of significant acute food insecurity.

The United Nations World Food Programme (WFP) is implementing since march 2023 a Country Strategic Plan (CSP) through which it provides humanitarian food assistance to the most vulnerable people affected by crisis mainly through general food distributions, nutrition prevention and treatment intervention, school based programme, and resilience building using in kind food transfer, Cash-based Transfers (CBT) and capacity strengthening.

It is within the background that WFP CAR is looking for VAM Officer for a period who will support and provide technical support and expertise/advice in relation to food security analysis to enable the generation of the VAM evidence base that supports food security and nutrition interventions ( needs assessment, price and market analysis, IPC analysis, geographical targeting) as well as monitoring of operations to improve performance measurement by demonstrating results at output and outcome level.

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Head of RAM, the VAM officer/ Market Systems Specialist, will be responsible to lead and/or manage the generation of the VAM evidence base that supports food security and nutrition policies and programme aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and non-beneficiaries and inform policy, strategy and programme design and implementation. This includes needs assessment, price and market analysis, IPC analysis, geographical and individual targeting and positioning WFP as a reliable partner for the CAR government to build Food security and nutrition system.

ACCOUNTABILITIES/RESPONSIBILITIES:

The VAM Officer will report to the Head of VAM Unit and will work closely with the Programme Team. In collaboration with the team the successful candidate will be responsible for the following key duties:

Work with WFP CBT team, the government led national market information system and relevant cash working group members to ensure regular market dynamics analysis
Implement proven market intelligence tools to understand the bottlenecks that hamper proper market functioning
Lead and/or participate in food security and vulnerability assessments as well as other joint assessments.
Act as a resource person for WFP and its partners, the food security cluster included, in the areas of household economy and transfer value calculation.
Assess the impact of WFP market based intervention of the local economy to provide solid evidence of WFP contribution of the economy of CAR.
Strengthen the operational capacity of WFP staff and partners to conduct food security and nutrition assessments and analysis at the Country and Sub-Office levels.
Organize the collect, analysis and interpretation of primary food security data to support emergency preparedness i.e. risk analysis, early warning and contingency planning, including in preparedness activities, organize and conduct emergency needs assessments and support operational planning.
Generate useful information products which describe food insecurity and vulnerability in CAR and which will inform decision making by WFP’s programme units, as well as other country stakeholders including civil society organizations, bilateral donors and UN agencies.
Foster partnerships with government and civil society that build upon and strengthen existing capacities for vulnerability analysis.
Oversee and approve the collation, drafting and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and
preferences to ensure country specific input to WFP’s humanitarian and operational reporting.

Collaborate with counterparts and other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
Generate useful information products which describe food insecurity and vulnerability in
Central African Republic and which will inform decision making by WFP’s programme units, as well as other country stakeholders including civil society organizations, bilateral donors and UN agencies.

Contribute to ongoing targeting of conflict-affected households with special focus on most vulnerable groups e.g indigenous people, women, children, ensuring core functional areas of WFP are incorporated into the process;
Manage the VAM team in the absence of the Head of VAM, providing coaching and guidance as required to ensure appropriate development and enable high performance.

DELIVERABLES AT THE END OF THE CONTRACT:

1. Improved the design and the monitoring of WFP CAR market-based interventions.

market assessments (using the Market Functionality Index, Market System Analysis, Transfer Modality and Mechanism Selection) in CAR to assess the feasibility of cash interventions conducted;
Development of a Food Security Early Warning System Advanced market analysis;
Development of a targeting plan and methodology with special focus on most vulnerable groups e.g indigenous people, women, children, ensuring core functional areas of WFP are incorporated into the process;
In collaboration with food security sector actors and the inter-agency Cash Working Group, analysis to determine the minimum expenditure basket in CAR and regular monitoring of minimum expenditure, integrating monthly price data collected carried out all year long.
regular, reliable and accurate collection of market prices according to the specifications provided by the country office and ensure that price data is regularly uploaded into the central WFP price database coordinated and conducted;
Food price data tracked, and analyzed and monthly trend reports issued all year long;
Management of the VAM team in the absence of the Head of VAM, providing coaching and guidance as required to ensure appropriate development and enable high performance.

REQUIRED QUALIFICATIONS & EXPERIENCE:

Education:

Advanced University Degree (Bachelor) with years of experience in Engineering, Data science,

Economics, Statistics, development, geographic or agricultural sciences.

Experience:

At least 5 years of postgraduate progressively responsible professional experience in food security, vulnerability analysis, or a closely related area, such as food security information management systems.
Proven experience in providing technical leadership for design and implementation of food assistance programme activities using a market systems development approach.
Experience in information management, monitoring and evaluation with a background and interest in the analysis of socioeconomic issues and related policy matters.
Experience in Markel Analysis (MFI, MSA, TMMS)

Experience in statistical analysis and mapping software (i.e. SPSS, STATA, ArcGIS).
Experience in early warning and remote sensing and familiarity with the specialty software applications associated with them.
Familiarity with quantitative and qualitative survey techniques.
Some experience in remote sensing interpretation and analysis

Knowledge & Skills:

Market systems;
Strong knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it.
Demonstrated ability to write, publish, and disseminate technical reports, success stories, and promotional materials.
Proficiency in MS Office (Word, Excel, Access, Outlook) and GIS applications.
Working knowledge of basic statistics.
Knowledge of research methods and monitoring and evaluation standards.
General knowledge of UN system policies, rules, regulations and procedures

Languages:

Fluency (Level C) in French language and at least Intermediate

knowledge (level B) in the second language (English)

Terms and Conditions
Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and is open to all nationalities (for HQ and RBs) or candidates must be a national of a country other than the country of assignment (for Country Offices). The position is based in <duty station>, <Country> and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
