Since 1950, UNICEF has supported the most important transformation for children and adolescents in Brazil. Currently, UNICEF Brazil is in the process of designing the new Programme for 2024-2028 and completing its 2017-2023 Country Programme. The focus of our work is towards the most vulnerable children and adolescents exposed to multiple deprivations and violence, mainly in the Amazon and Semiarid regions and the peripheral areas of large cities. UNICEF established an office in Boa Vista in 2018 to support the migration crisis. Building on its development programme to support the most vulnerable and disadvantaged in Brazil. Currently, the Boa Vista office works in close coordination with local authorities, civil society and other UN agencies in three strategic areas: a) migration crisis response; b) realization of rights of indigenous children and adolescents, with special focus to the Yanomami Humanitarian Response c) support to the Roraima municipalities for the realization of children’s rights through the UNICEF Seal.

Job Context

The Health and Nutrition Officer in Emergencies reports to the Chief Field Office in Boa Vista and to the Chief of Health as a second supervisor responsible for technical oversight and guidance, both working in close coordination with the UNICEF Emergency Coordinator.

How can you make a difference?

The Health and Nutrition Officer provides professional, technical, managerial, operational and administrative assistance throughout the programming process for services delivery related to Health, Nutrition and HIV within the context of the humanitarian response and COVID Response Program for Roraima State, working closely with other team members, local authorities, and partners.

In particular, the Officer will be responsible for: conducting and updating the situation assessment and analysis; providing technical assistance to municipal and state authorities, service providers and partners; ensuring effective coordination of partners; and supporting programme progress monitoring and reporting.

Key accountabilities, Duties and Tasks

Programme/project development, support and monitoring

o Contribute to the development/establishment of sectoral goals, objectives and strategies and results-based planning through analysis of needs and areas for intervention and submission of recommendations for priority and goal setting, actively collaborating for the new Country Programme Document (CPD).

o Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, and complying with organizational processes and management systems, to support health planning, results-based planning (RBM) and monitoring and evaluating results. In particular: i) Prepare project donor proposals; ii) Provide technical oversight, guidance and support to ensure consistent quality results; iii) Facilitate the development, submission and monitoring of partnership agreements; iv) Monitor project implementation ensuring efficient utilization of resources and delivery of supplies in compliance with UNICEF rules and procedures.

o Work closely and collaboratively with internal and external colleagues, partners and authorities to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. In particular: i) Support the state and municipal governments in accordance with their legal obligations on the implementation of actions towards identified priorities; ii) Contribute to primary care actions based on local reality according to the needs of indigenous and non-indigenous children, adolescents and pregnant women; iii) Promote prevention activities that may interfere with the health-disease process of the sheltered and unsheltered population; and iv) Promote internal coordination with other relevant programmatic areas and foster cross-sectoral linkages/joint programming whenever feasible (Child Protection, WASH, Education, C4D, etc.)

o Contribute to the effective and efficient planning and implementation of UNICEF Health and Nutrition across Migration Crisis Response Program interventions with particular attention to managing the overall re-programing efforts to address COVID-19.

o Conduct regular field visits and exchange information with partners/stakeholders to assess progress and provide high quality technical support, take appropriate action to solve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results.

o Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on health, nutrition, HIV and related issues to support programme implementation, operations and delivery of results.

o Promote basic training for Health and Nutrition Monitors in monitoring sheltered indigenous families, with skills developed for the identification and monitoring of families at risk, especially children, adolescents, and pregnant women.

o Support and monitor the integration of the health, nutrition, and HIV emergency response into the UNICEF Seal of Approval, in particular: support the municipalities in the implementation of health/nutrition/HIV activities in line with their proposed UNICEF Municipal

Action Plan.



Innovation, knowledge management and capacity building

o Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.

o Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable results.

o Assist with oversight of research and ensure results are available for use in knowledge products.

o Participate as resource person in capacity building initiatives to enhance the competencies of partners/stakeholders.



Other

Any other activities, required by the Supervisors, within the framework of the UNICEF Humanitarian Action for Children (HAC), Health/Nutrition in emergency situations and/or within the framework of the Regular Programme.

To qualify as an advocate for every child you will have…

Education - University Degree in health, nutrition, nursing, psychology, or other health related areas is required. Specialization in public health, family health, health policy and/or management, environment health sciences, epidemiology, and/or other health related areas is an asset.

Experience - A minimum of 2 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level and/or in a developing country is required. Additional years of experience are considered an asset.

• Experience with Nutrition Programmes is considered an asset.

• Experience in management teams and multipartners program.

• Relevant experience in programme development in human rights and particularly in health/nutrition related areas in a UN system agency or non-governmental organization is considered as an asset.

• Very good knowledge of the Brazilian Health Unique System (Sistema Unico de Saude – SUS).

• Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems.

• Ability to review and revise policies and objectives of assigned program and activities.

• Excellent communication skills.

Language - Fluency in English and Portuguese required. Knowledge of Spanish will be considered as an asset.
