West Africa Regional Security Manager

The Security Manager will be in charge of making regular assessments of the risks, threats and other vulnerabilities affecting Lutheran World Relief and IMA operations in West Africa, primarily Burkina Faso, Niger, and Mali. In close collaboration with the security focal points of each country, s/he should continuously analyze the regional, political and socio-cultural environment and insecurity patterns in countries of operation and surrounding countries. S/he will also be responsible for regularly reviewing the physical security systems in place, improving them as needed and ensuring the regular implementation of improvements. The position is a key part of the West Africa Regional Office leadership team, and while there is a direct reporting relationship to the Baltimore-based Senior Director for Global Security, s/he works most closely with the regional and country teams on a day-to-day basis. Security focal points (often the country director) have important responsibilities related to safety and security, the Security Manager will support and supervise the technical aspects of the focal points' safety and security roles.

Duties: Security risk assessments
Continuously evaluate and improve security systems in place to maximize the safety and security of personnel and LWR assets.
In coordination with the security focal points, develop a system to jointly monitor and evaluate the security situation in LWR's operating areas as well as neighboring countries in order to make decisions to enhance the safety of LWR personnel and assets.
Advise leadership (Regional Representative, Country Directors, Chiefs of Parties and/or Heads of Offices) on any systems, behaviors or practices that have an impact on the security of the team or external perceptions of the organization that may create security risks.
Agency policies and procedures

Develop and update as needed clear division of responsibilities and effective means of collaboration between the security focal points and the Security Manager.
Serve as liaison between headquarters and the West Africa country programs on the dissemination of new policies, procedures or standards.
Coordinate with security focal points to ensure all staff are onboarded, trained and coached on the application of the Country Safety and Security Plan, the application of the Minimum Operational Security Standards and other controls and tools.
Work with country team management to create and operationalize a robust journey management plan including communications protocols, route reviews, tracking equipment and monitoring, vehicle provisioning with appropriate safety and security equipment.
Ensure drivers have adequate training and experience in local context.
Work with security focal points to prepare and maintain quality, up-to-date security briefings for guests, consultants and/or visitors; assist with and/or provide and document security briefings as requested.
Ensure the regular (minimum every year) update of the country safety and security plans.
Ensure the prompt preparation and submission to HQ reports of safety and security incidents that happen to staff or property. Follow up with local police or others involved for the resolution of cases and thorough documentation for LWR and IMA's purposes.
Ensure the implementation of the safety-related components of the vehicle policy.


Collaboration with external actors

Liaise with national and regional security actors (United Nations system, the Government, the US Embassies, the European Union Representation, the PLSO, and others) to gather and share information related to security issues. Circulate summaries to appropriate LWR and IMA staff.
Support country focal points to maximize their networks to gather and share information related to security issues.
During crisis situations, take part in the Local Incident Management Team response.


Security operations

Supervise the technical aspects of security focal points' responsibilities. When directed by the Senior Director for Global Security, take the lead related to staff safety and security in the event of a crisis.
Develop standardized curriculum for training of security focal points and provide ongoing coaching.
Direct the security considerations necessary for setting up new offices, such as location, building safety and any needed improvements, communications, guard services, etc.
Constantly ensure the proper functioning and systematic use of communication tools, especially vehicle trackers and satellite phones.
Ensure the proper functioning of the safety and security infrastructure in LWR offices and residences of expatriate and third country national staff (fire extinguishers, generator, alarm, first aid kits, hibernation kits, etc.). Ensure staff are trained on the appropriate usage of such equipment.
Work with security focal points to identify, onboard, train and coach external contracted security services (guards, escorts, safety/security trainers, etc.).
Together with security focal points and decision-makers, develop plans to strengthen the security arrangements for offices and residences and ensure the plans are implemented. Ensure every trip outside of a person's main base has a trip management and communication plan in place.
Serve as the point person for regular check ins scheduled as part of the trip communication plan, or ensure a delegate is in place.
Coordinate medical or other evacuations for expatriates and foreign visitors, as needed.



Other duties as assigned

Qualifications:
Deep commitment to LWR and IMA's core values and an ability to model those values in relationships with partners and colleagues.
A four-year university degree (BAC+4).
Five or more years' experience managing safety and security for multiple offices in the Sahelian context, including at least 1 year of vehicle and journey management experience.
Demonstrated ability to identify trends and patterns linking incident information to broader political and socio-economic developments.
Understanding of operational and programmatic issues for international development organizations with national and expatriate staff.
Understanding of best practices in hostile environment awareness and personal safety measures.
Demonstrated experience in developing new or dramatically improving existing security systems.
Experience developing and implementing effective staff development approaches to improve capacities (trainings, coaching, etc.).
Employment history that reflects experience in both security and civilian fields.
Ability to prioritize, organize and carry out multiple tasks efficiently under pressure and with little supervision; ability to accept supervision.
Highly developed analytical and communication skills, and ability to assimilate and process information for wide-ranging audiences.
Ability to work with diverse groups of people in multicultural, team-oriented environment.
Written and spoken fluency in French and English. Other local languages also beneficial.
Proficiency in using Word, Excel, PowerPoint, Outlook, and web browser software. Previous experience with online vehicle tracking systems a plus.
Legally eligible to work in Burkina Faso (this is a local hire, no relocation or other benefits provided to non-residents)
Ability to travel within the region and internationally as needed, up to 60% of the time, sometimes to insecure areas.
